NATIONAL AERONAUTICS AND SPACE ADMINISTRATION

NASA SHARED SERVICES CENTER

RECOMMENDATION AND DETERMINATION TO SOLICIT FROM ONE SOURCE

OR BRAND NAME

PICK ONE

Sole Source:

☐I recommend that NASA, NASA Shared Services Center negotiate with only for. The total estimated cost of this effort and the estimated period of performance or lead-time for delivery is

OR

Brand Name Justification:

☒I recommend that NASA, NASA Shared Services Center negotiate with only with vendors who can provide the subject band name from Hottinger Bruel & Kjaer Inc. (HBK) for Bruel & Kjaer TYPE 4954-B

- ¼'' Free Field TEDS Microphone w. 10 –32 UNF Connector . The total estimated cost of this effort is and the estimated period of performance or lead-time for delivery is 30 Days ARO.

This recommendation is for the acquisition of supplies or services determined to be reasonably available from only one source/only one manufacture. Competition is impractical for the following reasons (please answer the questions below):

1. What are the reasons for soliciting only the suggested source/suggested brand name? Please provide the unique characteristics of the items or services along with the supporting rationale and the market research performed to substantiate your reason for the suggested source/brand name.

The Structural Acoustics Loads & Transmissions Facility has historically used B&K 4954-B microphones for years. All scripts used to acquire data and calibrate microphones are currently set up to be compatible with this hardware. Using the same pressure transducers ensures that all data acquired is of the same resolution and set up type. Additionally, it is imperative to maintain consistency in microphone type to reduce the possibility of manual & human errors when calibrating microphones and acquiring data. These microphones have the exact sound level and frequency ranges necessary for our tests to maintain compatibility with our other microphones. Additionally, these microphones have the same connections as the other microphones, reducing complexity when setting up the wiring necessary for tests.

2. What is the impact to the government if another vendor/brand is used? Include any dollar, schedule, or compatibility impacts if possible.

Substitution with similar products from other vendors would cause acoustic performance issues and not the desired frequency range of 16 to 80000 Hz. Additional costs for cabling could also be incurred if substitute products were selected. Choosing a microphone with a different connector could increase complexity in wiring and increase the chance for error. This could incur additional costs to the government in the form of labor hours. Additionally, the microphone holders currently designed are designed for the form factor of this microphone.

Upon evaluation by the technical staff, this product best meets the evaluation criteria of “lowest price technically acceptable.” Therefore, the prices are fair and reasonable for the research application and to the Government.Deviating away from HBK and HBK products would require the current acoustic data acquisition system and the software used to acquire the data to be replaced in order to be compatible with the microphone. This would be adverse to the NASA mission due to time and budget constraints.
