IDIQ STATEMENT OF WORK
FEDERAL LABORATORY CONSORTIUM FOR TECHNOLOGY TRANSFER (FLC)
I. BACKGROUND
The Stevenson-Wydler Technology Innovation Act of 1986 (Public Law 96-480) was the first of several laws defining federal technology transfer. By this Act, federal laboratories were allowed to transfer technologies based on their research and development (R&D) to nonfederal parties and to provide outside entities with the means to access federal laboratory developments. The law also established an Office of Research and Technology Applications in each laboratory to coordinate and promote technology transfer.
The Federal Technology Transfer Act of 1986 (Public Law 99-502) established that all federal laboratory scientists and engineers are required to consider technology transfer an individual responsibility. The Act further established a charter and funding mechanism for the Federal Laboratory Consortium for Technology Transfer (FLC). Government-owned, government-operated (GOGO) laboratories were also authorized to enter into Cooperative Research and Development Agreements (CRADAs) and to negotiate the licensing of government inventions created in federal laboratories. Since 1988, under the Omnibus Trade and Competitiveness Act (Public Law 100-418), the National Institute of Standards and Technology (NIST) has served as the host agency for the FLC, collecting contributions from various federal agencies and departments for the purpose of funding the activities of the Consortium.
The FLC is the only government-wide forum for federal technology transfer. Its members consist of technology transfer professionals representing more than 270 federal laboratories and a representative from each of their respective parent federal agencies and departments. The FLC has established bylaws for the purpose of its governance and executing the statutory mandates established by Congress (see 15 United States Code Section 3710). A description of the FLC can be found at www.federallabs.org. This contract will provide support to both the National operations as well as to the Regional operations of the FLC.
For the purpose of executing the charter of the FLC and its mandates, the FLC Bylaws provide for an Executive Board (EB) consisting of the following offices and committees:
1. Four nationally elected offices
a. Chair of the Consortium
b. Vice-Chair
c. Finance Officer
d. Recording Secretary
2. Six Regions, each with a Regional Coordinator (RC) and Deputy Regional Coordinator (DRC)
a. Midwest Region consisting of the following states: Minnesota, Wisconsin, Michigan, Illinois, Indiana, and Ohio;
b. Far West Region consisting of the following states: Alaska, Arizona, California, Hawaii, Idaho, Nevada, Oregon, and Washington;
c. Mid-Continent Region consisting of the following states: Arkansas, Colorado, Iowa, Kansas, Missouri, Montana, Nebraska, New Mexico, North Dakota, Oklahoma, South Dakota, Texas, Utah, and Wyoming;
d. Northeast Region consisting of the following states: Maine, New Hampshire, Vermont, Massachusetts, Connecticut, Road Island, New York, and New Jersey;
e. Mid-Atlantic Region consisting of the following states: Delaware, Maryland, Pennsylvania, Virginia, West Virginia, and the District of Columbia;
f. Southeast Region consisting of the following states: Alabama, Florida, Georgia, Kentucky, Louisiana, Mississippi, North Carolina, South Carolina, and Tennessee.

II. PURPOSE
The mission of the Federal Laboratory Consortium (FLC) for Technology Transfer is to add value to the federal agencies, laboratories, and their partners to accomplish the rapid integration of research and development resources within the mainstream of the US economy. To accomplish their mission, the FLC has the following responsibilities:
· Promote and facilitate a full range of technical cooperation between the federal laboratories and America’s small and large businesses, academia, state and local governments, and federal agencies.
· Provide direct services to member laboratories and agencies in support of their technology transfer efforts.
· Enhance efforts that couple federal laboratories with American industry and small businesses to strengthen the nation’s economic competitiveness.
· Stimulate acceptance by the US private and public sectors of the federal laboratory system and technology transfer as valuable efforts.
· Collaborate with local, state, regional and national organizations that promote technical cooperation.
· Promote further development and adoption of effective methods for federal laboratory domestic technology transfer.
