STATEMENT OF WORK
Sample Task Order 17-1 Support to the Federal Laboratory Consortium
1. Background The Federal Laboratory Consortium (FLC) was established under The Stevenson-Wydler Technology Innovation Act of 1986 (Public Law 96-480); the first of several laws defining federal technology transfer. By this Act, federal laboratories were allowed to transfer technologies based on their research and development (R&D) to nonfederal parties and to provide outside entities with the means to access federal laboratory developments. The law also established an Office of Research and Technology Applications (ORTA) in each laboratory to coordinate and promote technology transfer.
The Federal Technology Transfer Act of 1986 (Public Law 99-502) established that all federal laboratory scientists and engineers are required to consider technology transfer an individual responsibility and that technology transfer activities are to be considered in employee performance evaluations. The Act further established a charter and funding mechanism for the FLC. Government-owned, government-operated (GOGO) laboratories were also authorized to enter into Cooperative Research and Development Agreements (CRADAs) and to negotiate the licensing of government inventions created in federal laboratories. Since 1988, under the Omnibus Trade and Competitiveness Act (Public Law 100-418), the National Institute of Standards and Technology (NIST) has served as the host agency for the FLC, collecting contributions from various federal agencies and departments for the purpose of funding the activities of the Consortium.
The FLC is the only government-wide forum for federal technology transfer. Its members consist of technology transfer professionals representing more than 270 federal laboratories and a representative from each of their respective parent federal agencies and departments. The FLC has established bylaws for the purpose of its governance and executing the statutory mandates established by Congress (see 15 United States Code Section 3710).
The FLC was established in 1974 and formally chartered by the Federal Technology Transfer Act of 1986 to promote and strengthen technology transfer nationwide. There are approximately 300 federal laboratories and centers associated with the FLC.
2. Objectives The objective of this task order is to provide support services to carry out the FLC’s mission at a Regional level and at a National level. The Contractor shall furnish all personnel, materials, services, and facilities necessary to perform the requirements set forth in this Statement of Work (SOW) to the Executive Board (EB), Region, and Committees.
3. Specific Tasks and Performance Requirements Upon Task Order award, the Contractor shall furnish all personnel, materials, services, and facilities necessary to perform the requirements set forth below. The Contractor shall perform the following support functions and activities and perform the identified tasks at the national level and at the regional level as described below.
In addition, the Contractor shall be responsible for, but is not limited to:
· Providing all support for project oversight, administration, and technical execution of this contract. The Contractor shall be responsible for maintaining accurate records of project activities.
· Performing the support services as specified in each individual task order. Individual task orders will provide specific details for that specific requirement.
· Providing a Project Manager to perform contract administration for all awarded task orders and serve as the central POC for all contractual matters.
A. Executive Board Administrative and Management Support
General Requirements – Task A The Contractor shall perform the following support functions and activities and perform the identified tasks at both the National and Regional levels for the FLC as a whole. The Contractor shall work through the Contracting Officer’s Representative (COR) to support the FLC elected representative. The Contractor shall support administrative functions of the FLC at both the regional and national level, and shall furnish all personnel, materials, services, and facilities necessary to perform the requirements set forth in this SOW as outlined below:
· Maintenance of all electronic data, publications, website, reference material, etc. at www.federallabs.org
· Conference/Meeting Support for all the regions and the national meeting
· Provide support to all members of the executive board and general membership
· Provide support to all committees and committee chairs
· Support elections and conduct audits of voting members
· Provide DC Representative support
Specific Requirements – Task A A primary function of the FLC Executive Board (EB) is the coordination and operation of the FLC activities in support of the FLC in all aspects (all regions and committees as well as at the National Level).
Personnel Requirements: The Contactor shall have a firm understanding of federal technology transfer laws, principles, and practices across federal agencies and laboratories to coordinate the tasks specified below. Specific detail(s) on required administrative tasks will vary depending on the on-going changes in technology transfer. The Contractor shall apply their expertise, in coordination with the FLC working through the COR, to identify these tasks and to complete them.
