About this file

This is a NASA Shared Services Center Recommendation and Determination to Solicit from One Source or Brand Name justifying a single-source acquisition.

NASA proposes to negotiate exclusively with Simio - An Aegis Company for Simio Software licenses (Simio RPS Edition and OptQuest add-on) to support the HiCAM Project's Technology Assessments. The estimated period of performance is July 1, 2026 through June 30, 2027, with a total estimated cost redacted in the document. The justification for sole-source acquisition is based on the specialized nature of the software within NASA's collaborative research environment. Manufacturing models used to assess composite aircraft production configurations are developed by the Advanced Composites Consortium (ACC) industry partners, who exclusively utilize Simio RPS Edition and OptQuest for discrete event simulations, risk identification, and model optimization. NASA requires these specific licenses for immediate deployment to maintain consistency in model configuration across collaborative teams and to mitigate risks related to cost and schedule delays associated with software migration. The acquisition is necessary for NASA to independently evaluate and optimize manufacturing models developed by HiCAM cooperative research teams—a capability vital to assessing project success. Use of an alternative vendor/brand would prevent NASA from performing this critical evaluation function and would compromise the collaborative partnership with industry participants.

NATIONAL AERONAUTICS AND SPACE ADMINISTRATION

NASA SHARED SERVICES CENTER

RECOMMENDATION AND DETERMINATION TO SOLICIT FROM ONE SOURCE

OR BRAND NAME

Brand Name Justification:

☒I recommend that NASA, NASA Shared Services Center negotiate only with vendors who can provide the subject band name from Simio- An Aegis Company for Simio Software for HiCAM's Technology Assessments. The total estimated cost of this effort is and the estimated period of performance or lead-time for delivery is 7/1/2026 – 6/30/2027.

This recommendation is for the acquisition of supplies or services determined to be reasonably available from only one source/only one manufacture. Competition is impractical for the following reasons (please answer the questions below):

1. What are the reasons for soliciting only the suggested source/suggested brand name? Please provide the unique characteristics of the items or services along with the supporting rationale and the market research performed to substantiate your reason for the suggested source/brand name.

Manufacturing models developed to assess composite aircraft production configurations utilize specialized software to perform discrete event simulations, identify potential risks within the models, and optimize them for further testing. Within NASA's HiCAM Project, these models are created through collaborative research teams involving industry members of the Advanced Composites Consortium (ACC). These industry partners either develop new models or provide existing composite aircraft production system models for optimization. NASA actively participates in these collaborative teams and is responsible for evaluating the effectiveness and efficiency of these models to ensure they effectively support the project’s goals and objectives.Simio RPS Edition and the OptQuest add-on are the exclusive software tools employed by ACC industry participants for analyzing the aforementioned manufacturing models. To maintain consistency in configuration and mitigate risks related to cost and schedule delays associated with software migration, NASA requires the requested licenses for immediate deployment.

2. What is the impact to the government if another vendor/brand is used? Include any dollar, schedule, or compatibility impacts if possible.

NASA will be unable to independently evaluate or optimize manufacturing models developed by HiCAM cooperative research teams. This capability is vital for assessing the overall success of project goals and objectives through a collaborative partnership with industry.