· Improve the effectiveness of individual and organizational efforts in technology transfer through training, recognition, awards, and evaluation of the FLC program.
· Participate in and sponsor the development of novel models for federal laboratory cooperation with state, local, or private nonprofit technology transfer organizations and to serve as an interagency forum to develop and strengthen nationwide technology transfer in support of national policy.
III. SPECIFIC REQUIREMENTS
The FLC requires contracted services to carry out its mission to provide support to both the National operations as well as to the Regional operations which includes the RCs and DRCs of the FLC. The contractor shall significantly enhance the promotion of federal laboratory research results and facilitation of technology transfer into the marketplace by providing the following required categories of support services. During the performance period of this contract, separate task orders will be issued with specific task details to address the support services below.
The following categories of services are described in this Statement of Work. (Categories 1-8 are applied at the national level; Category 9 refers to the regional efforts.)
1. Administrative and Management Support The Chair, Vice-Chair, the chairs of standing and ad hoc committees, and the Regional Coordinators who comprise the FLC EB require a variety of administrative and management services, and materials to support the FLC’s day-to day operations.
The Contractor may provide the services described herein, with input and approval as needed from the relevant FLC EB personnel. Specific items or activities may include the following:
a. Provide administrative services and materials to support quarterly EB meetings and other EB activities, to include meeting site logistics, preparation of agendas and other materials, coordinating IT/teleconference support, and distributing minutes and action items.
b. Support the FLC’s Washington, D.C. related activities through the efforts of the Washington, D.C. Representative, to include in-person meetings and teleconferences, attendance at conferences and events to promote the FLC, preparation and distribution of the biweekly DC Dispatch electronic newsletter, and other administrative support as needed.
c. Provide support for annual national elections to include distribution of nomination forms and ballots, verification of candidate eligibility, verification of voter lists, counting of ballots, and providing necessary materials and information to elected board members.
d. Support the activities of the Chair and Vice Chair to include preparation of presentations and correspondence, special research, and assistance to the Policy and Planning Committee.
e. Maintain support documents and records, including FLC Bylaws, online laboratory profiles, contact information, etc.
2. Communications/Market Support The FLC’s reputation among internal and external customers is strongly influenced by the products and services produced to communicate with its members, Congress, state and local government organizations, academia, and the private sector, including both small and large businesses. These products and services include a wide variety of print and electronic media, such as publications describing significant technology transfer highlights; major recognition and awards to technology transfer professionals; annual reports; and representation at major conferences and trade shows. Approximately 7000 readers currently receive copies of the Consortium’s newsletter, FLC News, which is also distributed electronically ten times a year. Exhibit logistics and materials may be needed for up to 6 trade shows and conferences per year as part of the FLC's trade show tour, subject to the needs of the FLC EB.
The Contractor may provide the services described herein, with input and approval as needed from the relevant FLC EB personnel. Specific items or activities may include the following:
a. Provide administrative services and materials to support relevant committee meetings and other committee activities, to include preparation of agendas and other materials, coordinating IT/teleconference support, and distributing minutes and action items.
b. Develop services and products designed to increase the visibility and utilization of the FLC and the federal laboratory system on a national level, to include print materials, online tools and resources, website content, and social media presence.
c. Maintain the creation and distribution of the FLC News newsletter.
d. Implement marketing activities; research, write, design, and distribute brochures, fact sheets, and other informational materials that promote the goals, purposes, and services of the FLC to its customers.
e. Provide print and electronic materials that support the national membership meeting, conferences, exhibits, and trade shows attended by the national FLC.
Printing Services: All printed materials for this requirement shall be compliant with Government printing and binding regulations, 44 United States Code 103, Section 39-1, and other pertinent sections.