The Contractor shall provide the support functions described below, with input and approval as needed from the relevant FLC EB personnel, and complete the deliverables associated with each task, if applicable:
1. The Contractor shall provide the following EB Meeting support:
a. Prepare 2-day agendas with EB Chair input.
b. Determine location with EB input and coordinate with Contractor meeting planner.
c. Coordinate meeting logistics and provide required item(s) and services including:
· Arrangement for conference attendees to purchase food and beverages as permitted by applicable government regulations. Costs related to the provision of food and beverages will not be reimbursed under this contract using appropriated funds. If food is provided at meetings which involve a registration fee, there must also be a separate, non-mandatory registration fee which excludes any food-related direct and indirect costs.
· Space requirements
· Equipment needs, such as microphones, laptop computer, projector
d. Distribute information to EB members (and other attendees as needed) via e-mail and/or hard copies if last minute changes have been completed.
e. Ship meeting materials.
f. Provide onsite staffing and coordination, such as IT support for the room and taking minutes for members not attending.
g. Collect, organize, coordinate, and create meeting materials, including:
· presentation templates (as defined by FLC slide format)
· handouts (receiving, creating, printing)
· receiving/organizing presentations
· assisting EB members with presentation slides
h. Tracking deadlines set by the EB Chair, Committee Chair, or RC and follow up on receipt of items from participants.
i. Work with FLC Recording Secretary to prepare minutes and action items for distribution following meetings.
j. Coordinate available FLC electronic conferencing tools for meeting attendees both at the physical meeting site and those participating remotely.
k. Prepare and submit trip reports within 15 days of each EB meeting travel.
2. The Contractor shall provide the following General EB and Committee/Region support:
a. Schedule Chair/Vice-Chair (weekly), Regional Coordinators (monthly), National Advisory Council (bi-monthly) and Committee (as needed) teleconferences, provide teleconference number and participate in calls.
b. Assist with email and other electronic correspondence.
c. Participate in other teleconferences or videoconferences as required and develop/ distribute minutes or action items for all meetings scheduled, estimated 2-3 per month.
d. Coordinate EB voting at quarterly EB meetings and on an as needed basis by email; maintain EB voting rolls and submit to appropriate Awards Committee Chair.
e. Assist with EB and Committee (including NAC) correspondence as determined by the outcome of the weekly or bi-monthly conference calls.
f. Assist with annual EB transitions.
g. Provide templates for presentations, letterhead, etc. and assist with development of presentations as needed.
h. Ship necessary materials to EB members, RCs, Regional Support Offices (RSOs), Committee Chairs, etc. as needed.
i. Provide contact information (concerning FLC technology) to EB members, Committee Chairs, RSOs as needed.
3. The Contractor shall provide the following EB Chair support:
a. Prepare correspondence and presentations at the request of the EB Chair, RC or Committee Chair, estimated 3 per month.
b. Perform background research related requests from outside organizations to partner with the FLC, at the request of the EB Chair, RC or Committee Chair, estimated 2 per quarter.
4. The Contractor shall provide the following Policy and Planning Chair support:
a. Provide support for Policy and Planning Committee related teleconferences and meetings including drafting and sending email notices of upcoming teleconferences and meetings to Policy and Planning Committee members; preparing meeting/teleconference agendas; preparing packages of relevant documentation including sections of the FLC By-Laws, Strategic Plan and/or Execution Plan; documenting meeting/teleconference minutes and providing copies by email to the Policy and Planning Chair and to the committee.
b. Coordinate signing and distribution of agreements between the FLC and non-profits whose charters support technology development, economic development and/or education and training of technology transfer personnel.
c. Assist in organizing the Policy and Planning meeting at the National meeting.
d. Scheduling Policy and Planning Committee related teleconferences and meetings (up to 2).
e. Maintain the internal and external support documents and records that form the base for the operation and continuity of operation of the FLC under Policy & Planning guidance to include:
· FLC digital and print copies of the FLC By-Laws (https://www.federallabs.org/FLC-Policies)
· FLC Strategic Plan (https://www.federallabs.org/FLC-Policies)
· FLC Operational documents
· Memorandums of Understanding (MOUs)
5. The Contractor shall provide the following annual National and Regional elections support:
a. Coordinate the election process and timelines with National and Regional Nominating Committee Chairs as well as the FLC Recording Secretary.
b. Develop timelines and deadlines based on the FLC bylaws.
c. Create and distribute calls for nominations.
d. Correspond with voting members and candidates.
e. Receive and verify eligibility of nominations.
f. Provide candidate information to the voting membership through electronic and/or print methods as necessary.
g. Develop absentee and onsite ballots.
h. Issue voting lists.
i. Distribute, collect, and validate ballots.
j. Support counting and certification of the election process.
k. Develop Teller Reports.
l. Maintain records and ballots in accordance with the FLC bylaws.
m. Coordinate the update to records and announcement of results.
