About this file
This is a Brand Name Justification form from NASA Shared Services Center recommending procurement of FY25 Cloud Atlassian Jira and Confluence Add-ons through the Atlassian Marketplace, with performance periods of 4/25/25 – 4/25/26, 4/15/25 – 4/15/26, and 3/28/25 – 3/28/26.
The justification explains that eleven specific add-ons are currently used by the CCS team for daily operations and are only available through Atlassian Marketplace. These add-ons are essential for customization and extension of existing Jira and Confluence software. The document emphasizes that switching to alternative add-ons would disrupt operations and slow down service delivery, as these tools streamline activities related to tracking, responding to, and referencing customer service requests. Atlassian's marketplace partners ensure security and privacy compliance for these third-party applications, and market research found no viable alternatives.

NASA SHARED SERVICES CENTER
RECOMMENDATION AND DETERMINATION TO SOLICIT FROM ONE SOURCE

Brand Name Justification:
☒I recommend that NASA, NASA Shared Services Center negotiate only with vendors who can provide the subject brand name from Atlassian Marketplace for FY25 Cloud Atlassian Jira and Confluence Add-ons. The total estimated cost of this effort is and the estimated period of performance or lead-time for delivery is 4/25/25 – 4/25/26, 4/15/25 – 4/15/26, and 3/28/25 – 3/28/26.
This recommendation is for the acquisition of supplies or services determined to be reasonably available from only one source/only one manufacture. Competition is impractical for the following reasons (please answer the questions below):
1. What are the reasons for soliciting only the suggested source/suggested brand name? Please provide the unique characteristics of the items or services along with the supporting rationale and the market research performed to substantiate your reason for the suggested source/brand name.
These specific, brand name Jira and Confluence add-ons are available through the Atlassian Marketplace and are compatible with the Jira and Confluence software CCS is already running, allowing for their customization and extension. These eleven add-ons are already in use today and relied upon by the CCS team for day-to-day operations. Atlassian and their Marketplace Partners have developed these add-ons to specifically be compatible with the Jira and Confluence software. Additionally, Atlassian has programs and requirements in place to ensure a baseline of security and privacy across 3rd party Marketplace apps, as well as opt-in programs to encourage additional investment. An internet search of other add-ons for Atlassian products, regardless of functionality or security, was unsuccessful.
2. What is the impact to the government if another vendor/brand is used? Include any dollar, schedule, or compatibility impacts if possible.
These add-ons support software already in use by the CCS team. If other add-ons were available, they may not function properly. This would result in reduced capabilities of Jira and Confluence and disrupt day-to-day operations. If the extended functions supported by these Jira and Confluence add-ons today were to be interrupted, it would slow down service delivery by the CCS team to their customers. These add-ons have expanded the capabilities and functionality of the core Jira and Confluence software that CCS uses for day-to-day operations. They were selected because they streamline certain activities, reducing the time needed to track, respond to, and reference past and present customer service requests.
Service delivery would take longer and require more resources to execute, without the benefit of these add-ons.