3. Information Technologies The FLC maintains an active electronic communication system to provide real-time and archival information to its members and customers. An informative, user-friendly website is necessary to maintain an interested, active, and well-informed customer-base. Common features of the website (www.federallabs.org) include posting of technology transfer news, training events, meetings, technology-based conferences, trade shows, membership directories, FLC regional information and websites, and searchable laboratory and agency information. The website also includes a library of news stories, publications, conference proceedings, and resource materials.
Within the FLC website, the FLC also maintains FLCBusiness (https://www.federallabs.org/FLC-Business), a database of laboratories, available technologies, funding, facilities, equipment, and program resources.
The FLC also maintains and monitors social media and information pages on Facebook, Twitter, YouTube, LinkedIn, Flickr, and Wikipedia.
The FLC utilizes the FLC Forum, a set of online forums to provide information serving the Executive Board, Regional Coordinators, Committee Chairs, Laboratory Representatives, and Agency Representatives (https://www.federallabs.org/forums).
The Contractor may provide the services described herein, with input and approval as needed from the relevant FLC EB personnel. Specific items or activities may include the following:
· Provide all support and services required to manage daily IT operations and extend the electronic tools capabilities to support the FLC, its members, stakeholders, and potential partners to enhance their technology transfer activities, to include the FLC Forum, the FLCBusiness resource, and other FLC online publications.
· Provide the support required to manage, maintain, and enhance the capabilities of the www.federallabs.org website and associated databases, membership point-of-contact information, and maintenance tools.
· Ensure 508 compliance (29 U.S.C. 794d).
· Provide back office maintenance for tracking Technology Locator requests.
· Provide an online registration and database for FLC national meeting attendees. Conference registration system(s) that will be used for collecting Personally Identifiable Information (PII) must be compliant with the Federal Information Processing Standards (FIPS) Publication 200, ‘Minimum Security Requirements for Federal Information and Information Systems’ and NIST Special Publication 800-53 ‘Security and Privacy Controls for Federal Information Systems and Organizations.’
· Provide reporting capability for statistics, financial tracking, training, etc.
4. Conference/Meeting Support The FLC annual national membership meeting provides the opportunity for training for technology transfer professionals (basic, intermediate, and advanced courses); networking; and presentations by individuals and panels of experts on current legislative changes and technology transfer policy. The national meeting also provides for an annual FLC business meeting; federal agency and department updates; regional meetings; discussions of best practices by state and local government representatives; CRADA partnership formation; exhibits and technology fairs; and award recognition for excellence in technology transfer. The meeting generally lasts three to four full days and is attended by approximately 400-500 persons; venues vary within the continental U.S. The Executive Board and a variety of the Standing Committees each hold small meetings for their members up to four times a year.
The Contractor shall demonstrate familiarity with the applicable federal laws and regulations for Government meetings and conferences.
The Contractor may provide the services described herein, with input and approval as needed from the relevant FLC EB personnel. Specific items or activities may include the following:
a. Provide administrative services and materials to support Planning committee meetings and other committee activities, to include preparation of agendas and other materials, coordinating IT/teleconference support, and distributing minutes and action items.
b. Research, plan, market, coordinate, and execute all necessary support activities for the FLC annual national meeting, to include venue and vendor selections and payment as needed, planning committee meetings and/or teleconferences, on-site registration and national meeting support. Conference registration system(s) that will be used for collecting Personally Identifiable Information (PII) must be compliant with the Federal Information Processing Standards (FIPS) Publication 200, ‘Minimum Security Requirements for Federal Information and Information Systems’ and and NIST Special Publication 800-53 ‘Security and Privacy Controls for Federal Information Systems and Organizations.’
c. Plan, coordinate, and support meetings of the Executive Board, the FLC committees and regions, and agency meetings if requested, to include venue and vendor selections as needed, attendance as needed and recording meeting minutes.
d. Support the preparation of and provide for the distribution of national meeting materials before, during and after the national meetings.
e. Develop and implement methods, processes and procedures to reduce or minimize the costs associated with meetings.
