The offeror shall include a technical and pricing portion of the submittal for this acquisition. The technical portion of the proposal shall consist of the offeror addressing each of the factors described below and providing a detailed scope of work for the Initial Task Order 001. The offeror should indicate the company's capabilities and the means to be used to satisfy the requirements of the Statement of Work. The pricing portion of the proposal consists of the offeror’s best price to satisfy the requirements of the Initial Task Order 001 Statement of Work.
Proposal Volume Requirements:
NIST requires two (2) separate volumes for this requirement:
Volume 1 – SF 1442 signed, along with pricing for Evaluation Factor 4 Volume 2 – Responses to Evaluation Factors 1-3
Evaluation Factor 1 – Pass/Fail
· Subfactor A: Payment & Performance Bonding: The offeror shall provide a letter from its surety demonstrating bonding capacity equivalent to the maximum Task Order dollar amount.
· Subfactor B: Experience Modification Rating (EMR): The offeror shall demonstrate its current Experience Modification Rating (EMR) is 1.0 or less by submitting documentation from NCCI or its state rating agency, as appropriate. An offeror that is a Joint Venture shall demonstrate that the current EMR of each of its constituent members is 1.0 is less by submitting documentation from NCCI or its state rating agency, as appropriate. If an offeror does not have a current EMR, they will receive a rating of Neutral.
Evaluation Factor 2 – Technical Factors:
· Subfactor A: Proposed Project Management: The offeror shall describe the manner in which it proposes to perform the requirements of the Initial Task Order 001 to ensure the project is effectively managed to successful completion within the period of performance.
· Subfactor A.1: Technical Approach: The offeror shall provide a detailed Scope of Work for Initial Task Order 001. The offeror shall identify the construction tasks it deems necessary to complete the project defined in the task order, its method for construction sequencing, work control, quality assurance, and inspection/testing protocols.
· Subfactor A.2: Schedule and Risk Management: The offeror will describe its approach for keeping its mechanical construction projects on schedule and minimizing or eliminating the risk to an operating facility. Describe past or current projects where the offeror’s proposed schedule and risk management plan has been successfully implemented, and how this would relate to the current mechanical IDIQ contract.
· Subfactor B: Experience: Each offeror shall describe projects it has performed as either a prime or subcontractor that indicate its experience with mechanical installation, replacement and repairs similar to the work described in the Statement of Work. Projects submitted for evaluation shall have been performed or completed within the past three (3) years. The offeror shall identify the project performance period, contract value, and the scope of the offeror’s involvement on the project.
· Subfactor C – Project Team: The offeror shall describe the proposed project team for the current requirement and their roles and responsibilities during construction. The offeror shall identify the mechanical construction projects that have been performed successfully by the team. The offeror shall provide a list of proposed subcontractors and a statement of their capabilities for performing requirements similar in nature to the requirements of this contract.
· Subfactor C.1: Key Personnel: The offeror shall demonstrate the education, training, qualifications, and experience of its proposed Key Personnel, which shall include at a minimum a Project Manager and Field Supervisor, by providing a resume for each. Each resume shall include: current employer and assignment, proposed position for the project, education background, training, professional licensing and certifications held, personal awards, and chronological work experience over the last ten years.
· Subfactor D – Quality Control Program: The offeror shall describe their company’s quality control program and how they will provide quality control on all task orders of this contract.
Evaluation Factor 3 – Past Performance The Offeror shall submit telephone numbers and e-mail addresses for a reference for each project described in the Offeror’s Experience evaluation factor. If the offeror intends to subcontract part of this requirement, the subcontractor(s) past performance information shall also be provided. Offeror's shall ensure that all references and their contact information is current and correct prior to proposing the references in the proposal submission.
If the offeror has no relevant past performance it should include a statement to that effect in its proposal. The government reserves the right to consider data obtained from sources other than those described by the offeror in its proposal.
Offerors shall include information regarding any problems encountered on the projects described above and corrective actions taken to resolve those problems.
Evaluation Factor 4 – Price The offeror shall provide a price portion of their proposal. The offeror shall provide an itemized proposal priced to perform the Initial Task Order 001.
