About this file

This document is a Statement of Work (SOW) for a federal contract opportunity to provide dynamic brake resistor modules for the NASA Electric Aircraft Testbed (NEAT) facility. The SOW outlines the requirement for 8 dynamic brake resistor modules to expand the existing transient overvoltage protection capability of the NEAT facility to accommodate higher test voltages and increased independent power sectors. The modules will enable expanded testing capabilities and open up options for more customers at the facility. The related federal contract opportunity is a sole source procurement from Hubbell Industrial Controls, Inc. to acquire the required dynamic brake modules and resistors. The agency is the National Aeronautics and Space Administration Shared Services Center, and the procurement will be conducted using commercial item procedures under FAR Part 12 and FAR Part 13.

STATEMENT OF WORK

Intent to Sole Source: Dynamic Brake Resistor Modules

1.0 Introduction/Background: The NASA Electric Aircraft Testbed (NEAT) is a test facility at Armstrong Test Facility (ATF) that allows the testing of high-power equipment for eventual use in hybrid-electric aircraft systems. It is one of the only facilities in the world that can test high-power systems and components under simulated altitude conditions. NEAT is part of the Power and Propulsion (P&P) sub-project, which is part of the Advanced Air Transport Technology (AATT) project. The P&P sub-project is exploring multiple technologies that would enable electric, or hybrid-electric, aircraft, resulting in quieter, more fuel-efficient, and more environmentally friendly flight.

NEAT is expanding its DC bus to 8 independent sectors capable of operating at up 1000V each and totaling 2 Megawatts to test high power components required for hybrid-electric flight. This procurement is for (8) dynamic brake resistors and modules, which will enhance the existing capability.

2.0 Scope of Work: This procurement is for (8) dynamic brake resistors and modules. The brake resistor modules are meant to upgrade the existing brake resistor module to account for increased voltage and increased number of independend power sectors.