5. Education and Training A primary function of the FLC is the education and training of its members and external customers. Training topics include, for example, introduction to technology transfer legislation, the formation and administration of technology transfer mechanisms, and developing and negotiating licenses of federally developed technologies. Training is an important component of the national membership meeting, regional meetings, and within the federal laboratories.
The Contractor may provide the services described herein, with input and approval as needed from the relevant FLC EB personnel. Specific items or activities may include the following:
a. Provide administrative services and materials to support Education and Training committee meetings and other committee activities, to include preparation of agendas and other materials, coordinating IT/teleconference support, and distributing minutes and action items.
a. Implement an education and training program for the career development of technology transfer professionals that meets EB requirements and the requirements of the International Association of Continuing Education and Training.
b. Identify and implement current and leading-edge education and training methods, methodologies and technologies to facilitate the development of traditional and nontraditional technology transfer methods.
c. Design, develop, and distribute in a variety of media educational resource materials and training opportunities that promote self-learning and onsite support for technology transfer professionals.
d. Develop and maintain in a variety of media databases that provide access to technology transfer resource materials and information on academic instruction programs that support technology transfer.
e. Maintain a database of FLC training activities completed by technology transfer personnel.
6. Awards Program Support The FLC provides an active awards program to recognize significant accomplishments in technology transfer by individual, laboratories, agencies and their industrial partners. These awards are presented at the FLC annual national membership meeting. Approximately 30 to 40 awards are presented annually.
The Contractor may provide the services described herein, with input and approval as needed from the relevant FLC EB personnel. Specific items or activities mayl include the following:
a. Provide administrative services and materials to support Awards committee meetings and other committee activities, to include preparation of agendas and other materials, coordinating IT/teleconference support, and distributing minutes and action items.
b. Develop awards criteria for review and approval by the FLC.
c. Provide a process for announcing the awards program, collecting online nominations, and conducting online evaluations of the award nominations.
d. Provide processes for announcing the awards to the recipients, their host laboratory and agency or department, their state and local government officials, and appropriate members of Congress.
e. Assist with the preparation and execution of the awards ceremony as a part of the FLC annual membership meeting.
f. Provide support services for the design, development, and distribution of an awards booklet.
g. Maintain a database of all awards and provide an annual report to the FLC EB.
7. Technology Locator Service The FLC maintains a Technology Locator Service that provides both electronic and personnel assistance to requests by determining the availability and location of pertinent technologies and facilities within the federal laboratory system. These requests originate from businesses, industrial development organizations, state and local governments, academia, not-for-profit organizations, individuals, and other federal agencies and laboratories.
The Contractor may provide the services described herein, with input and approval as needed from the relevant FLC EB personnel. Specific items or activities may include the following:
a. Conduct Web-based searches within the federal laboratory system to locate key technologies, facilities, and personnel.
b. Communicate with agency and/or laboratory technology transfer representatives, scientists and engineers for the purpose of making technology requests, and identify appropriate responses.
c. Receive requests by a variety of communications methods, log the request, respond in a timely manner, and maintain a statistical database on the request made, actions taken, and the results of those actions.
d. Track and report the status and final disposition of requests received to the EB.
8. State and Local Government The FLC is mandated to assist state and local governments and regional organizations to participate in- and benefit from – the technology transfer process with federal laboratories. Increasingly, federal funding for research and development is supplemented and leveraged by states for activities ranging from technology maturation to workforce development to tax incentives for new technology start-ups.
Through the State and Local Government Committee, the FLC ensures that state and local government organizations are aware of the benefits available to them and their regions through technology transfer partnerships and collaborations with federal laboratories.
