About this file

This document is a Recommendation and Determination to Solicit from One Source or Brand Name for the Hadland HMXST PWM Manipulator Controller & Installation. The NASA Shared Services Center is recommending a sole source procurement from Hadland Technologies for this item, which is an essential component of an existing X-ray CT unit at the NASA Langley Research Center. The existing controller is obsolete as the original equipment manufacturer is no longer in business, and Hadland Technologies is the only known source for the replacement part. The total estimated cost is not provided, but the period of performance is 2 weeks after receipt of order. Purchasing from any other vendor would not be compatible with the existing equipment, causing the X-ray CT unit to remain inoperable and negatively impacting key NASA projects and programs.

NATIONAL AERONAUTICS AND SPACE ADMINISTRATION

NASA SHARED SERVICES CENTER

RECOMMENDATION AND DETERMINATION TO SOLICIT FROM ONE SOURCE

OR BRAND NAME

PICK ONE

Sole Source:

☒I recommend that NASA, NASA Shared Services Center negotiate with Hadland Technologies only for HMXST PWM Manipulator Controller & Installation. The total estimated cost of this effort is and the estimated period of performance or lead-time for delivery is 2 Weeks ARO.

OR

Brand Name Justification:

☐I recommend that NASA, NASA Shared Services Center negotiate only with vendors who can provide the subject brand name from Manufacture Name for Product being purchased . The total estimated cost of this effort is $Dollar Amount and the estimated period of performance or lead-time for delivery is Date .

This recommendation is for the acquisition of supplies or services determined to be reasonably available from only one source/only one manufacture. Competition is impractical for the following reasons (please answer the questions below):

1. What are the reasons for soliciting only the suggested source/suggested brand name? Please provide the unique characteristics of the items or services along with the supporting rationale and the market research performed to substantiate your reason for the suggested source/brand name.

NASA Langley Research Center (LaRC) requires the purchase of the HMXST PWM Manipulator Controller and installation from the vendor Hadland Technologies. The purchase from this specific vendor is necessary because this controller is an essential part of our existing X-ray CT unit. Only this vendor’s product will work because the original OEM, X-Tek Systems, Ltd of this part is no longer in existence so the part is obsolete. Hadland Technologies offers this controller so in order to maintain compatibility and replace the current controller which is broken, this part must be purchased through them.

2. What is the impact to the government if another vendor/brand is used? Include any dollar, schedule, or compatibility impacts if possible.

If another vendor’s product was purchase, it would not be compatible with the existing X-ray CT unit.

This will also cause the X-ray CT unit to continue to remain down which is currently holding back some important projects. So the procurement and installation of this controller is very essential in the support of key NASA projects and programs.
