NASA Langley Research Center Research Services Directorate (RSD)

Statement of Work (SOW)

Installation of Belly Pod and Hard Points on the NASA Cirrus SR22 (N501NA) Aircraft

January 27, 2022

INTRODUCTION/BACKGROUND

The Research Services Directorate (RSD) at the NASA Langley Research Center performs a wide variety of low altitude/low‐cost research missions using nadir sensors. RSD requires the purchase and installation of a belly pod and hard points for the NASA Cirrus SR22 general aviation aircraft (FAA tail number N501NA) to support such research missions. The belly pod and associated hard points must be compatible with the existing RSD single engine SR22 aircraft and provide a nadir sensor capability with sufficient capacity to safely carry and power various research sensor packages. Specific requirements are described below.

SCOPE OF WORK

This INSTALLATION SOW is the second of two statements and is the follow‐on to the

PROCUREMENT SOW of the pod for N501NA. The belly pod and hardware purchased in the procurement SOW will be provided as government furnished equipment (GFE) to the vendor of this INSTALLATION SOW.

DELIVERY SCHEDULE

Thirty (30) calendar days from contract award or within thirty (30) days of reception of the hardware.

INSTALLATION REQUIREMENTS

1. Installation of GFE hard points per manufacturer provided procedures, adapted to the specific SR22 G1 (N501NA) as needed from other SR22 models

2. Trimming and adapting GFE belly pod for contour matching

3. Installation of GFE winch hardware

VENDOR QUALIFICATIONS AND REQUIREMENTS

1. The vendor shall be a FAA Certified Repair Station or Maintenance Repair

Organization (MRO)

2. The vendor shall provide previous form 337 Field Mod Approval and Documentation

(do not desire a new form 337 for NASA N501NA)

3. The vendor shall install the aircraft mounting hardware performed on site at

LaRC/Langley Air Field or at a location within 600 nm of LaRC/Langley Air Field

4. The vendor shall have experience with installing belly pods on SR‐22 aircraft

5. The vendor shall provide install data and flight test results for previous pod(s)

6. The vendor shall have a documented Tool Control Program

7. All parts purchased by the vendor and installed shall be accompanied by an approved FAA Form 8130‐3 Airworthiness Approval Tag, Certificate of Conformance, or Material Certification

8. The vendor shall have a documented Foreign Object Debris (FOD) Program.

9. The work described in this SOW must be completed In Accordance With (IAW) the current manufacturer`s applicable technical data/publication and the Vendor`s repair station approved processes

10. The vendor shall verify and certify that all modifications were made in accordance with documented hard point installation procedures. Any deviations or issues encountered with the aircraft shall be documented and communicated to RSD. Any increase in cost greater than $1000 shall be communicated to and approved by RSD before work is performed

11. The vendor shall provide a representative for a Maintenance Flight Release Review to speak on behalf of all maintenance accomplished. The review focuses on the flight operational safety aspects of a specific aircraft flight after an alternation, modification, repair, or maintenance has been accomplished. The review may be conducted via a teleconference. NASA LaRC will conduct and chair the FRR, IAW NPR

7900.3D and NASA LaRC procedures, upon completion and documentation of all maintenance activity and prior to release for flight

12. RSD will perform a Functional Check Flight (FCF) at the installation location after the completion of the maintenance flight release review. The vendor shall assist RSD personnel with aircraft preparation for FCF and departure from vendor facility

ADDITIONAL REQUIREMENTS

1. LaRC shall be given opportunity to verify condition of pod prior to install

2. The vendor shall provide the LaRC Point of Contact (POC) with progress updates on a weekly basis or as mutually agreed upon

3. During the period of performance, the Government shall have access to the vendor`s maintenance facilities and the Government‐provided aircraft for on‐site inspections and oversight of work being performed. On‐site oversight is a requirement of NASA

Policies NPR 7900.3D and NPR 8735.2B. The requirement of Government oversight is provided in addition to, not as a substitute for, the vendor’s organization’s responsibilities relating to inspection, quality control, and quality assurance

4. After installation, the vendor shall provide 12 months of technical support to include but not limited to:

a. phone calls, e‐mails, and information exchanges to support the installation, operation, and maintenance of the sensor pod

b. Support technical reviews for NASA airworthiness process

5. The vendor shall provide electronic copies of all documents in PDF format to RSD

6. The vendor shall follow AS9100

7. If a subcontractor is used, FAR 52.246‐11, Higher‐level Contract Quality

Requirements, shall apply

8. A complete Portfolio of all maintenance accomplished shall be provided prior to the

Flight Configuration Review (FCR) (preferably a minimum of 1 day). The portfolio shall include:

a. Documentation of all work accomplished, NDI reports as required, approved FAA

Form 8130‐3 Airworthiness Approval Tags/Certificate of Conformance/Material

Certification for all vendor acquired parts replaced, and itemized invoicing for all work accomplished beyond the original contracted work.

b. Maintenance documentation records will, at a minimum, contain a complete description of the maintenance/repair/replacement/inspection/Non‐Destructive

Inspections (NDI) accomplished, the date, certification number, type of certificate held by the person or company performing the work, and technical manual references

EVALUATION CRITERIA:

NASA Technical POCs will use the ‘best value’ approach to assess the proposals which include the following criteria:

1. Ability to meet requirements listed above,

2. Total cost,

3. The company’s performance, and

4. A timeline that aligns with NASA’s schedule.