The Contractor may provide the services described herein, with input and approval as needed from the relevant FLC EB personnel. Specific items or activities may include the following:
a. Provide administrative services and materials to support State and Local Government committee meetings and other committee activities, to include preparation of agendas and other materials, coordinating IT/teleconference support, and distributing minutes and action items.
b. Support FLC efforts to partner with state and local government entities, including county and state economic development groups, and other national organizations such as the State and Science and Technology Institute (SSTI).
c. Prepare S&LG briefing materials, provide editing services, develop presentations and brochures, maintain exhibits, manage shipping requirements, and provide reports to the EB.
d. Maintain, and update as needed, relevant documents and websites including the State and Local Government Brochure, the State 1-Pagers, and the State Interactive Maps.
e. Coordinate the selection process for the State and Local Government Award.
9. Regional Support The Contractor may provide services to the six (6) Federal Laboratory Consortium regions and support the elected FLC RCs and DRCs. The Contractor will support these FLC officers through the specific tasks described below.
The Contractor may provide the services described herein for each region, with input and approval as needed from the relevant FLC EB personnel. Specific items or activities may include the following:
a. Provide administrative services and materials to support regional committee meetings and other committee activities, to include preparation of agendas and other materials, coordinating IT/teleconference support, and distributing minutes and action items.
b. Support regional outreach efforts, to include activities and promotion with state and county government entities and economic development groups, and attendance at other regional conferences and events as needed.
c. Interact with established and new technology transfer contacts at federal agencies; regional laboratories; industry, including small businesses; and academia by disseminating information about the FLC, technology transfer, laboratory resource, and laboratory points of contact, addresses and email addresses both in person and electronically.
d. Maintain online regional forums within the FLC Forum and disseminate information about partnering opportunities and available technologies, training opportunities, and other related events in the region, and maintain the regional website by updating news information, events, and regional contacts as needed.
e. Support publicity efforts in the region by publicizing electronically and/or in print notable technologies, licensing opportunities, technology transfer successes, national and regional special projects, and regional events.
f. Assist in the organization of regional meetings, to include helping to develop the agenda and speaker/trainer list, advertise and promote registration, select and coordinate the meeting location details, provide on-site support during the meeting and any associated awards ceremony, and distribute post meeting materials as needed.
g. Provide technical and administrative support to assist the region in identifying opportunities to work with partnership intermediaries for the advancement of federally developed technology.
h. Provide administrative support to the region by maintaining correspondence, minutes, action item records, and files, maintain the laboratory mailing list for all regional laboratories, prepare briefing and presentation materials and other desktop publishing materials as needed.
IV. CONTRACT TYPE
This is an Indefinite Delivery, Indefinite Quantity (IDIQ) contract under which individual task orders will be issued as follows:
· On a firm fixed price basis utilizing the established fixed labor rates specified in the schedule for all direct labor costs, and
· On a time-and-materials basis for any material and travel costs specified in the individual task orders.
Work performed under the contract resulting from this statement of work (SOW) shall be specified and administered in accordance with the terms and conditions established under each task order. Each service required will be defined and negotiated by the designated Contracting Officer (CO). Each task order will have a Contracting Officer’s Representative (COR) and, when applicable, an Executive Board Contact (EBC) from the relevant committee or region.
V. IDIQ DELIVERABLES
All costs associated with IDIQ deliverables and compliance with the IDIQ SOW shall not be reimbursed as a direct charge and must be included as overhead.
1) Kickoff Meeting The Contractor shall attend a kick-off meeting, on-site at the awarder’s NIST location not later than ten (10) business days after award of the IDIQ. The CO, Contract Specialist, COR, and any other authorized NIST personnel will be in attendance. The kick-off meeting will be utilized to review all requirements under the IDIQ.
2) IDIQ Tracking/Reporting The Contractor shall provide a monthly report to the COR and CO for this IDIQ contract for all task orders. The monthly reports shall be submitted to the COR and CO no later than the 10th day of the following month. Monthly reports shall include, at minimum: pre-award tracking, post-award tracking, total dollars awarded against the contract, confirmation that the prime contractor is performing at least 50% of the work at an IDIQ level, and an updated list of all retainable Government Property, to include any materials procured under the Materials Other Direct Costs Contract Line Item(s).