6. The Contractor shall provide the following Voting Membership Verification support:
a. Coordinate with FLC Recording Secretary.
b. Develop draft lists of voting members by agency.
c. Develop letters to Agency and Lab Representatives at the request of the EB.
d. Follow up and research on voting members’ status as needed.
e. Update records and distribute new member packages as appropriate.
f. Update laboratory profiles based on verification information.
g. Issue final voting list for elections.
7. The Contractor shall provide the following Publicity and Outreach support:
a. Respond to requests for contact information, questions, information.
b. Distribution of publications, and other FLC inventory.
c. Update mailing lists provided by members quarterly.
d. Collect information for the FLC annual report to President and Congress as defined by 15 USC §3710(e)(6).
e. Prepare and distribute monthly MSO reports to the EB Chair and COR.
8. The Contractor shall provide the following DC Representative support:
a. Attend quarterly EB meetings and provide a “DC Updates to the Executive Board” presentation.
b. Prepare and deliver presentations, participate on conference panels, and engage in interviews, on the FLC and federal tech transfer to non-FLC groups approximately 2-3 times per quarter, as requested.
c. Visiting approximately 4-5 Congressional staff offices per month to engage, discuss and inform Congressional staff on FLC initiatives, and other federal tech transfer efforts, particularly as relates to their state or district.
d. Attending approximately 1-2 events on Capitol Hill per quarter to engage relevant stakeholders in tech transfer-related initiatives.
e. Engage other organizations on behalf of the FLC, to speak at their regional meetings, develop formal programmatic interactions between the groups, coordinate those interactions; track and monitor those interactions (travel 1-2 times per quarter).
f. Participate in the DC Metro Area Interagency Working Group for Technology Transfer (IAWGTT) and the Interagency Working Group for Bayh-Dole (IAWGBD) (1-2 times each per quarter) meetings as support to the FLC EB and conduct follow up actions as needed.
g. Participate in all FLC EB Committees, approximately once per month.
h. Attend all Regional Meetings and, if requested by the Regional Coordinator, provide a 15-20 minute presentation to the region.
i. Provide monthly status reports to the EB chair and the COR, and trip reports within 15 days of travel.

B. Committee Support
General Requirements – Task B The Contractor shall perform the following support functions and activities and perform the identified tasks for the Committee. The Contractor shall work through the Contracting Officer’s Representative (COR) to support the Committee Chair, an elected officer within the FLC charged with providing leadership, and shall furnish all personnel, materials, services, and facilities necessary to perform the requirements set forth in this statement of work (SOW) as outlined below:
· Communications and Marketing support, to include press releases and print or digital publications
· Maintenance and upgrade support to the FLC website
· Digital and in-person Outreach support
· E-learning support
· Operations Support to the EB Chair and Committee Chair related to committee activities
Specific Requirements – Task B The primary function of each FLC Committee is to advance national initiatives in a particular focus area. Each Committee is led by an appointed Committee Chair.
Personnel Requirements: The Contactor shall have a firm understanding of federal technology transfer laws, principles, and practices across federal agencies and laboratories to coordinate committee efforts. Specific detail(s) on required efforts will vary depending on the on-going changes in technology transfer and the goals of the Committee Chair. The Contractor shall apply their expertise, in coordination with the FLC working with the COR, to identify relevant strategies to effect the mission as well as solutions to implement these strategies.
