About this file

This is a Statement of Work (SOW) Justification document for NASA's Commercial Space Program (CSP) Team PowerPoint Training scheduled for September 2026.

NASA seeks a vendor to deliver customized presentation storytelling training to the CSP Team at Glenn Research Center in Cleveland, Ohio. The training will consist of two in-person classes accommodating 25-40 participants each, with completion required by September 25, 2026. The vendor must provide instruction in storyboarding technical content, visual communication fundamentals, data visualization best practices, and slide design emphasizing decision-ready briefings and mission-focused storytelling. Training should address NASA's transition to a commercial-first service approach for internal and external audiences, including network architecture, service demonstrations, technology transition milestones, and operational readiness. The vendor must demonstrate expertise in presentation storytelling and data visualization methodologies including Pyramid Principle and SCQA frameworks, with experience customizing training for technical and government audiences. Required deliverables include interactive delivery with hands-on exercises and real-time feedback, incorporation of NASA-provided case studies, a resource library and self-paced learning modules for post-training sustainability, and compliance with NASA information handling policies and accessibility standards. Expected outcomes include participants producing audience-tailored presentations on commercial Earth observation data, translating complex analytical insights into concise narratives, reducing slide creation time through standardized templates, strengthening government-industry collaboration, and demonstrating measurable skill gains through pre/post assessments. The document indicates a sole-source procurement may be justified based on the vendor's required prior experience with CSP, understanding of niche presentation training (distinct from software instruction), and ability to customize course materials to meet NASA's specific mission context and accelerated timeline.

SOW Justification: NASA CSP Team PowerPoint Training (September 2026)

1. Purpose

The purpose of this training is to develop and strengthen the presentation, communication, and analytical storytelling skills for the NASA CSP Team. PowerPoint Training supports ongoing workforce development and directly contributes to elevated quality and clarity of technical communications agency-wide.

2. Background

NASA organizations, and contractor partners, continue to request opportunities for improved communication and presentation development, especially for analyst and project support roles. These interactions demonstrate a demand signal for structured, repeatable training that raises the bar for communication quality across mission support functions.

3. Scope of Work

The vendor should demonstrate familiarity with NASA’s organizational structure and understand how to tailor presentations for the A suite audience. Additionally, it is beneficial that the company possesses knowledge of near-Earth space communications assets and satellite relay industry stakeholders to ensure content relevance and alignment with NASA’s mission objectives.

The Vendor shall deliver a tailored Presentation Storytelling training aligned to NASA use cases while leveraging best‑practice frameworks and proven consulting techniques covering:

• Storyboarding technical content to clearly explain NASA’s transition to a commercial first service approach for internal and external audiences.

• Visual communication fundamentals and data visualization best practices to explain network architecture, service demonstrations, technology transition milestones, and operational readiness.

• Slide design for clarity, brevity, and narrative flow, emphasizing decision-ready briefings and mission-focused storytelling.

• Live feedback and practice rounds tailored to technical analysts presenting scientific results, commercial data evaluations, and program recommendations.

4. Justification

This training is necessary because:

• Poor-quality slide design and unclear narrative structure reduce communication effectiveness.

• The volume of projects requiring clear analytical communication continues to grow, increasing the need for a standardized training approach.

• This training supports organizational goals around efficiency, clarity, and data-driven communication, aligning with workforce development initiatives.

A sole source may be needed because:

• Working with a vendor that has previous experience providing presentation training to CSP is necessary to execute this effort within the accelerated project timeline while maximizing training impact. The vendor’s familiarity with CSP’s mission, technical environment, and stakeholder communication needs allows them to quickly tailor training materials and exercises, reducing the time and resources required from the CSP team to provide background information and align course content.

• This is a niche market where we do not simply want to learn the “clicks” of PowerPoint. Not looking for training on how to use the software.

• A vendor that must meet our tailored message approach and modify the course materials to meet our needs.

5. Expected Outcomes

Participants will:

• Produce audience-tailored presentations that clearly communicate the value of commercial Earth observation (EO) data and scientific findings for NASA decision venues.

• Translate complex analytical insights into concise narratives for technical, scientific, and stakeholder audiences using proven frameworks.

• Reduce slide creation time by adopting standardized templates, slide patterns, and takeaway boxes.

• Strengthen collaboration across government and industry partners by using a common visual language and standardized communication practices.

• Integrate mission-critical details (assumptions, risks, trades, data provenance) into decks to enable informed engineering and program discussions.

• Deliver clearer, more precise briefings for space hardware development leads and mission planners, improving planning cadence and board readiness.

• Demonstrate measurable skill gains through pre/post assessments and coached practice.

Collectively, these outcomes improve mission execution and decision-making across technical and programmatic teams.

6. Vendor Requirements/Qualifications

• Demonstrated expertise in presentation storytelling and data visualization, including Pyramid Principle and SCQA.

• Experience customizing training for technical/government audiences and engineering workflows.

• Interactive delivery with hands-on exercises and real-time feedback; ability to incorporate NASA cases provided by the Government.

• Provision of resource library and self-paced modules to sustain learning post event.

• Ability to comply with NASA policies for information handling (no external sharing of sensitive content) and accessibility.

7. Timeline

Two training classes will be held, each accommodating between 25 and 40 participants.

The sessions will take place in person at the Glenn Research Center in Cleveland, Ohio, with all training scheduled for completion by September 25, 2026.
