San Dieguito Lagoon Double Track Project Solicitation Summary
This Invitation for Bids (IFB) from the San Diego Association of Governments (SANDAG) solicits proposals for the San Dieguito River Bridge Replacement, Double Track and Special Events Platform Project, a comprehensive rail infrastructure improvement spanning 2.1 miles of North County Transit District (NCTD)-owned rail corridor between Solana Beach and Del Mar, California. The project encompasses three primary components: construction of a new double-track bridge structure over the San Dieguito River, addition of 1.7 miles of new double track, and development of a special events rail platform at the Del Mar Fairgrounds. Scope includes track construction, signal systems and communications installation, bridge and platform construction, a double box culvert at Stevens Creek, retaining walls, drainage infrastructure, utility relocations, site preparation, and environmental restoration work. The project has a 922 working day schedule with an approximate 250 calendar day plant establishment period. The pre-bid meeting is scheduled for July 22, 2026, from 9:30-11:00 AM PST/PDT on Microsoft Teams, and is mandatory for prospective bidders. The deadline for bid submittal is August 24, 2026, at 2:00 PM PST/PDT via BidNet Direct, with a bid opening meeting immediately following. Post-bid documents are due by August 31, 2026, at 5:00 PM PST/PDT.
The project is funded through multiple sources including Federal Transit Administration Section 5307 funds, Federal Railroad Administration PRIIA funding, California State funding (SB1-LPP, Cap & Trade, and TIRCP), and local TransNet funding. The engineers' estimate is $276,588,718.78, with liquidated damages assessed at $85,655 per day for project delays. A minimum self-performance requirement of 35% is mandated, and the successful contractor must maintain a 35% minimum workforce participation requirement under the Community Benefits Agreement. The project requires an Active Contractor's License (Classification A), and bidders must demonstrate project-specific qualifications in railroad right-of-way work, multi-span bridge installation, concrete railroad bridge construction, temporary work platform structures, track installation, rail welding, and CIDH pile installation. Time-related overhead (TRO) is applicable. Pursuant to federal Disadvantaged Business Enterprise (DBE) Program modifications outlined in the October 3, 2025 Interim Final Rule, no specific DBE goal percentage has been set for this agreement, though compliance with federal DBE law and 49 CFR Part 26 remains mandatory. Prevailing wage requirements apply to both state and federal wage standards, and a skilled and trained workforce requirement is in effect. The design firm is HNTB Corporation, and Jacobs Project Management Co. serves as the construction management firm.
