Amendment 009 Solicitation SB1341-12-RP-0005

The purpose of this amendment is to provide responses to questions posed by potential offerors. The questions and their responses are detailed below:

Questions & Responses

1. Initially 6 to 10 people and two tasks were requested to be bid – the base year and task order 1.

As of the Governments last change, 6 peoples hourly rate and task order 1 only need be bid. Is that correct?

Response: There have been no changes made to the proposal preparation/submission instructions in section L of the RFP except those made through amendments. Offerors are to submit a price proposal that is in accordance with the instructions in the RFP. For the base contract, NIST is requesting the information on the labor categories and fully burdened hourly labor rates. For Task Order 1, NIST is requesting the information on the labor categories proposed for Task order 1, the number of hours proposed, the fully burdened hourly labor rates proposed, and the ceiling prices proposed, along with any other documentation noted in Section L.6 of the RFP.

2. No additional people for the base contract need be bid. Is that correct?

Response: There have been no further changes made to the Base Contract Pricing section of L.6.

3. It seems that NIST is answering substantive additional contractor questions after the deadline previously established by the Government. Further, additional amendments continue to result, some of which may create the need for material changes to technical and/or pricing proposals.

Would NIST consider a) establishing and advising industry of a firm date for the cessation of admittance of questions, so that all are complying with the same established deadline, and b) extending the deadline for the proposal to be one week from the date of the last issued amendment to allow for appropriate review, revision, and response time.

Response: Section L.4 Inquiries of the RFP states, among other things, that “Questions should be received no later than 14 calendar days after the issuance date of this solicitation.” Your question is noted, and the official deadline for all questions to be received for this RFP is Monday January 30, 2012 at 9:00 AM EST. No questions, except for minor questions regarding the delivery of proposals or other issues that do not involve material changes to technical and/or pricing proposals, will be answered. The official deadline for submission of proposals has already been extended via a previous amendment. The official deadline receipt of proposals remains at February 2, 2012 at 12:00 PM EST. NIST does not anticipate any further amendments to the solicitation that would represent material changes to technical and/or pricing proposals.
