About this file
This document is a Justification for Sole Source Procurement. It recommends that NASA negotiate solely with Remcom, Inc. to provide a renewal for the Wireless InSite software license. The Wireless InSite software is required to continue development of lunar surface communication models for NASA's Artemis program. The document cites the software's unique capabilities, NASA's existing investment and models developed using the software, and the criticality of accurate lunar surface communication modeling for mission success as the rationale for the sole source procurement. The total estimated cost for the one-year renewal is not provided, but the document states that the impact of not having access to the software could result in hundreds of millions of dollars in costs and schedule delays. The related federal contract opportunity is for the Wireless InSite Pro Package & Standard Renewal FY24, with a solicitation number of 80NSSC24869923Q.

NATIONAL AERONAUTICS AND SPACE ADMINISTRATION
NASA SHARED SERVICES CENTER
RECOMMENDATION AND DETERMINATION TO SOLICIT FROM ONE SOURCE
OR BRAND NAME
PICK ONE
Sole Source:
I recommend that NASA, NASA Shared Services Center negotiate with Vendor Name only for . The total estimated cost of this effort is Enter Dollar amount and the estimated period of performance or lead-time for delivery is Date.
OR
Brand Name Justification:
I recommend that NASA, NASA Shared Services Center negotiate only with vendors who can provide the subject brand name from Remcom, Inc. for Wireless InSite Renewal. The total estimated cost of this effort is and the estimated period of performance or lead-time for delivery is ARO 1 Year.
This recommendation is for the acquisition of supplies or services determined to be reasonably available from only one source/only one manufacture. Competition is impractical for the following reasons (please answer the questions below):
1. What are the reasons for soliciting only the suggested source/suggested brand name? Please provide the unique characteristics of the items or services along with the supporting rationale and the market research performed to substantiate your reason for the suggested source/brand name.
The Remcom Wireless Insite renewal is needed at NASA Johnson Space Center (JSC) for continued use of the existing license which has been used to develop Lunar surface communication models. Since this is an existing product, this is the only brand that will work in order to maintain compatibility. We are working Lunar surface communications for Artemis (EHP/LTV/Pressurized Rover/xEVAS/HLS) and we need access to the best Lunar surface models for communications that is available. We have used Wireless Insite in the past, have a lot of past models and data developed and used with this tool, and since Lunar surface communications is a priority again for the Agency, we are renewing our software license.
2. What is the impact to the government if another vendor/brand is used? Include any dollar, schedule, or compatibility impacts if possible.
If another brand other than Recom was used for this renewal, we would not be able to model Lunar surface communications accurately which would result in unexpected loss of comm scenarios for Artemis missions. Also, loss of communication, depending on severity and the exact scenario, could result in loss of mission. Impacts of not having accurate modeling tools for Lunar surface comm are estimated to stretch into hundreds of millions of dollars and many years of schedule impact.
