About this file

This is a Statement of Work (SOW) for continued Subject Matter Expertise (SME) support to NASA's Consultative Committee for Space Data Systems (CCSDS) for Delay Tolerant Network (DTN) data standards development efforts.

The contractor will provide engineering analysis, design, development, and testing support to CCSDS, serving as NASA's rapporteur for DTN technology standardization. Key responsibilities include chairing the SIS-DTN working group, conducting EM Design Verification Testing by the week of October 29, 2027, and participating in semi-annual CCSDS face-to-face meetings (with virtual attendance for the Spring 2026 meeting held outside the Continental United States). The contractor must support regularly scheduled SIS-DTN teleconferences, NASA Data Standards Working Group meetings, and monthly coordination meetings between the CCSDS DTN working group and relevant IETF working groups. Additional responsibilities include coordinating standardization activities with IETF DTN-related working groups, supporting the CCSDS Security Working Group on DTN-related topics within funding constraints, reviewing CCSDS SIS-DTN books under development, and working with NASA to define and prioritize DTN standardization needs for Lunanet and Moonbase initiatives.

The base performance period extends from May 1, 2026 through January 31, 2027. Performance will occur primarily at the contractor's facilities. No pricing terms, set-asides, specific contract vehicles, or award dates are identified in this document.
