Amendment 006 Solicitation SB1341-12-RP-0005

The purposes of this amendment are as follows:

1. To provide responses to questions posed by potential offerors, including questions that were posed in earlier amendments for which NIST did not have a definitive response at the time. These questions and their responses are provided below.

2. To modify the Task Order 1 PWS found in section J to extend the period of performance and to increase the number of estimated FTE contractor employees in Gaithersburg for Task Order 1.

The amended PWS is included in the attachment to this amendment entitled “Amendment 006 RFP,” with the changes made shown in red font.

3. To modify the Proposal Preparation/Submission Instructions found in section L to show changes made based on this amendment. The amended document is included in the attachment to this amendment entitled “Amendment 006 RFP,” with the changes made shown in red font.

4. To extend the response deadline from January 27, 2012 at 12:00 PM EST to February 2, 2012 at

12:00 PM EST.

The questions and their responses are detailed below:

Questions & Responses:

1. Which agencies will the COR accept clearances from?

Response: Since the requirement is HSPD-12 Moderate Risk Public Trust and is not classified, NIST does not need to accept clearances. NIST would accept previously conducted investigations on individuals if the investigations were conducted by the Department of Defense or the Office of Personnel Management.

2. Will the Government issue a DD 254 or equivalent document outlining the security contract security requirements?

Response: Because this is not a classified contract, no DD 254 is necessary.

3. Are other IA certifications, such as Security + acceptable ?

Response: The list of security certifications provided in the RFP is not all inclusive and should be considered examples of the types of certifications that would meet the government’s requirements.

4. On page 78 of 82, Volume II Business Volume, item B. requests us to provide a ceiling number of hours. In order that all competitors be judged equally on price, we request the government provide the ceiling number of hours.

Response: Now that the period of performance and estimated number of FTE contractor employees for Task Order 1 has been amended, NIST has also included the estimated ceiling number of hours for Task Order 1. The attachment entitled “Amendment 006 RFP” contains the changes made to the Proposal Preparation/Submission Instructions as result of this change in section L of the RFP. The changes can be found in red font in the attachment.

Although the number of estimated FTE contractor employees at the NIST Gaithersburg, MD campus has increased from four to five, the instructions given for the Staffing Plan portion of the

Offeror’s Technical Volume remain the same. For Task Order 1, the Offeror must assign, at a minimum, one contractor employee as key personnel at the NIST Gaithersburg, MD campus and one contractor employee as key personnel at the NIST Boulder, CO campus.
