SECTION 00830
DESIGN AND CONSTRUCTION PROCEDURES
MANAGEMENT AND COORDINATION
A. The standard Government forms, specifications, associated plans, solicitation provisions and contract clauses made part of the contract are essential parts thereof, the requirements in one are as binding as though contained in all. They are intended to be mutually supplementary to describe and provide for a completed project.
B. Coordinate scheduling, submittals, and work of the various sections of the specifications to ensure efficient and orderly sequence of installation of interdependent construction elements.
1. Provide the Contracting Officer's Technical Representative (COTR) with weekly scheduling updates to enable verification of Contract performance.
C. Field Engineering:
1. Verify and confirm all dimensions and conditions shown or implied on Drawings and specifications, as well as, the physical conditions of the site. Notify COTR of discrepancies prior to start of work for resolution.
2. Verify that utility requirement characteristics of operating equipment are compatible with available utilities.
D. Government furnished drawings shall not be scaled to obtain missing or conflicting dimensions. The Contractor shall keep a check on dimensions and details as the work progresses and any errors or discrepancies discovered shall be promptly reported to the COTR.
E. Access to and Use of Site: The site has paved access.
F. Cultural Resources Protection
1. If archaeological, or historical remains (including burial area or skeletal material) are encountered, immediately stop work and notify the Inspector, Contracting Officer's Technical Representative, or Contracting Officer.
2. The Contracting Officer will notify the Regional Archaeologist, so that the provisions of 36 CFR
800.7 (Resources Discovered During Construction) and other relevant laws are followed.
3. Work will cease in the immediate vicinity until permitted to resume by written order from the Contracting Officer. Work in other areas may proceed as approved by the Regional Archaeologist.
G. Coordination with Refuge Operations:
1. Existing Utility, Life Safety, and Fire Safety System Elements:
a. Prevent accidental disruptions to facilities outside the project limits by investigation of existing utilities and protection during construction; remedy accidental disruptions at no cost to Government.
H. Changes In The Work:
1. Requests for Modifications: In the event that a modification is needed, the Contractor will receive a letter requesting a price quote for the proposed change.
a. For evaluation purposes, the quote shall be broken down to show the costs of labor and materials, for each proposed category of Work included in the change, along with the total cost for overhead, profit, and bond.

b. All contract time extensions required as a result of a proposed change must be justified and supported in detail at the time of the proposal.
I. Progress Schedule: As specified in the Conditions of the Contract and as detailed below:
1. Initial Submittal: Provide Construction Schedule with Contract Proposal.
2. Submit updated schedule whenever adjustments that change the Contract Times or Milestones are approved and monthly with pay requests.
3. Content:
a. Develop schedule on commercially available computer scheduling software.
b. Identify all Milestones for design and construction.
c. Provide schedule showing work breakdown structure or precedence diagram.
d. Identify day, date, duration, and float for each work activity.
e. Identify all interfaces with Government that may impact schedules. Keep Government interfaces from affecting critical paths to maximum extent possible.
f. Identify close-out procedures and timing.
J. Progress Documentation for Government's Project Record:
1. During Construction: Daily digital photographic record of each portion of the work, taken from consistent locations, distances, and angles, as agreed upon by the Government.
2. During Construction: Time-lapse or real time video record of site activity from a single vantage point located so as to view most of the site; views taken at a minimum of one hour intervals from just before ground breaking until completion of enclosure and again during site finishing activities until Substantial Completion.
3. During Closeout: Detailed digital photographic record of each interior room and space, each exterior elevation, the roof, and all site areas.
4. Photographs and Videos: Include the date taken, a short title of the view, and the compass orientation in each view; data must be in the actual photograph or frame, rather than added after printing.
PAYMENT PROCEDURES
A. Measurement: No measurement of the work will be made, unless unit prices are included in the Construction Contract.
B. Payment: Payment will be made monthly for approved work, performed in accordance with the Contract requirements, based on the line items on the Schedule of Values.
C. Schedule of Values: Contractor shall provide a Schedule of Values identifying the minimum line items required for progress payments during the Contract.
D. Application for Payment:
1. Schedule of Values into format (or approved equivalent format) of the American Institute of Architects (AIA) form number G702/703 Application and Certificate for Payment. Comply with FAR 52.232-5 (Contractor) and 52.232-10 (A-E).
2. Certified Payrolls: Submit certified payrolls current to within 1 week of payment application.
3. Updated Schedule: Submit updated schedule identifying actual work completed.
DESIGN REQUIREMENTS
A. Design Criteria: During Design Development, the design and performance criteria must be refined, finalized, and documented.

