Amendment 003 Solicitation SB1341-12-RP-0005

The purpose of this amendment is to provide responses to questions posed by potential offerors.

The questions and their responses are detailed below:

Questions & Responses

1. Is this a new requirement?

Response: This question was answered in Amendment 001 to the solicitation and clarified in Amendment 002.

2. If not, who is the incumbent(s) and would you provide a POC and phone?

Response: See response to Question 1 above. Incumbent contractor’s POC information is available in the incumbent’s CCR profile.

3. If so, what was the value of the contract award (or combined value if combining contracts)?

Response: All information regarding the incumbent task order can be found in FPDS-NG.

4. Is the incumbent eligible to re-compete for this contract?

Response: This is being competed as a total Service-Disabled Veteran-Owned Small Business (SDVOSB) set aside. The incumbent’s small business status can be viewed in CCR.

5. Is the contractor required to have an office within the state, and if so within what radius?

Response: No.

6. Is there a collective bargaining agreement or union that supersedes the SCA Wage Determination rates?

Response: No.

7. Would you provide a POC and phone?

Response: If this question is related to Question #6 above, then there is no POC or phone number to be given out.

8. Page 9 of 82, PWS, Para II Scope, Para 4, is that ten total people at both locations or each location?

Response: The sentence that reads: “However, the level of effort required for individual task orders may reach up to ten Key Personnel contract employees” means that an individual task order may require up to ten Key Personnel contract employees inclusive of both locations, not ten in Gaithersburg and ten in Boulder.

9. Page 14 of 82, PWS, Graphic under Performance Standard states, “100% timelessness, accuracy and completeness” This might be improbable if not impossible. Recommend a range so improvement can be demonstrated.

Response: The sentence reads: “100% accuracy and completeness are required on all final documentation.” All final documentation, after any revisions required by NIST on an individual task order, must be 100% accurate and complete.

10. Per your solicitation: THIS PROCUREMENT IS 100% SET ASIDE FOR SERVICE- DISABLED VETERAN-OWNED SMALL BUSINESSES. The primary standard classification NAICS code is 541519- Other Computer Related Services, with a small business size standard of $25 million. Can the Offeror be self-certified Service-Disabled, Veteran-Owned business?

Response: The following is text taken from the Department of Transportation Website regarding the status of Service-Disabled Veteran-Owned small businesses: “The service disabled veteran business owner self represents his or her service-disabled status and small business status in the contract representations and certifications. To be eligible for the SDVOSB program, a veteran must be able to produce one of the following stating that s/he has a service-connected disability in the event of a protest:

• Adjudication letter from the Veterans Administration; or

• Department of Defense Form 214, Certificate of Release or Discharge from Active

Duty.”

Therefore, an Offeror may self-certify their company as an SDVOSB. However, they must be prepared to provide the proper documentation in the event of a protest. Further information can be found in FAR Subpart 19.14.

11. Will you provide the required past performance questionnaire in Word format?

Response: The past performance questionnaire and other attachments in pdf format can be easily converted to MS Word format using various conversion services, available at no charge on the internet.

12. The “address offer to” instruction provided on the SF33 differs from the addressing instructions provided in Section L.5, Proposal Preparation/Submission Instructions. Which is correct please?

Response: The instructions in Section L.5 shall be used as the official instructions for proposal preparation and submission.

13. How many FTEs supported this work previously, on average (please include contractor and government if appropriate)?

Response: The number of FTEs for previous A&A work has and will continue to vary, depending on level of effort required on new systems, existing systems with significant changes, and security officer support.

14. How many FTEs were previously utilized, on average, per C&A effort?

Response: Individual A&A projects, of which there may be multiple in a single task order, are usually staffed by no more than two FTEs. However, this number is subject to change dependent on the A&A task.

15. If a tool is used to assist the process, will the government waive the 4 Key Personnel per task order requirement to avoid potential over-staffing and therefore unnecessary expenditures?

Response: The PWS requires 1 Key Personnel in Boulder and 1 Key Personnel in Gaithersburg per task order and the government will not waive this requirement.

16. We may propose using a web-base, proprietary toolset to assist in the management of the A&A lifecycle. Is it accurate to assume that NIST would host the toolset?

Response: An Offeror may propose additional toolsets, but there is no guarantee that NIST will award based on these toolsets or choose to host one.

17. Assuming NIST would host the toolset, as in question 6, what procedures must be followed to have this toolset approved/accredited by NIST for use on this contract and associated task orders?

(Please assume that the primary tool is already approved for use by NIST, but that there is additional managed code which has not been approved at this time.)
