B. Pricing Information:

The pricing quotation shall be separate from any other portion of the quotation. EVALUATION FACTORS FOR AWARD:

The Government anticipates awarding a single purchase order to the Offeror whose quotation offers the best value to the Government price and other factors considered. The tradeoff method will be used in evaluating quotations. The Contracting Officer intends to award without discussions, but reserves the right to enter into discussions if it is in the best interest of the

Government. The Government will evaluate quotations based on the following evaluation criteria:

A. Technical/Management Approach

B. Experience

D. Price

The three (3) non-price factors are listed in descending order of importance. All non-price factors, when combined, are more important than price. See below for detailed descriptions of each evaluation criterion:

A. Technical/Management Approach:

The Government will evaluate the quotation on the extent to which the Offeror’s

Technical/Management Approach instills confidence in successful performance of the work detailed in the Performance Work Statement. The evaluation will consider the Offeror’s demonstrated level of understanding and familiarity with the work. The Government will consider the suitability of the Offeror’s proposed labor mix for successful completion of this work. The Government will consider the extent to which the proposed key personnel meet or exceed the requirements detailed in section “I- KEY PERSONNEL REQUIREMENTS” of the

Performance Work Statement. Finally, the Government will consider how well the Offeror has demonstrated they will manage and coordinate all of the efforts involved in this work.

B. Experience:

The Government will evaluate the extent to which the Offeror has demonstrated previous experience relevant to the work described in this SOW.

C. Past Performance:

The evaluation of past performance is separate and different from the evaluation of the Offeror’s

Experience. The Government’s evaluation will be a subjective assessment based on the past performance information included in the quotation and obtained independently by the

Government from a variety of public or private sources.

The Government will consider the relevance of the Offeror’s previous contracts/orders to the subject requirement, and the Offeror’s performance on the previous contracts/orders.

NOTE – If an offeror does not have a history of relevant contract experience, or if past performance information is not available, the offeror will not be evaluated favorably or unfavorably on this factor; however, an offeror without a history of relevant experience may receive a lowered rating for the Experience Factor.

D. Price:

The Government will consider the fairness and reasonableness of the pricing information proposed by the Offeror.
