About this file

This Statement of Work (SOW) details requirements for a water-based chiller to support a spark plasma sintering (SPS) device at NASA Glenn Research Center. The chiller must be an indoor-outdoor split unit with specific technical specifications, including a 103,000 BTU/hr cooling capacity, 460V electrical requirements, temperature stability of ±2°F, and a 30 GPM fluid flow at 75 PSI. Additional requirements include a 40-gallon reservoir, digital temperature controller, hot gas bypass feature, low level float indicator, and a 30-month parts and labor warranty.

The solicitation is set aside for small businesses and specifically requires a Koolant Koolers Chiller for the SPS device. The vendor must provide start-up assistance and ensure installation complies with OSHA regulations and NASA Glenn Research Center safety protocols. The chiller is critical for synthesizing bulk high-temperature materials, with strict operational parameters including outdoor unit functionality from -20°F to 95°F and indoor unit functionality from 50°F to 95°F. The solicitation is issued by the National Aeronautics and Space Administration Shared Services Center under solicitation number 80NSSC25897494Q.

Statement of Work

A chiller is required to meet the cooling needs of a spark plasma sintering (SPS) device housed at NASA Glenn Research Center. The acquisition of this chiller will allow for successful operation of the SPS, which will be used to synthesize bulk high-temperature materials.

This SOW outlines the requirements of the chiller:

• Indoor-outdoor (split unit) closed-loop, water-based chiller.

o The outdoor unit shall have the ability to operate under the ambient temperature range of -20°F to 95°F, and the indoor unit shall have the ability to operate under the ambient temperature range of 50°F to 95°F.

o Due to the requirements of the SPS, only water can be used within the SPS cooling loop.

• Electrical Requirements: 460V (+/- 10%), 3 phase, 60 Hz.

• Temperature stability ± 2°F.

• Fluid inlet temperature of SPS: 65°F.

• 103,000 BTU/hr (30 kW) or greater cooling capacity.

• Reservoir capacity of at least 40 gallons.

• Fluid to be provided at a flow of 30 GPM at a pressure of 75 PSI (acceptable range 58 – 87 PSI).

• Includes a manual, adjustable fluid bypass at the pump outlet and an automated pressure relief bypass to ensure against dead heading, and to adjust to multiple flow requirements.

• Includes a flow switch to verify appropriate fluid flow for proper chiller operation.

• Include a hot gas bypass feature to protect the compressor against short-cycling when operating under a varying heat load of up to 50% and tighter temperature tolerance.

• Non-pressurized tank.

• Includes low level float indicator to notify operator of need to refill reservoir to appropriate level.

• Digital temperature controller with remote control ability and chiller fault light/indicator.

• At least 30-month parts and labor warranty from time of shipment.

• Vendor shall provide start-up assistance to ensure proper installation and operation of the chiller. If any work or testing is to be performed on-site at Glenn Research Center, it shall be in compliance with 29CFR1910 (OSHA) and those policies set forth in the NASA Glenn Research Center's Safety and Occupational Health Program manuals.

• Manual included in English language.
