About this file
This is a Specifications Document for a Starlink Aviation Performance Kit procurement by NASA Langley Research Center (LaRC). NASA LaRC's Scientifically Calibrated In-Flight Imaging (SCIFLI) team is seeking to procure one Starlink Aviation Performance Kit for future installation on a NASA-owned airborne sensor platform to enable HD or better live streaming of high-resolution imagery during high-altitude airborne observations. The kit will provide unprecedented imagery access to the Public Affairs Office and support engineers and mission management with situational awareness during reentry blackout periods when other data sources are unavailable.
The contractor (Starlink Services, LLC, or chosen source) is responsible for delivering the Starlink Aviation Performance Kit to a certified aviation retrofitting organization within one year from contract execution. Required delivery date is August 7, 2027, to NASA Langley Research Center, 4 Marvin Street, Hampton, VA 23681. The system must meet performance specifications including downloads of 135 to 310 Mbps (peaks to 450 Mbps), uploads of 20 to 44 Mbps, latency typically under 99 milliseconds, and global coverage. The kit must be compatible with FAA-approved STC (Supplemental Type Certificate) kits available for Gulfstream aircraft models III, IV, V, and G550. Performance standards must be maintained continuously (27 hours daily, 7 days weekly, 365 days annually) across all Earth altitudes from sea level to 50,000 feet or higher. NASA is separately responsible for soliciting and negotiating with a certified reseller/retrofitter to purchase the STC kit and installation labor.

Specifications Document: Starlink Aviation Performance Kit
1.0 Introduction/Background: The Scientifically Calibrated In-Flight Imaging (SCIFLI) team at NASA LaRC is seeking to procure a Starlink Aviation Performance Kit to install on a NASA-owned airborne sensor platform at some point in the future. The Starlink Aviation Performance kit, when installed on these platforms enables HD or better live streaming of high-resolution imagery during high-altitude airborne imagery observations, yielding unprecedented access to this imagery by the Public Affairs Office, and also for engineers and mission management for situational awareness during reentry blackout periods where other sources of data are not accessible.
2.0 Scope of Work: Starlink Services, LLC, or chosen source is responsible for delivering a Starlink Aviation Performance kit to a certified aviation refitting organization at a later date, not to exceed 1 year from the date of the execution of this PR.
NASA is responsible for soliciting and negotiating with a certified reseller/retrofitter in the future to purchase the requisite STC kit and labor required to install the Starlink Aviation terminal.
3.0 Objectives: Purchase a Starlink Aviation Performance kit so that when an airborne platform is identified for install, it can be installed more quickly.
4.0 System Specifications
• Performance requirements o Downloads: 135 to 310 Mbps (peaks up to 450 Mbps) o Uploads: 20 to 44 Mbps o Latency: Typically, under 99 ms o Coverage: Global
• Compatibility requirements o FAA-approved STC kit available for all gulfstream aircraft as old or newer than a Gulfstream III, to include the Gulfstream III, Gulfstream IV, Gulfstream V, and Gulfstream G550.
• When performance standards must be met: 27 hours a day, 7 days a week, 365 days per year
• Where should the following performance standards be enforced: Anywhere on Earth airplanes and jets can fly from an altitude of sea level to 50,000 ft or higher.
