About this file

This document is a Brand Name Justification form from NASA Shared Services Center requesting to procure a Dimplex chiller for a Koolant Koolers system in Building 34. NASA seeks to purchase a specific chiller to ensure compatibility with three existing Dimplex chillers, citing potential operational inefficiencies and integration challenges if an alternative brand is selected. The total estimated period of performance is 24 weeks, and the procurement is set aside for small businesses.

Market research indicates very few manufacturers meet the specified requirements, which supports the sole-source justification. The document outlines potential risks of using an alternative vendor, including delays in acquiring critical research equipment, increased maintenance complexity, potential cost increases, and negative impacts on the project schedule. The justification emphasizes the need for seamless integration and maintenance efficiency with the existing Koolant Koolers system infrastructure.

RECOMMENDATION AND DETERMINATION TO SOLICIT FROM ONE SOURCE

OR BRAND NAME

PICK ONE

Sole Source:

☐I recommend that NASA, NASA Shared Services Center negotiate with Vendor Name only for Enter Supply or Service to be procured. The total estimated cost of this effort is Enter Dollar amount and the estimated period of performance or lead-time for delivery is Date.

OR

Brand Name Justification:

☒I recommend that NASA, NASA Shared Services Center negotiate with only with vendors who can provide the subject brand name from Dimplex for Koolant Koolers Chiller. The total estimated cost of this effort is and the estimated period of performance or lead-time for delivery is 24 weeks.

This recommendation is for the acquisition of supplies or services determined to be reasonably available from only one source/only one manufacture. Competition is impractical for the following reasons (please answer the questions below):

1. What are the reasons for soliciting only the suggested source/suggested brand name? Please provide the unique characteristics of the items or services along with the supporting rationale and the market research performed to substantiate your reason for the suggested source/brand name.

NASA is purchasing a Dimplex chiller for a Koolant Koolers system. Currently, three Dimplex chillers are in operation in Building 34, where the new unit will be installed. To ensure seamless integration, compatibility, and maintenance efficiency, it is preferred to procure the same brand. Using a different brand may introduce incompatibility issues, increased maintenance complexity, and potential operational inefficiencies. Market research was conducted to assess alternative options, but Dimplex remains the most suitable choice based on system requirements and past performance.

2. What is the impact to the government if another vendor/brand is used? Include any dollar, schedule, or compatibility impacts if possible.

Market research and a previously canceled procurement request indicate that very few manufacturers meet the specifications outlined in the SOW. Procuring a different brand may result in delays in acquiring a suitable chiller, further postponing the use of critical research equipment. Additionally, integration challenges, potential cost increases, and extended lead times could negatively impact the project schedule and overall government operations.