3) Quarterly Meetings The Contractor shall attend quarterly meetings either by Video Teleconferencing (VTC) or in person to discuss the monthly/quarterly reports in detail. The discussion, at minimum, shall include projects on-going under this IDIQ, status of pending requests for quotations, project status, outstanding deliverables, issue management, problems encountered and steps taken for resolution, upcoming meetings/events pertinent to current task orders, and details pertaining to work being performed and the status of uncompleted tasks.
The Contractor Program Manager will be required to be in attendance at quarterly meetings either by VTC or in person. The Contractor shall determine the members of the project team that must be present at the meeting, however, attendance must be sufficient to review and discuss all project details.
The Contractor shall be responsible for documenting the pertinent meeting points/minutes and distributing to the COR and CO via e-mail.
The first quarterly meeting shall be held not later than the 15th of the month after the end of the first quarter following the IDIQ award; subsequent quarterly meetings shall be held not later than the 15th day of the month following the end of each additional quarter.
4) Final Report A final management report summarizing all work performed under this IDIQ shall be delivered to the COR and CO within three months after the completion of the last exercised option year. The report shall include, at minimum: total dollars awarded under the IDIQ, number of task orders awarded.
VI. INSPECTION AND ACCEPTANCE
Specific performance standards and acceptance criteria for inspection and acceptance will be defined in each task order SOW. The required deliverables under each task order will be inspected by the COR with input as needed from the EBC, to determine acceptability. Deliverables will be accepted if they meet the requirements of the task order SOW, including any specified acceptance criteria.
VII. TRAVEL
Contractor personnel shall be required to travel to support regional activities, including outreach activities within the region, and attend the annual national FLC meeting. The Government will specify in each task order SOW the travel requirements, including, if applicable, dates and location for which travel may be required. The Contractor shall be responsible for making all travel arrangements including but not limited to airline tickets, hotel, car rental reservations, and meeting registrations for non-FLC hosted events.
Travel performed shall be reimbursed in accordance with the Federal Travel Regulation.
VIII. PERIOD OF PERFORMANCE
The performance of this IDIQ contract shall be for a period of a one-year base period and three one-year option periods for a maximum of 48 months. The period of performance may be up to four (4) years if all options are exercised.
The period of performance for each task order will be established in the individual task orders performance work statement, and shall not exceed one year.
IX. GOVERNMENT-FURNISHED PROPERTY, DATA, AND INFORMATION
Government-furnished property (GFP) shall be provided when necessary. The relevant NIST Property Manager will provide a NIST loan agreement for all Government furnished property provided for use under individual task orders. The COR must be provided a copy of all signed loan agreements. The Contractor shall maintain responsibility for all GFP in accordance with FAR 52.245-1. All Government furnished property will remain the property of the Government and shall be surrendered to the Government upon completion or termination of this contract.
A list of property to be provided to the contractor will be identified in task orders as necessary.
X. KEY PERSONNEL
The Contractor shall abide by the Commerce Acquisition Regulation (CAR) clause 1352.237-75 Key Personnel.
The Contractor shall provide all key personnel necessary for the successful completion of the IDIQ SOW and Task Order SOWs. The Key Personnel must be citizens of the United States or have a valid green card to live and work in the United States.
The position of Program Manager is designated as key personnel at the IDIQ level to oversee and manage contractor personnel and subcontractor personnel for the entire IDIQ contract, which shall include overseeing and managing all task orders. This position shall require:
· A comprehensive understanding of federal technology transfer laws, regulations, and applicable policies
· At least 5 years of relevant experience in federal technology transfer support
· At least 5 years of relevant experience overseeing federal contracts of similar size and scope.