The Contractor shall provide the support functions described below, with input and approval as needed from the relevant FLC EB personnel, and complete the deliverables associated with each task, if applicable:
1. The Contractor shall provide the following Communications and Marketing support:
a. Provide support to the Committee Chair to produce and print the annual FLC calendar planner and the bi-annual State and Local Government publication.
b. Create and distribute the FLC DC Dispatch (https://www.federallabs.org/DC-Dispatch) and the FLC News (https://www.federallabs.org/FLC-News) electronic newsletters.
c. Generate press releases as required (estimated monthly).
d. Maintain the FLC Facebook page (https://www.facebook.com/federallabs) and FLC Twitter page (https://twitter.com/federallabs).
2. The Contractor shall provide the following Website support:
a. Develop, maintain, update and enhance design, content and structure of the FLC website (http://federallabs.org). Contractor shall maintain a knowledge portal which shall have the capability to display video and other research publications.
b. Maintain the FLC website and associated subpages to communicate FLC functions, organization, work products, communications materials, and member links including:
· posting of technology transfer news, training events, meetings, technology-based conferences, trade shows, and membership directories,
· updating FLC regional information and websites,
· providing a contact point for member labs, committees and the EB,
· allowing for searchable laboratory and agency information, and
· maintaining and updating a library of news stories, publications, conference proceedings, and resource materials.
c. Maintain 508 compliance (29 U.S.C. 794d).
3. The Contractor shall provide the following Outreach support:
a. Provide trade show, conference and exhibit support including booth design and maintenance, logistics and staffing for conferences and trade shows with personnel versed in technology transfer. Exhibit logistics and materials including booths, technical handouts, informational material about the FLC and how to work with the members are needed for at least 3 trade shows and conferences per year as part of the FLC's trade show tour. The representatives at these trade shows must possess knowledge of federal technology transfer statutes and procedures, technical understanding of the federal laboratory system across the agencies and hundreds of federal labs, and industrial sectors relevant to the scientific work products and technologies transferred for federal labs, as well as be proficient in demonstrating the new electronic tools offered through the FLC (to include FLC Business, Available Technologies, and the Technology Locator).
b. Support various outreach activities conducted with partners such as the State and Science and Technology Institute (SSTI), TEDCO, National Business Incubation Association (NBIA), and others as identified (estimated 2 travels per year).
c. Maintain and operate the Technology Locator Service:
· Provide services to requestors using the Technology Locator Service https://www.federallabs.org/Technology-Locator.
· Maintain the capability to receive requests by a variety of communications methods, including the following functions: log the request; respond in a timely manner (1-2 days); track the status and final disposition of requests received; and maintain a statistical database on the request made, actions taken, and the results of those actions.
· Maintain and update the laboratory resources database.
· Conduct Web-based searches within the federal laboratory system to locate key technologies, facilities, and personnel in aiding the requestor's needs.
· Communicate with agency and/or laboratory technology transfer representatives, scientists and engineers for the purpose of making potential responses from federal laboratories in the technical field based on requestor's needs.
4. The Contractor shall provide the following E-learning Support:
a. In coordination with the relevant EB members, design, develop, publicize, and implement a variety of web-based education and training resource materials and training opportunities for technology transfer professionals, including but not limited to:
· On-demand e-learning courses
· Webinars
· On-demand instructional videos
b. Post training presentations from the annual meeting on the FLC national meeting website (https://www.federallabs.org/Past-National-Meetings).
c. Revise and update training-related databases
d. Maintain databases accessed through the FLC website that provide entry to technology transfer resource materials and information on academic instruction programs that support technology transfer in the FLC Learning Center (https://www.federallabs.org/Learning-Center).
5. The Contractor shall provide the following Operations support:
a. Schedule monthly Committee teleconferences, provide teleconference number, and participate in calls.
b. Take minutes during calls and distribute minutes and action items to Committee members.
c. Provide a monthly report of Committee activities to the EB Chair and Committee Chair.

C. Regional Support
General Requirements – Task C The Contractor shall perform the following support functions and activities and perform the identified tasks at the Regional Level for the Region. The Contractor shall work through the COR to support the Regional Coordinator (RC) and Deputy Regional Coordinator (DRC), elected officers within the FLC charged with providing leadership to the Region, and shall furnish all personnel, materials, services, and facilities necessary to perform the requirements set forth in this SOW as outlined below:

Specific Requirements – Task C The primary function of the Region is to advance local initiatives with laboratories in the region, and enhance relationships between the member laboratories and regional partners in academia, industry, state and local governments, non-profits, and other organizations. The RC and DRC coordinate the operation of FLC activities in support of federal laboratories in the Region.
