About this file
This justification and approval document requests sole source procurement of maintenance services for a BlueCrest mail sorting machine from DMT Solutions Global Corporation. The Navy requires the contractor to provide on-call maintenance support, extended parts warranty, and licensing renewals for the BlueCrest Vantage/RPM machine. The contractor must maintain the current OCR and address linking licenses, as well as the Siemens UMove application required by the US Postal Service for interface compatibility. BlueCrest manufactured the original machine and holds the proprietary software licenses and parts warranties, making it the only source able to perform the work without voiding agreements or requiring replacement of the entire system. The Navy conducted market research and found no other existing contracts able to satisfy the requirement. The proposed sole source contract would include a one year base period and four one-year options, with an additional six month extension possible.
The related federal contract opportunity is a solicitation for the same annual maintenance services on the BlueCrest mail sorting machine. The Navy intends to make a sole source award to DMT Solutions Global Corporation as the original equipment manufacturer and software license holder. The requirement includes line items for labor, parts warranty renewals, and licensing. Proposals are due by the date specified and must be submitted electronically to the points of contact listed. Pricing will be evaluated for reasonableness in accordance with FAR 13.106.

2. Description of the Action Being Approved. NAVSUP FLCN NDW Postal Division request approval of a sole source award to DMT Solutions Global Corporation (DBA: BlueCrest) for the acquisition of annual maintenance services on the Vantage sorter from BlueCrest. This is a follow-on requirement that is currently being performed under contract N0018919P0907, which expires 30 September 2020. An award of a sole source, firm fixed price contract is anticipated.
The resulting contract will contain one twelve-month base year and four twelve-month option years with an option to extend services up to six months.
3. Description of Supplies/Services. The contractor shall provide the manpower/personnel and oversight required to perform the on-call maintenance support services and extended parts warranty and licensing renewals for one (1) BlueCrest mail sorter machine all defective parts/material, necessary for the onsite technician to perform daily barcode sorter maintenance support. 4. Statutory Authority Permitting SOLE SOURCE. 41 USC 1901(e)(2) - a sole source acquisition under the authority of simplified procedures for certain commercial items, as implemented by FAR 13.501(a).
5. Rationale Justifying Use of Cited Statutory Authority. The BlueCrest Inbound/Outbound
Sorter Vantage/RPM was procured in 2016 and installed at the Navy Regional Mail Center
Washington. BlueCrest is the original equipment manufacturer (OEM) for the mail sorter and proprietary software, licenses and parts for the machine to operate. The mail sorter requires an annual OCR and AddressLink License\UMove Interface Licenses to operate and BlueCrest maintenance parts covered under the extended BlueCrest parts warranty in order to maintain the annual maintenance support. Furthermore, the Siemens Universal Move (UMove) application management required by the U.S. Postal Service (USPS) is supported to interface be compatible with the U-Move management licensing. Without it, the sorter cannot function with the
BlueCrest equipment as BlueCrest partnership with Siemens.
The BlueCrest mail sorter and United States Postal System and Department of Defense directives/ instructions mandate the use and licensing requirements of the system. BlueCrest is the only authorized vendor that can provide the equipment maintenance, warranties, licenses, and services. Failure to procure the warranties and licensing will degrade the mission of the Navy
Regional Mail Center (NRC) and adversely affect the 251 DON commands and those Naval
District Washington tenant and DOD/Federal Agencies and reimbursable customers within the
NCR.
The BlueCrest warranty and licenses are follow-ons to the existing BlueCrest mail sorter contract
N0018919P0907. Due to BlueCrest proprietary rights, any substitution of parts or licenses will void the existing BlueCrest warranties and the entire system would have to be replaced.
Replacement of the existing mail sorter machine would be in excess of $720 thousand plus the maintenance. Additionally, award to other than BlueCrest would result in a substantial duplication of cost to the Government that is not expected to be recovered through competition.

6. Description of Efforts Made to Solicit Offers from as Many Offerors as Practicable.
The requiring and contracting activities have conducted market research to determine if there are other sources that can provide the required maintenance. Market research was conducted to identify existing contracts within the Department of Defense (DoD) to satisfy this effort. It was determined that the only existing DoD contract that is capable of providing the required maintenance is the current contract which expires on 30 September 2020. A Sources Sought
Notice was posted on beta.SAM on 15 July 2020, to determine if there were any existing companies capable of performing this requirement. One response was received from 24/7
Enterprises, LLC. A review of its capability statement identified that there was not sufficient detail to determine if it could provide the services or not. Therefore, based on the market research it has been determined that BlueCrest is the only company capable of providing the required maintenance services. The lack of information provided 24/7 Enterprises, LLC’s response to the sources sought notice further validates FLCN NDW’s sole source determination.
7. Determination of Fair and Reasonable Cost. A determination of fair and reasonableness of price will be based on the Contracting Officer’s price analysis of the contractor’s quote and/or a comparison of previous pricing history and published price list of the same or similar items in accordance with FAR 13.106-3.
8. Actions to Remove Barriers to Future Competition. For the reasons set forth in paragraph
5, FLCN has no plans at this time to compete future contacts for the types of services covered by this document. If another potential source emerges, FLCN will assess whether competition for future requirements is feasible.
