About this file

This document is a Recommendation and Determination to Solicit from One Source form from NASA's Shared Services Center, recommending a sole source procurement for a 17169-5 C160 Cargo Hook from Breeze Eastern. The justification centers on the need for an exact replacement for a broken part, with the specific cargo hook being critical to an existing customized system. NASA's market research confirms Breeze Eastern as the sole manufacturer, and the recommendation emphasizes that using an alternative vendor would require costly and time-consuming system redesign, potentially adding months to NASA's timeline and incurring unnecessary labor and material procurement expenses.

The procurement details include an estimated lead-time of 240 days for delivery, with the technical recommendation date of 3/3/2016. The document explicitly states that purchasing the exact specified item is in the best interest of the government, highlighting the technical constraints and potential operational disruptions that would result from selecting an alternative cargo hook manufacturer or model.

NATIONAL AERONAUTICS AND SPACE ADMINISTRATION

NASA SHARED SERVICES CENTER

RECOMMENDATION AND DETERMINATION TO SOLICIT FROM ONE SOURCE

OR BRAND NAME

PICK ONE

Sole Source:

☒I recommend that NASA, NASA Shared Services Center negotiate with Breeze Eastern only for 17169-5 C160 CARGO HOOK. The total estimated cost of this effort is and the estimated lead-time for delivery is 240 days.

OR

Brand Name Justification:

☐I recommend that NASA, NASA Shared Services Center negotiate with only with vendors who can provide the subject band name from Manufacture Name for Enter Supply or Service to be procured. The total estimated cost of this effort is Enter Dollar amount and the estimated period of performance or lead-time for delivery is Date.

This recommendation is for the acquisition of supplies or services determined to be reasonably available from only one source/only one manufacture. Competition is impractical for the following reasons (please answer the questions below):

1. What are the reasons for soliciting only the suggested source/suggested brand name? Please provide the unique characteristics of the items or services along with the supporting rationale and the market research performed to substantiate your reason for the suggested source/brand name.

This item is an exact replacement for a part that was broken. The system that this cargo hook will be used in has been customized around the cargo hook, so making any changes to the cargo hook by purchasing a different model will add cost and time to NASA. The recommended vendor is the manufacturer and market research shows that no other vendors supply this part.

2. What is the impact to the government if another vendor/brand is used? Include any dollar, schedule, or compatibility impacts if possible.

If another vendor/brand is used, NASA will have to redesign existing, proven systems and build up new hardware to support a different cargo hook. This effort would incur unnecessary cost in labor and material procurement as well as add months to NASA timeline.

ADDITIONAL COMMENTS:

Purchasing the exact item specified is in the best interest of the government.