B. Design Criteria: Within the bounds of the Contractor's proposal, there will be several aspects of the project that must be refined, finalized, and documented to arrive at a complete design.
1. The Contractor shall provide full plans and specifications for substantiation (i.e., submittal and approval) by the Government prior to the related processes of furnishing and installing.
2. Government will appoint representatives of the following departments to provide details of functional needs and review proposed solutions:
a. Project Leader.
b. Visitor Services.
c. Engineering Office.
3. Design Documentation: Record all design and performance criteria that will be of use during occupancy and operation of the project, including all items specified for maintenance manuals, below.
a. Government will maintain the project program document, modified to reflect changes made during refinement of the design.
C. General Design:
1. Reference construction plans and specifications shall be provided by the Service to serve as minimum acceptable construction requirements for general form, quality, components, and finishes.
a. None furnished as part of the sample project.
D. Sustainable Design:
1. Government requires incorporation of sustainable design elements into the project. See LEED requirements in Section 111.
2. Throughout the design process, the Contractor shall provide the necessary substantiation to verify that the sustainable design program is being incorporated into the project.
3. It is the goal of the Government that the Heaquarters/Visitor Center Building be designed and constructed in a manner that achieves a "carbon neutral" or having a "net zero" carbon footprint.

E. Value Engineering
1. The Government requires the Contractor to perform a Value Engineering (VE) Study on all designed elements included in this project. The value engineering study shall be performed as a separate and independent effort from all other project design efforts.
2. The Contractor shall hire a VE Consulting Team consisting of individuals familiar with the full range of project design elements. As a minimum, the VE team should include the following disciplines:
a. Building Architecture
b. Landscape Architecture
c. Structural Engineering
d. Geotechnical Engineering
e. Civil Engineering
f. Mechanical Engineering
g. Electrical Engineering
h. Cost Estimating Engineering
3. The VE Consulting Team shall follow Federal VE team processes and guidelines. The VE team leader shall assure that the study meets the general requirements for the Department of Interior Value Engineering, including the following:
a. Office of Management and Budget (OMB) Circular A-131, Value Engineering.
b. 369 DM 1, Value Engineering, General Criteria and Policy.
c. 360 DOI, Value Engineering.
4. Throughout the design development process, the Contractor shall provide both the Government and the VE Consulting Team with the necessary substantiation to identify the project design element details as they develop. It is the goal of the VE process that opportunities for design improvement should be identified as early in the design process as possible and that redesign of detailed and finished design elements be minimized.
5. The final VE team findings shall be summarized in a VE engineering letter report and submitted to the Government.
SUBSTANTIATION REQUIREMENTS
A. See Section 111 for definitions and additional requirements; see other Sections for specific items of substantiation required; see Section 00570 - Contract Definitions for time periods relating to submission times.
B. Substantiation Submittal Procedures:
1. Recipient: Government's project manager:
2. Number of Copies: 3 copies for Government's use and records; Government will return not more than one additional copy.
3. For time periods that constitute Milestones, all substantiation submittals required during that period must be complete and accepted before the Milestone can be considered achieved.
4. Submit complete sets of documents containing all substantiation at end of the following periods:
a. Proposal period.
b. Preliminary Design period.
c. Design Development period.
d. Construction Documents period.
e. Closeout period.

5. Resubmissions: Clearly identified as such, with all changes made since the original submittal clearly marked.
C. Government's Review of Substantiation: Unless otherwise indicated, Government will make formal acceptance of substantiation submittals.
1. If a submittal is not acceptable Government will notify Contractor within 15 working days.
2. Allow minimum of 15 working days for review of major "end of period" submittals.
D. Substantiation Schedule: Prepare and maintain a complete schedule of substantiation items, showing:
1. Contents, for each item:
a. Anticipated and actual item, with Section and paragraph number and drawing identification, if any.
b. Action taken or other status.
2. Submission: To Government, a minimum of 30 days before products or materials covered by the submittal are furnished or installed.
E. Field Testing and Inspection: Perform all testing, observation, and inspection required by code and as specified.
1. Qualifications of Testing/Inspection Agencies:
a. Qualified and equipped to perform applicable tests/inspection.
b. Regularly engaged in testing and inspection activities on a commercial basis.
c. Independent of Contractor and his contractors' organizations.
d. Employed by Contractor directly.
e. Licensed to operate in the State in which the project is located.
f. Acceptable to Government.
F. Reference Standards: Where products or workmanship is specified by reference to a document not included in the Contract Documents, comply with the requirements of the document, except where more stringent requirements are specified.
TEMPORARY FACILITIES AND CONTROLS
A. New permanent facilities may be used during construction.
B. Erosion and Sediment Control: See Volume G.
C. Dust Control:
1. Exterior: Minimize raising dust, preventing dispersal of air-borne dust into atmosphere and over adjacent property.
D. Noise Control:
1. Outdoors: Limit conduct of especially noisy exterior work to the hours of 8 am to 5 pm.
E. Waste Control: Provide waste storage and removal as required to maintain site in clean and orderly condition.
1. Disposal of Waste Off-Site: Periodic.
F. Project Identification Signage:
1. Government will provide American Revovery and Reinvestment Act 2009 (ARRA) signage for the project.
2. No other signs allowed on site without Government's permission except those required by law.

