About this file
This document is a justification for a sole source or brand name procurement for a Quasonix Dual-Channel, 5-Band Telemetry Receiver Analyzer. The NASA Shared Services Center recommends negotiating only with Quasonix, Inc. for this receiver, which has an estimated cost of $ and delivery time of 90-120 days ARO. The justification cites the unique compatibility and technical capabilities of the Quasonix receiver that are required to support mission-critical flight support at the Armstrong Flight Research Center. Using another brand would result in compatibility issues, additional time, and financial impacts to the government. This recommendation is for a brand name requirement under Solicitation Number 80NSSC24882959Q, issued by the National Aeronautics and Space Administration Shared Services Center.

Brand Name Justification:
☒I recommend that NASA, NASA Shared Services Center negotiate only with vendors who can provide the subject brand name from Quasonix, Inc. for Quasonix Dual-Channel, 5-Band Telemetry Receiver. The total estimated cost of this effort is and the estimated period of performance or lead-time for delivery is 90 to 120 Days ARO.
This recommendation is for the acquisition of supplies or services determined to be reasonably available from only one source/only one manufacture. Competition is impractical for the following reasons (please answer the questions below):
1. What are the reasons for soliciting only the suggested source/suggested brand name? Please provide the unique characteristics of the items or services along with the supporting rationale and the market research performed to substantiate your reason for the suggested source/brand name.
Quasonix Receiver Analyzer are used as a primary telemetry solution by projects and the Range at Armstrong Flight Research Center. Purchasing the receiver from Quasonix will keep the center aligned for seamless support to projects. The rack mountable dual channel receiver will support lower and upper L band, S Band and C Band frequencies and allow for tuning in 1 Hz steps. The receiver will support ARTM Tier 0 (PCM/FM), ARTM Tier 1 (SOQPSK-TG), and ARTM Tier II (Multi-h CPM). The Telemetry Receiver Analyzer, Demodulator and Synchronizer comes with a pre-detection combiner and adaptive equalizer technology. The Quasonix receivers Analyzer offer compatibility features to their Quasonix Receivers that are not offered by other manufactures. This product would ensure the highest probability of mission success during flight support missions.
2. What is the impact to the government if another vendor/brand is used? Include any dollar, schedule, or compatibility impacts if possible.
The Quasonix receiver Analyzer are compatible with all the equipment already in use at the center.
Purchasing another brand may result in additional time and/or equipment needed to compensate for continual reconfiguration/compatibility issues in addition to training of personnel. This would have a negative financial impact to the government over time.
