ATTACHEMENT 1
SAMPLE TASK ORDER FOR THE IDIQ SERVICES CONTRACT
I. PROJECT TITLE: Data Compilation for a Standard Reference Data Program
II. BACKGROUND
The NIST Atomic Spectroscopy Group is responsible for carrying out critical compilations of the spectral lines, energy levels, and transition probabilities of atoms and atomic ions of all elements, including Dysprosium, Thulium, and Holmium that are the subject of the present Task Order. This data are sought after and utilized in a wide variety of applications including for national programs, such as magnetic fusion energy and interpretation of data from the Hubble Space Telescope. Critical compilations involve several steps beginning with a thorough search and tabulation of the published scientific literature relevant to the data of interest. Data of sufficient quality are extracted, converted (where necessary) to digital form, and critically evaluated by theoretical means to determine a single, self-consistent set of best values. The data produced in this manner are then entered into the NIST Atomic Spectroscopy Database (ASD). Almost all of this work must be performed by an experienced atomic spectroscopist who is familiar with the relevant literature, understands the significance of reported values, and understands the theoretical methods used to evaluate the reliability of those values.
III. SCOPE OF WORK
This task order requires compilation of atomic data from the literature for several of the ions of dysprosium, thulium, and holmium. Deliverables shall consist of a complete bibliography of all relevant literature, past and present, and formatted tables of energy levels, wavelengths, transition probabilities, and ionization energies. Part of the data compilation may include electronic and physical database searches, digitization of documents by optical scanning, electronic document manipulation, optical character recognition, and electronic document preparation.
IV. CONTRACTOR PERSONNEL QUALIFICATIONS
At a minimum, the Contractor personnel must have:
a) Experience with compilation of wavelengths, energy levels, transition probabilities, and ionization energies as evidenced by authorship of at least two such publications in peer-reviewed scientific journals within the previous 5 years;
b) Demonstrated working knowledge of methods of observation and measurement of energy levels, wavelengths and atomic transition probabilities as demonstrated by educational and/or professional experience; and
c) Professional experience preparing scientific data for online databases.
V. SPECIFIC TASKS
For each atomic spectrum listed below, i.e. for the listed gas-phase ions of the elements Dysprosium, Thulium, and Holmium, the contractor must deliver a complete bibliography encompassing all published data for the energy levels, wavelengths, transition probabilities, and ionization energy of that spectrum. The bibliographic sources shall cover all standard scientific journals as well as dedicated Web sites that provide high quality data of this type. Unpublished data from private communication may be included if available and deemed appropriate and of sufficient interest by the contractor. The contractor shall further condense all published data into formatted tables, separated by spectrum. An example of the required format is given in Attachment A. The contractor shall omit from the tables any data that in his or her professional discretion are not of sufficient quality to merit further theoretical consideration during the critical evaluation process.
Task 1: Compile data for the atomic spectra of Dy XLVIII- LIII (42-times ionized dysprosium through 53-times ionized dysprosium).
Task 2: Compile data for the atomic spectra of Tm XXI- LI (20-times ionized thulium through 50-times ionized thulium).
Task 3: Compile data for the atomic spectra of Ho XXI- LI (20-times ionized holmium through 50-times ionized holmium).
Task 4: Twelve (12) monthly status reports. The status reports, at a minimum, must address which progress of each deliverable, deliverables that have been completed under the task order, outstanding deliverables, any delays, reason for delays and risk/issue management.
VI. PERIOD OF PERFORMANCE
The period of performance shall be from February 1, 2012 until January 31, 2013.
VII. DELIVERABLES
Deliverable 1: Deliverable 1 shall be delivered to the NIST Task Order Contact no later than May 31. 2012. The contractor shall deliver, in electronic format, complete bibliographies (in Microsoft WORD format) and data tables (in Microsoft EXCEL) for Dy XLVIII- LIII (42-times ionized dysprosium through 53-times ionized dysprosium). The Task Order Contact will notify the Contractor of any deficiencies with 5 business days of delivery. The contractor will have 10 business days following notification to correct any deficiencies.
Deliverable 2: Deliverable 2 shall be delivered to the NIST Task Order Contact no later than September 30, 2012. The contractor shall deliver, in electronic format, complete bibliographies (in Microsoft WORD format) and data tables (in Microsoft EXCEL) for Tm XXI- LI (20-times ionized thulium through 50-times ionized thulium). The Task Order Contact will notify the Contractor of any deficiencies with 5 business days of delivery. The contractor will have 10 business days following notification to correct any deficiencies.
Deliverable 3: Deliverable 3 shall be delivered to the NIST Task Order Contact no later than January 31, 2013. The contractor shall deliver, in electronic format, complete bibliographies (in Microsoft WORD format) and data tables (in Microsoft EXCEL) for Ho XXI- LI (20-times ionized holmium through 50-times ionized holmium). The Task Order Contact will notify the Contractor of any deficiencies with 5 business days of delivery. The contractor will have 10 business days following notification to correct any deficiencies.
Deliverable 4: Monthly status reports must be provided to the NIST Task Order Contact/COR and NIST PM, identified within the task order, by the 10th day of the next month. If applicable, comments will be provided to the Contractor within five (5) business days.
VII. PAYMENTS
Payments shall be made based on completion of deliverables. The Contractor shall propose a payment schedule in response to this request for quotation.
VIII. PLACE OF PERFORMANCE
This work will be performed at NIST in Gaithersburg, MD. Normal duty hours at NIST are Monday through Friday 8:30 AM until 5:00 PM, with the exception of Federal holidays or other official closures. Out-of-hours access can be provided if deemed necessary and security requirements are met by Contractor personnel.
IX. GOVERNMENT-FURNISHED PROPERTY, DATA, AND INFORMATION
The contractor will be supplied with a desk and standard office equipment including a desktop computer. In addition, the contractor will have access to the NIST online journal and publication databases, the NIST Atomic Spectra Database, and other NIST-wide online data resources.
X. SAFETY RESPONSIBILITIES
NIST Task Order Contact/COR:
a) Will provide to Contractor personnel, before the commencement of effort at NIST, any necessary safety training specific to the completion of the tasks described in the Performance Work Statement, including training specific to the NIST laboratory space being used by Contractor personnel;
b) Will provide to Contractor personnel, before the commencement of effort at NIST, a list of required Personal Protective Equipment.
Contractor:
a) Shall ensure personnel complete any institute-wide required safety training within 1 week of beginning work at NIST or as soon thereafter as the training is offered;
b) Shall supply personnel with all Personal Protective Equipment, required by NIST, not later than one week after starting work at NIST;
c) Shall inform the NIST Task Order Contact and NIST Program Manager, in writing, of any safety issues or concerns raised by Contractor personnel as soon as possible.
XI. SECURITY RESPONSIBILITIES
Contractor shall ensure that personnel meet existing NIST security requirements and complete the application process required for access to the NIST campus.
