About this file
This is a Recommendation and Determination to Solicit from One Source document from NASA Shared Services Center recommending sole source procurement of Epsilon3 software renewal for FY25 at NASA Langley Research Center's Engineering Integration Branch (D208), with a performance period of April 4, 2025 - April 3, 2026.
The justification explains that Epsilon3 was selected in 2023 after evaluating multiple software tools including Jama, DOORS-GN, and Solumina for digital Assembly, Integration, and Test (AI&T) processes. Epsilon3 was chosen for its ability to develop and execute test procedures digitally, provide authenticated NASA user credentials, configuration management capabilities, and user-friendly interface - all at 2-3 times lower cost than alternatives. The document emphasizes that switching to a different solution would require 3-4 months transition time, 160 hours of system administration labor, additional security assessments, and significant impacts to existing projects like GLIMR and LUCE that are already using the software. The Branch has already invested in Epsilon3 training and implementation, making a change both cost-prohibitive and disruptive to operations.

NATIONAL AERONAUTICS AND SPACE ADMINISTRATION
NASA SHARED SERVICES CENTER
RECOMMENDATION AND DETERMINATION TO SOLICIT FROM ONE SOURCE
OR BRAND NAME
PICK ONE
Sole Source:
☒I recommend that NASA, NASA Shared Services Center negotiate with Epsilon3 only for FY25 LaRC D2 Epsilon3 SW Renewal. The total estimated cost of this effort is and the estimated period of performance or lead-time for delivery is 4/4/2025 – 4/3/2026.
OR
Brand Name Justification:
☐I recommend that NASA, NASA Shared Services Center negotiate only with vendors who can provide the subject band name from Manufacture Name for Enter Supply or Service to be procured. The total estimated cost of this effort is Enter Dollar amount and the estimated period of performance or lead-time for delivery is Date.
This recommendation is for the acquisition of supplies or services determined to be reasonably available from only one source/only one manufacture. Competition is impractical for the following reasons (please answer the questions below):
1. What are the reasons for soliciting only the suggested source/suggested brand name? Please provide the unique characteristics of the items or services along with the supporting rationale and the market research performed to substantiate your reason for the suggested source/brand name.
Epsilon3 is a software tool that supports the Center’s digital transformation initiatives by enhancing the efficiency and effectiveness of the Assembly, Integration, and Test (AI&T) processes within the Engineering Integration Branch (D208) of the NASA Langley Research Center (LaRC) Engineering Directorate (ED). In 2023, after conducting a series of month-long evaluations of various software tools—including Jama, DOORS-GN, and Solumina—the Branch selected Epsilon3 to fulfill its requirements for developing and executing test procedures in a digital format. Epsilon3 successfully addressed the Branch’s and project’s needs for digital procedure development and approval by multiple parties, utilizing authenticated NASA user credentials. Additionally, it met other essential criteria such as configuration management, compilation of as-run procedures and artifacts, and provided a user-friendly interface. The alternative software packages evaluated did not align with the requirements for digital test procedure development and execution and were therefore not considered suitable. Epsilon3 was also identified as the most cost-effective solution, with the other software options being two to three times the cost. Following this evaluation, Epsilon3 has been implemented by ED and is currently utilized by several projects, including GLIMR and LUCE.
2. What is the impact to the government if another vendor/brand is used? Include any dollar, schedule, or compatibility impacts if possible.
Switching to an alternative software solution would significantly affect the Branch and its projects regarding schedule, cost, and security measures. Epsilon3 has already undergone a Security Impact Assessment and has been approved for inclusion in ED’s system security plan. Additionally, the software has been installed, configured, and tested within the ED computing environment. Transitioning to another software tool would require a minimum of 3-4 months and approximately 160 hours of system administration labor. The Branch has already allocated funds to train ED personnel on Epsilon3 and does not have additional resources available for training on a different software tool or package. Furthermore, the Branch has invested five months in conducting software evaluations; repeating this process to
Page 2 V2.0 3-15-2017 identify an alternative tool would be both time-consuming and not cost-effective for the Center.Projects such as GLIMR and LUCE are already utilizing Epsilon3. Transitioning to a different software tool would necessitate a complete revision of their testing procedures, resulting in significant impacts on project schedules and costs. Lastly, Epsilon3 remains the most cost-effective software solution available, as alternative packages are 2-3 times more expensive and do not meet the Branch's or projects' requirements for digital test procedure development and execution.
