SB1341-15-RQ-0981
Statement of Work
I. BACKGROUND INFORMATION
The Material Measurement Laboratory’s Biomaterials Group has a project involving development of a new method for coherent Raman spectroscopy of biological samples. This new technique requires a multichannel detection system with a high sensitivity to amplify a weak signal accompanied by a strong background. This multichannel lock-in amplifier and pre-amplifier shall be able to process photocurrent signals from a multichannel detector to acquire a weak chiral Raman spectrum by separating from a strong achiral Raman background. This new technique directly supports NIST’s mission to advance measurement science to provide unprecedented information about the higher order structure of biomolecules; to accelerate competitiveness of biosciences and health; and to assist academic, industrial and regulatory stake holders.
II. SCOPE OF WORK
The contractor shall provide hardware consisting of a multichannel lock-in amplifier and a multichannel pre-amplifier meeting all the specifications listed below. The contractor shall provide all necessary cables and software necessary for operation of this instrument.
1.0 Hardware
Multichannel lock-in amplifier specifications:
Total of 64 channels of lock-in amplifier Dual or single phase lock-in. If single phase, automatic phase adjustment shall be available.
Operating frequency range shall cover the range of 50 Hz to 50 kHz, where the phase match between channels must be equal to or smaller than ± 1 °
Full-scale sensitivity shall cover the range of 100 uV to 1 V rms
Demodulator dynamic reserve shall be equal to or greater than 80 dB
Dynamics range of the main analog-to-digital converter (ADC) shall be equal to or larger than 12 bit
Time constant shall cover the range of 5 ms to 1 ks Each channel shall be independently controllable by a computer for sensitivity, reference phase, and time constant.
Cables connecting all channels shall be provided One or more power supplies shall be provided to make all channels operational simultaneously A technical manual for installation and operation of the multichannel lock-in amplifier system shall be provided to the NIST TPOC in electronic PDF format via email or secure download.
Multichannel pre-amplifier specifications:
Total of 64 channels of current-to-voltage pre-amplifier Every individual channel shall be independently controllable for sensitivity, bias voltage, and DC offset.
The sensitivity shall be controllable from 103 V/A to at least
109 V/A The noise equivalent current shall be 10-14 A/√Hz or lower at the sensitivity of 109 V/A and 10-12 A/√Hz or lower at the sensitivity of 105 V/A
Bias voltage shall be controllable in the range of 0 V to 5 V Connectors for all channels between lock-in amplifier and pre-amplifier shall be provided If power can be provided from lock-in amplifiers, power cables between lock-in amplifiers and pre-amplifiers shall be provided for all 64 channels. If separate power supplies are needed for pre-amplifier operation, both power supplies and cables for all channels shall be provided.
A technical manual for installation and operation of the pre-amplifier system shall be provided to the NIST TPOC in electronic PDF format via email or secure download.
2.0 Software
The contractor shall provide stand-alone controller software and device drivers for 64-bit LabView (National Instruments, version 2014 or later) to control the multichannel lock-in amplifier and transfer acquired data to a NIST owned computer. LabView is required in order to be compatible with the NIST owned computers that will be used to receive the data and shall be 64-bit, Windows 7 Enterprise edition compatible.
3.0 Warranty
The contractor shall provide, at a minimum, a one year warranty for all equipment. The contractor must guarantee that the multichannel lock-in amplifier and multichannel pre-amplifier shall be free from defects in material and workmanship throughout the life of the warranty.
PERIOD OF PERFORMANCE
Calibration report and system delivery shall occur not later than 100 days from award.
III. INSPECTION & ACCEPTANCE
The contractor shall provide a calibration report of the system to the NIST Technical Point of Contact (TPOC) in a PDF format submitted electronically via email not later than 90 days after receipt of order. The calibration report shall contain performance data showing that all specifications of the multi-channel lock-in amplifier and pre-amplifier systems have been met. The NIST TPOC will provide written approval or comments on the calibration report within five days of receipt of report.
The contractor shall not ship the system until receipt and approval of the calibration report by the NIST TPOC. If the NIST TPOC rejects the calibration report, the contractor shall fix any noted system deficiencies, retest and resubmit the calibration report at not later than three weeks after notification of rejection by the NIST TPOC. All changes shall be made at no additional cost to the Government.
After system delivery, the NIST TPOC will install the equipment and perform a full inspection of the system to ensure the system meets the minimum required specifications. The NIST TPOC will perform an inspection with a function generator to check the hardware for frequency range and sensitivity and the software for parameter control and data transfer to computer. The NIST TPOC will perform the acceptance test within three weeks of delivery and installation.
If the equipment does not meet the required specifications after the acceptance test, the Government will reject the system and provide notification of deficiencies in writing to the contractor. The contractor may request to fix the equipment on site at NIST or may request to have the equipment shipped back to a location specified by the contractor.
The contractor shall repair the system and deliver the repaired system to NIST not later than three weeks after receipt of the notice of rejection or receipt of the equipment at the contractor’s site. The repairs and shipment shall be completed at no additional cost to the Government. Liability for all shipment shall be the contractor’s.
Final acceptance of the system will occur when the NIST TPOC notifies the contractor in writing via email that the acceptance testing is complete and the system is performing to the required specifications. The warranty shall immediately commence upon acceptance of the system by the Government.