Personnel Requirements: The Contactor shall have a firm understanding of federal technology transfer laws, principles, and practices across federal agencies and laboratories to coordinate the Region. Specific detail(s) on areas of support for the Region will vary depending on priorities and initiatives identified by the RC and the FLC. The Contractor shall apply its expertise, in coordination with the RC and FLC working with the COR, to manage and coordinate all support activities for the Region.
The Contractor shall provide the support functions described below, with input and approval as needed from the relevant FLC EB personnel, and complete the deliverables associated with each task, if applicable:
1. The Contractor shall provide the following Outreach support:
a. The Contractor shall advance the movement of technology from the Regional Federal Laboratories to industry/academia through promotion of technology transfer and promotion of the awareness and utilization of the FLC by state and local governments and economic development organizations within the Region.
b. The Contractor shall coordinate with the RC regarding State outreach. The contractor shall contact State Economic Development Offices within the region as directed to identify potential technology transfer opportunities for the laboratories.
c. The Contractor shall contact other state, academic and/or commercial entities, make personal visits, and attend events, including SBIR related events, located in multiple regional states to identify potential technology transfer opportunities for the laboratories and to present a table/display at these events (RC has identified approximately 4 travels).
d. The Contractor shall continue support for linking the regional states to a broad-based regional technology transfer network, emphasizing available resources and successful experiences. Working with the RC, the Contractor shall target regional industry groups for the purpose of marketing specific federal technologies and facilities by disseminating information about the FLC, technology transfer, laboratory resources, and laboratory points of contact, addresses and email addresses. Outreach shall be accomplished, in part, through existing Regional low cost display, and a Regional pamphlet listing member labs and a brief description of technological area of expertise, and marketing material provided by the member labs. Print materials shall be provided in accordance with GPO rules.
2. The Contractor shall provide the following Networking Activities support:
a. The Contractor shall maintain a list of contacts consisting of state and regional economic development intermediaries, and shall maintain contact with these groups and as a minimum keep regional stakeholders informed on a quarterly basis of FLC activities and opportunities for partnering in the region.
b. The Contractor shall maintain a current Regional Membership List of laboratories and Laboratory Representatives including federal laboratories and their technology transfer focal points through their Offices of Research and Technology Applications (ORTAs) within the region. All documentation, files, and records shall be transferred to the RC on completion of the contract. Changes to the list shall be reported quarterly.
c. The Contractor shall distribute various technology transfer trainings and information materials to the RC and the Regional laboratories, and advise the RC and the Regional laboratories of technology transfer conferences and activities.
3. The Contractor shall provide the following Publicity Activities support:
a. The Contractor shall work with regional Laboratory Representatives and public affairs offices to obtain and publicize information on federal technologies technology, licensing opportunities, technology transfer successes, and national and regional special projects, including receiving advance approval as needed from the member laboratories.
b. The Contractor shall document the technology transfer success stories achieved by the Regional Laboratories by reporting their accomplishments in regional and national FLC newsletters, news articles, and via electronic media.
c. The Contractor shall maintain the regional booth and tabletop display to be provided as Government Furnished Property. The booth and tabletop display shall be updated to remain current (based on Contractor recommendations and RC feedback), properly stored, and maintained by the Contractor.
d. The Contractor shall exhibit the Regional booth at the National meeting, and other meetings within the region as approved by the RC.
e. The Contractor shall ensure that publicity materials are current. Publicity materials include: a Regional brochure listing of member labs, points of contact, addresses, emails, and websites, advertising flyers for Regional meetings, email ads, email lists, and contact lists. All publicity materials shall be submitted electronically to be reviewed and approved by the RC and COR prior to release.
f. The Contractor shall design a quarterly Regional Newsletter on technology transfer highlights and activities in the Region. The newsletter shall be 4 -6 pages in length and approved by the RC prior to reproduction or distribution. Distribution shall be through electronic means, and posting on the Regional website.
g. The Contractor shall distribute the newsletter to the regional mailing list.
h. The Contractor shall author and submit: (1) a minimum of one national news article for inclusion in the FLC publication, FLC News, and (2) two to three success stories or press releases to FLC News. Success stories shall concern notable technologies and outstanding programs as identified through the regional newspapers, newsletters, and laboratory public affairs offices. Success stories shall be approximately 500 words in length. All publicity materials shall submitted electronically to be reviewed and approved by the RC and COR prior to release.
