About this file

This document is a NASA Sole Source Justification to negotiate with Iron Mountain for data protection and recovery services, including tape vaulting and transportation, for a period of one year from November 1, 2024 to October 31, 2025. The total estimated cost is undisclosed. NASA Langley Research Center has relied on Iron Mountain for these services for over a decade, and transitioning to another vendor would involve significant risks and costs associated with migrating the extensive data archives. The services are essential for operational continuity and data safeguarding across multiple NASA IT systems and storage locations. NASA intends to award this as a sole source contract to Iron Mountain based on their unique capabilities and the Center's long-standing relationship with the provider.

The related federal contract opportunity is a Special Notice for an Iron Mountain Consolidated Renewal, solicitation number 80NSSC24887196Q, issued by the NASA Shared Services Center. This is identified as a sole source requirement.

NATIONAL AERONAUTICS AND SPACE ADMINISTRATION

NASA SHARED SERVICES CENTER

RECOMMENDATION AND DETERMINATION TO SOLICIT FROM ONE SOURCE

OR BRAND NAME

PICK ONE

Sole Source:

☒I recommend that NASA, NASA Shared Services Center negotiate with Iron Mountain only for Iron Mountain Information Management Services. The total estimated cost of this effort is and the estimated period of performance or lead-time for delivery is 11/1/2024 ‐ 10/31/2025.

OR

Brand Name Justification:

☐I recommend that NASA, NASA Shared Services Center negotiate only with vendors who can provide the subject brand name from Manufacture Name for Enter Supply or Service to be procured. The total estimated cost of this effort is Enter Dollar amount and the estimated period of performance or lead-time for delivery is Date.

This recommendation is for the acquisition of supplies or services determined to be reasonably available from only one source/only one manufacture. Competition is impractical for the following reasons (please answer the questions below):

1. What are the reasons for soliciting only the suggested source/suggested brand name? Please provide the unique characteristics of the items or services along with the supporting rationale and the market research performed to substantiate your reason for the suggested source/brand name.

Data Protection and Recovery Services, which encompass Backup Tape Vaulting and Transportation Services, are essential for the consolidation of all requirements at NASA Langley Center. These services involve recurring weekly pickups and drop-offs of backup tapes to the Center, with a performance period from November 1, 2023, to October 31, 2024. NASA Langley manages four primary areas for information storage: the Central Storage Servers (CSS) located in the Office of the Chief Information Officer (OCIO), the Atmospheric Sciences Data Center (ASDC) within the Science Directorate (SD), and the Facility Management Support Services (FMSS) serving both the Center Operations Directorate (COD) and the Research Directorate (RD). To ensure operational continuity and safeguard NASA data, it is crucial for the Center to implement a robust strategy for data protection and recovery services. Iron Mountain offers various capabilities, including media storage in climate-controlled environments, compliance with National Archives and Records Administration (NARA) standards, general warehousing, libraries and archives, custom records storage for computer facilities, and logistics consulting services. Iron Mountain Offsite Tape Vaulting provides a comprehensive solution for the secure transportation, storage, management, and retrieval of backup media from a secure offsite facility.

They utilize industry-leading protocols to protect media both during transit and while stored, offering a seamless process for identifying, restoring, and delivering information from specific tapes. The data is stored in highly secure facilities that enhance protection against potential risks such as floods, earthquakes, or other disasters. These facilities are strategically located near major commercial centers and hot sites, ensuring data availability around the clock, every day of the year. Additionally, a secure web interface allows for the online management of data, enabling quick identification of specific tapes whenever required. As backup media is transported to and from Iron Mountain facilities, a software solution scans the tapes at critical transition points, maintaining a verifiable chain of custody and audit trail.

2. What is the impact to the government if another vendor/brand is used? Include any dollar, schedule, or compatibility impacts if possible.

NASA Langley Research Center (LaRC) has relied on Iron Mountain as our provider of data protection and recovery services for over a decade. This long-standing partnership has resulted in the secure storage and maintenance of extensive LaRC data, which can be readily accessed within Iron Mountain's facilities. Transitioning our services away from Iron Mountain would involve a significant relocation of data to another vendor, necessitating comprehensive training for NASA personnel on unfamiliar inventory and retrieval software systems, if such alternatives are available. This shift would also introduce a risk of data loss for the Center. Both the costs and risks associated with such a migration do not justify the potential benefits or cost savings that might arise from exploring competitive options.

Additionally, the services provided by Iron Mountain are integral to our operations; LaRC consistently requires the pickup and drop-off of data, and the aforementioned four sites must remain operational without disruption.
