About this file
This document is a Statement of Work (SOW) for a NASA contract opportunity to provide software licenses and training services related to consolidating and merging multiple Windchill instances into a single master site.
The SOW outlines NASA's objective to rationalize its Windchill instances across multiple sites and manage customized code that has been implemented over the years. Wincom is proposed to provide its Windchill Extension framework as a tool to package and audit the existing customizations from a functional and security perspective, in order to understand the current state and define requirements for a proof of concept. This work includes 5 days of time and materials consulting as well as a 2-day tailored training for the NASA audit team, along with 1 year of security software licensing.
The related federal contract opportunity is a sole source Special Notice for Wincom software licenses, to be procured by the NASA Shared Services Center under FAR Part 12 and 13. The period of performance for the software licenses is 12 months.

STATEMENT OF WORK (PR # 4200864005)
Objective/Requirements – NASA has multiple sites with their own Windchill instances, which they are aiming at rationalizing. Out of the 10+ sites, 4 of them have the major number of users (around 4,000).
The objective of NASA’ Multi-Center project is to build a path to consolidate and merge all the different instances in one single master Windchill site with several organizations. In order to achieve this, one of the challenges is to manage the customized code that each site implemented over the years.
The purpose of this proposal is to offer a first step of analysis of the existing situation to have an idea of the dimension and impact of these customizations in order to build a realistic plan for the project.
To do so, Wincom offers the Windchill Extension framework as a tool to package and audit the code form a functional and security point of view. This will shed a light on the As-Is situation.
The Wincom procurement will provide the tools and training expertise NASA requires to:
• Understand the status and vulnerabilities of all the existing customizations, As-Is
• Define what would be an accurate piece of customization for the Proof of Concept
• Define a plan and a budget to implement the Proof of Concept
NASA’s internal development resources will do the code audit themselves.
This work package consists of a prevision of 5days of Time & Materials to provide consulting or mentoring on specific technical points that were not foreseen and a fixed-price work-package that consists in a 2-days fully tailored training to enable the NASA Audit team to drive the Audit process, with Wincom technical support.
1. Characteristics, Scope, and Specs –
*This will include 1 year of a Security COTS software licensing. Conditions will be detailed in the Commercial proposal.
All Wincom apps come with logging included that can be enabled and disabled on a running system.
See Wincom proposal for more details regarding the specific deliverables of each of the elements of the procurement.
2. Place of Performance
Software and Training services will be utilized by the NASA Multi-Center Windchill Team which has members located at multiple NASA Centers. Users may also be working both On-site and during approved Telework
3. Period of Performance – Software will be for a period of 12 months from the execution of the order. Training dates will be established within the PoP of the software and must be completed prior to the expiration of the software.