· B.A. or B.S. degree; preferred M.S. or Professional Degree
The Program Manager shall:
· Provide overall supervision of Contractor and Subcontractor operations
· Act as primary interface between Government and the Contractor personnel (including subcontractor personnel assigned to work on this IDIQ)
· Participate in quarterly meetings with the COR
· Ensure project schedules/milestones/deliverables are met
· Review and monitor technical work for overall quality, efficiency and timeliness
· Be responsible for all aspects of the development and implementation of assigned projects and provide a single point of contact for those projects
· Take projects from original concept through final implementation
· Interact with all areas affected by the projects
· Proactively identify issues/problems and recommend and take action to direct the analysis and solutions of issues/problems
· Submit monthly reports, as required above
· Maintain awareness of current government property, and ensure contract personnel are aware of requirements and any changes made during the period of performance.
XI. GOVERNMENT RESPONSIBILITIES
The Government will be responsible for:
· Registration fees for their members to attend FLC conference/meeting activities
· Providing contacts for member agencies and laboratories and notifying the contractor of any updates to the agency and laboratory contacts as needed
XII. CONTRACTOR REQUIREMENTS
1) Responding to Request for Quotations for Each Task Order:
For each Task Order, the Contractor shall respond to the request for quotation within 14 days from the receipt of the request for quotation.
Under infrequent circumstances when NIST may require less than 14 days response time after receipt of the request for quotation for a given task order, the Contractor will have no less than 5 days from the receipt of the request for quotation to respond to the request for quotation.
2) Deliverables for Each Task Order Deliverables will be defined in each task order’s Statement of Work.
3) The contractor shall demonstrate that all of its components and controls within the system boundary* is compliant with the Federal Information Processing Standards (FIPS) Publication 200, ‘Minimum Security Requirements for Federal Information and Information Systems’ and NIST Special Publication 800-53 ‘Security and Privacy Controls for Federal Information Systems and Organizations,’ at the low impact level. Acceptable evidence of compliance may include the following: FedRAMP authorization, an Authorization to Operate (ATO) letter issued by a Federal Government agency as evidence that they have been assessed and authorized at the low impact level (the contractor must be able to provide NIST the capability of reviewing the full package from that agency), or that they have passed an independent security audit (e.g., Statement on Standards for Attestation Engagements (SSAE), PCI Data Security Standard (PCI DSS), etc.). If a contractor does not have an existing independent assessment prior to award, the contractor shall provide the results of a 3PAO assessment to NIST within 60 days of award. Post receipt of completed 3PAO assessment results, NIST will perform a review for a local ATO decision required for go-live and ongoing security assessments for continuous monitoring thereafter.
*The system boundary must include all contractors and sub-contractors that transmit, store, access or can access NIST data. NIST must approve system boundaries.
XIII. GENERAL INFORMATION

Laboratory Mailing Lists: All documentation, files, and records related to the maintenance of the regional laboratories’ mailing list shall be transferred to the appropriate RC on completion of the contract. All documentation, files, and records related to the maintenance of national mailing lists shall be transferred to the Host Agency Representative on completion of the contract.
Security: NIST is a restricted campus. An identification badge is required for entry into buildings and also must be shown to the armed Security Police before being granted permission to enter the campus. Many government facilities have security requirements based on mission and this contract does not grant any special permission for access of government facilities.
Media Inquiries: The Contractor employee(s) shall not respond to any media inquiries. Any inquiries from the media shall be immediately relayed to the COR. There shall be no interviews, comments, or any other response without the knowledge and approval of the Chief of the NIST Public Affairs Office.
Printing Services: All printed materials shall be compliant with Government printing regulations (44 USC 501).
Publicity Materials: All publicity materials shall be submitted electronically to be reviewed and approved by the COR and the appropriate EBC, as needed, prior to release. All publicity materials shall be transferred to the RC on completion of the contract.
Telephone Conferences: All documentation, files, and records related to regional telephone conferences shall be transferred to the appropriate RC on completion of the contract. All documentation, files, and records related to national telephone conferences shall be transferred to the Host Agency Representative on completion of the contract.