4. The Contractor shall provide the following Administrative support:
a. The Contractor shall maintain correspondence, minutes, action item records, and files associated with each Region's FLC activities, including e-mail correspondence between the Contractor, the RC, and all ORTA representatives.
b. The Contractor shall assist the RC in preparing briefing materials for EB presentations and other outreach efforts, provide editing services for regional outreach articles and email distributions, provide presentation and brochure development, maintain and update exhibit and exhibit information and handle shipping requirements, provide quarterly report to the FLC, provide letters as requested, and other desk top publishing requirements as needed. Required Contractor activities shall include telephone conferences with each RC and the DRC as needed.
5. The Contractor shall provide the following Partnering support:
a. Conduct a minimum of one partnership search annually.
b. Provide technical and administrative support to help members form teaming arrangements between laboratory and industry partners for the commercialization of federally developed technology, as identified by the RC.
c. Work with partnership intermediaries (see 15 CFR 3715) within each region to identify and communicate technologies available for licensing, with the RC’s approval of teaming arrangements and potential partnerships.
6. The Contractor shall provide the following Special Projects support:
a. Administer and coordinate a regional project identified by the RC, which correlates the tech transfer and economic development activities within the region and the FLC National Initiative for the year.
b. Maintain coordination with focal points for national FLC projects; maintain correspondence and files associated with all regional projects.
7. The Contractor shall provide the following Conferences and Meeting support:
a. The Contractor shall assist in organizing the annual regional meeting, including
i. Development of the program agenda
ii. Preparation of agendas, handouts or other conference materials
iii. Identify speakers and presenters and contact those individuals for their participation in the conference
iv. Promote the conference to the regional laboratories and to business groups, industry associations, regional economic development groups, academia and other FLC regional and national groups
v. Manage all logistics, including registrations, hotel contracts, and other requirements;
b. The Contractor shall assist in organizing the annual regional awards program, including
i. Disseminating the awards nomination forms to the regional laboratories
ii. Assembling an evaluation committee to judge the submissions (minimum 2 volunteers)
iii. Providing support to the committee by assembling scores and suggesting award distribution options
iv. Notifying winners in a timely manner
v. Organizing the Awards Presentation Luncheon to be held during the regional conference
c. The Contractor shall attend the national FLC meeting and provide support as requested for a Regional Meeting of approximately two (2) hours in duration which may be held concurrently with the Annual FLC meeting.
8. The Contractor shall provide the following IT support:
a. The Contractor shall utilize the FLC's Web Master, to maintain the content and organizational structure of the Region's website.
b. The Contractor shall review and update the FLC website monthly, post current information, and archive dated material. Information shall include, at a minimum, Regional Directories of laboratories, current success stories, upcoming Regional technology transfer events, and the current Regional Quarterly Newsletter. The web site shall include a regional meeting web site with promotion of the regional meeting, registration system accepting purchase orders, checks and credit cards, (early discount registration via credit cards shall not be charged until 2 weeks before the meeting). Conference registration system(s) that will be used for collecting Personally Identifiable Information (PII) must be compliant with the Federal Information Processing Standards (FIPS) Publication 200, ‘Minimum Security Requirements for Federal Information and Information Systems.’ The meeting web site shall also highlight the results of the meeting including awards, presentations and other news. The Regional Coordinator will approve information prior to postings to the regional website. At a minimum, one coordination meeting with the FLC's Webmaster is required.
c. The Contractor shall accept and redirect technology requests transmitted from the web and forward to the appropriate regional laboratory. The Contractor shall respond to all electronic clients to ensure that follow-up actions are completed and connections with laboratory resources are established.

4. Travel The travel shall be reimbursed according to the Federal Travel regulations. All travel shall be invoiced after travel occurs in accordance with Federal Travel Regulations. All DC Representative travel in the DC Metro Area will be reimbursed as Local Travel.
