Attachment I THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN FAR SUBPART 12.6-STREAMLINED PROCEDURES FOR EVALUATION AND SOLICITATION FOR COMMERCIAL ITEMS-AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTATIONS ARE BEING REQUESTED, AND A WRITTEN SOLICITATION DOCUMENT WILL NOT BE ISSUED.

This solicitation is a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 05-83, effective August 3, 2015.

The associated North American Industrial Classification System (NAICS) code for this procurement is 332312 – Fabricated Structural Metal Manufacturing. The small business size standard is 500 employees. This acquisition is 100% set-aside for small businesses. In accordance with the non-manufacturer rule, offerors shall be a small business under the applicable size standard and shall provide either its own product or that of another domestic small business manufacturing or processing concern (FAR 19.102(f)).

Background Information Construction of the NIST National Fire Research Laboratory (NFRL), an expansion of NIST’s existing Large Fire Laboratory, was completed in October 2014. This facility provides the capability to test full-scale building structures two stories in height and two bays by three bays in plan, under simulated dead and live loads and realistic fire conditions. The facility will be a unique National resource for large-scale structural-fire tests to validate computational models used to predict building performance. The facility will allow researchers to study the response of the full structure to fire, rather than the response of individual building elements or subassemblies as is current practice. Research conducted in this facility will help to provide the technical basis for improvements to codes, standards, and practice governing design of building structures for fire.

The NFRL has been designed with an 18 m by 27 m strong floor* (with a basement below) and 9 m high by 18 m wide strong wall**. Test specimens (structural components, assemblies or complete systems) will be anchored to the strong floor and supported or loaded by reacting against the strong wall or reaction frames that are anchored to the strong floor or wall.

Reaction frames are composed of a variety of components that can be configured in multiple ways to provide the reactions specific to a particular tests. Such components consist of steel columns, girders and lateral bracing modules, and fixtures that allow the components to be arranged to suit the test purposes.

NIST requires structural reaction frame columns. The structural reaction frame columns shall be fabricated in accordance with the requirements set forth herein.

The quoter, referred to hereafter as the fabricator, shall provide the equipment, materials, and labor necessary to fabricate a configurable structural reaction frame system for the NFRL such that it meets the technical requirements as specified herein.

The design of the configurable structural reaction frames including steel member sizes, dimensions, hole locations, mounting plates, etc. are provided within Attachments II & III – Design Drawings.

Applicable Standards

1. American Institute of Steel Construction (AISC) Specification for Structural Steel Buildings, ANSI/AISC 360-10;

2. American Society for Testing and Material (ASTM) Standard Specification for General Requirements for Rolled Structural Steel Bars, Plates, Shapes, and Sheet Piling, ASTM A6-09;

3. American Welding Society (AWS) Structural Welding Code, AWS D1.1-2004;

4. AISC Code of Standard Practice for Steel Buildings and Bridges, AISC 303-10

TASKS

1. Procurement of all Material The fabricator shall purchase all material including all structural steel, welding consumables, and rigging/lifting attachments as required completion of all required work. The fabricator shall provide copies of Certified Material Test Reports (CMTRs) for all structural steel.

Material shall conform to national standards as follows:

2. Fabrication of all Components The fabricator must be AISC Certified for Building Fabrication, Standard for Steel Building Structures (STD). Fabrication of all components shall be in accordance with AISC 303-10. The column end that is welded to base plate shall be milled.

3. Painting of Components as Required All steel that is required to be painted shall have surface preparation in accordance with the Society for Protective Coatings (SSPC), Power Tool Cleaning (SP3), SSPC-SP3. All structural steel shall be shop-painted using standard primer.

4. Shipment of Components to NIST Gaithersburg Fabricated structural steel shall be delivered to NIST in one lot.

Delivery terms shall be FOB Destination. NIST will be responsible for off-loading fabricated components.

Responsible quoters shall provide pricing for the following line items:

LINE ITEM 0001: Quantity 14 each – 24 foot 3 inch length Steel Frame Columns

LINE ITEM 0002: Quantity 4 each – 18 foot 3 inch length Steel Frame Columns

LINE ITEM 0003: Quantity 1 each – Certified Material Test Report

DELIVERY

Delivery shall be completed not later than 90 days after award.

Delivery shall be made to NIST, Shipping and Receiving, 100 Bureau Drive, Gaithersburg, MD 20899.

Delivery terms shall be FOB Destination. The Contractor shall pack and mark the shipment in conformance with carrier requirements, deliver the shipment in good order and condition to the point of delivery specified in the purchase order, be responsible for loss of and/or damage to the goods occurring before receipt and acceptance of the shipment by the consignee at the delivery point specified in the purchase order; and pay all charges to the specified point of delivery.

INSPECTION & ACCEPTANCE

NIST will complete inspection and final acceptance of the structural steel upon successful completion of delivery. NIST will confirm that the steel frame columns adhere to the requirements herein and the attached drawings not later than two weeks upon delivery.

REQUIRED SUBMISSIONS

All quoters shall submit the following:

1. For the purpose of evaluation of technical capability, quoters and all intended subcontractors shall submit their AISC certificate;

2. For the purpose of evaluation of price, quoters shall submit a firm-fixed price, FOB Destination price quotation;

3. The place of manufacture for the quoted equipment;

4. Quoters shall include a completed copy of the attached provision, “Representation by Corporations Regarding an Unpaid Delinquent Tax Liability or a Felony Conviction Under Any Federal Law (Class Deviation) (March 2015)” with their quotation in order to be considered for award.

5. The is a brand-name or equal open-market combined synopsis/solicitation for structural reaction frame columns as defined herein. The Government intends to award a Purchase Order as a result of this Combined Synopsis/Solicitation that will include the terms and conditions that are set forth herein. In order to facilitate the award process, ALL quotations shall include a statement regarding the terms and conditions herein as follows:

a. The offeror shall state “The terms and conditions in the solicitation are acceptable to be included in the award document without modification, deletion, or addition.”

OR

b. The offeror shall state “The terms and conditions in the solicitation are acceptable to be included in the award document with the exception, deletion, or addition of the following:…”

6. Quoters must have an active registration at www.SAM.Gov to be considered for award. If the quoter is not registered at www.SAM.Gov, a completed copy of FAR 52.212-3 Offerors Representations and Certifications – Commercial Item.

DUE DATE FOR QUOTATIONS

E-mail quotations are required. All quotations must be submitted, via e-mail, to Adam Powell at adam.powell@nist.gov.

Submission must be received not later than 5:00 p.m. Eastern Time on August 24, 2015. An e-mail quotation shall be considered received when it is received in the electronic inbox of Adam Powell.

EVALUATION CRITERIA AND BASIS FOR AWARD

The Government will award a purchase order resulting from this solicitation to the responsible quoter whose quotation, conforming to the solicitation, is the lowest price technically acceptable quotation.

Technically acceptable means that the offeror is certified by AISC.

Price will be evaluated for reasonableness.

Even if provided in other form, only the question responses included in the amendment to the solicitation will govern performance of the contract.
