About this file

This document is a NASA Shared Services Center Recommendation and Determination to Solicit from One Source or Brand Name, dated March 15, 2017 (Version 2.0). NASA Glenn Research Center (GRC) is seeking to procure an Agilent Cary 5000 UV-Vis-NIR Bundle along with associated accessories including a Universal Measurement Accessory (UMA), Diffuse Reflectance Accessory External, and Solids Autosampler, all manufactured by Agilent Technologies, Inc. The total estimated cost of the effort is redacted in the document, and the estimated period of performance or lead-time for delivery is 38 weeks after receipt of order (ARO).

The brand name justification identifies this equipment as a direct replacement for a recently failed Agilent Cary spectrophotometer that is critical to material characterization supporting the USDV project. GRC determined that competition is impractical because the Agilent equipment is necessary to maintain continuity of operations and ensure compatibility with existing test methods and historical data. If an alternate brand were selected, the government would incur additional costs and schedule delays due to required training, method validation, and potential re-baselining of historical data. The document notes that only the Agilent Cary 5000 system provides the specific wavelength range, sampling capabilities, and compatibility required to meet the project's technical requirements and avoid technical risk to mission-critical analyses.

NATIONAL AERONAUTICS AND SPACE ADMINISTRATION

NASA SHARED SERVICES CENTER

RECOMMENDATION AND DETERMINATION TO SOLICIT FROM ONE SOURCE

OR BRAND NAME

PICK ONE

Sole Source:

☐I recommend that NASA, NASA Shared Services Center negotiate with Vendor Name only for . The total estimated cost of this effort is Enter Dollar amount and the estimated period of performance or lead-time for delivery is Date.

OR

Brand Name Justification:

☒I recommend that NASA, NASA Shared Services Center negotiate only with vendors who can provide the subject brand name from Agilent Technologies, Inc. for Agilent Cary 5000 UV-Vis-NIR Bundle, DRA, Measurement Accessory & Solids Autosampler. The total estimated cost of this effort is and the estimated period of performance or lead-time for delivery is 38 Weeks ARO .

This recommendation is for the acquisition of supplies or services determined to be reasonably available from only one source/only one manufacture. Competition is impractical for the following reasons (please answer the questions below):

1. What are the reasons for soliciting only the suggested source/suggested brand name? Please provide the unique characteristics of the items or services along with the supporting rationale and the market research performed to substantiate your reason for the suggested source/brand name.

NASA Glenn Research Center (GRC) requires the purchase of an Agilent Cary Universal Measurement Accessory (UMA), Agilent UV-Vis-NIR Diffuse Reflectance Accessory External, Agilent Cary UMA Solids Autosampler, and Agilent Cary 5000 UV-Vis-NIR Bundle manufactured by Agilent Technologies, Inc. The requested equipment is a direct replacement for a recently failed Agilent Cary spectrophotometer that is critical to material characterization supporting the USDV project. This specific brand is necessary to maintain continuity of operations and ensure compatibility with existing test methods and historical data.

2. What is the impact to the government if another vendor/brand is used? Include any dollar, schedule, or compatibility impacts if possible.

If another brand were selected, their equipment would require additional training, method validation, and potential re-baselining of historical data, resulting in increased costs, schedule delays, and reduced confidence in direct comparisons between past and future measurements. Also, an alternate manufacturer's equipment may not provide equivalent functionality or produce data directly comparable to existing results, creating unnecessary technical risk to mission-critical analyses. Only the Agilent Cary 5000 system and associated accessories provide the wavelength range, sampling capabilities, and compatibility required to meet the project's technical requirements.