G. Removal of Temporary Facilities, Utilities, and Controls: Prior to Substantial Completion; including clean up, restoration of existing facilities used to original condition, restoration of permanent facilities used to specified condition, and repair of damage.
PRODUCT REQUIREMENTS
A. See Section 111 for general requirements for product options and substitutions.
B. Provide Products that comply with Contract Documents, are undamaged and new at time of installation or are historically appropriate.
C. Provide Products complete with accessories, trim, finish, safety guards, and other devices and details needed for complete installation and intended use and effect.
D. Substitutions may be considered when Contractor becomes aware of a product or procedure that is more environmentally sensitive.
E. Provide interchangeable components of the same manufacturer, for similar components.
F. Use of asbestos or lead containing products is prohibited.
G. Product Selection:
1. Comply with specified industry standards.
2. Provide products in size, type, and quality indicated and specified, unless variations are accepted by CO in writing.
3. Provide products with capabilities, sizes, and performance ratings indicated and specified, unless variations are accepted by CO in writing.
4. Two or more products of the same kind shall be identical and by the same manufacturer.
H. Product Storage and Handling Requirements:
1. Transport and handle products in accordance with manufacturer's instructions, using means and methods that will prevent damage, deterioration, and loss, including theft.
2. Schedule product delivery to minimize long-term storage at Project site and prevent overcrowding of construction spaces.
3. Coordinate product delivery with installation schedule to assure minimum holding time for items that are flammable, hazardous, easily damaged, or sensitive to deterioration, theft, and other losses.
4. Deliver products to project site in undamaged condition in manufacturer's original sealed container or other packaging system, complete with labels and instructions for handling, storing, unpacking, protecting, and installing.
5. Promptly inspect shipments to ensure that products comply with project requirements, quantities are correct, products are undamaged, and properly protected.
6. Store and protect products in accordance with manufacturer's published instructions, with seals and labels intact and legible.
7. Store products subject to damage by elements above ground, under cover, in weather tight enclosure, with ventilation adequate to prevent condensation. Maintain temperature and humidity within range required by manufacturer's published instructions.
8. For exterior storage of fabricated Products, place on sloped supports, above ground.
9. Provide off-site storage and protection when Project site does not permit on-site storage or protection.

10. Cover products subject to deterioration with impervious sheet covering. Provide ventilation to avoid condensation or potential degradation of product.
11. Store loose granular materials on solid flat surfaces in a well-drained area. Prevent mixing with foreign matter.
EXECUTION
A. Work by Government: The Government will perform the following work, with its own forces or using other contractors:
1. Minor furnishings such as area rugs, floor mats, wall clocks, bulletin boards and scheduling panels, wall calendars, and small office appliances.
2. Movable office furniture (e.g. desks, chairs, and tables) unless specifically required herein or required in reference building requirements.
3. Vending machines and/or water coolers.
4. An exhibit Contractor will be hired by the Government to provide the following construction:
a. Bookstore movable furnishings such as shelves and display units.
b. Exhibit displays.
B. Services:
1. The Contractor or his Subcontractors shall possess and maintain, for the duration of this project, a state license as a general contractor in the State in which the project is located.
2. The Contractor shall provide supervision, labor, materials, equipment, tools, construction equipment and machinery, inspection, testing, start-up, water, heat, utilities, transportation, and other facilities and services necessary for proper execution and completion of the Work. All of the above items shall be supplied whether they are considered to be temporary or permanent and whether or not they are to be incorporated into the Work.
3. The Contractor shall have at least one qualified supervisor capable of reading, writing, and conversing fluently in the English language on the job site during working hours.
4. The Contractor shall perform all construction activities efficiently and with the requisite expertise, skill, and competence to satisfy the requirements of the Contract Documents.
Contractor shall at all times exercise complete and exclusive control over the means, methods, sequences, and techniques of construction, except that blasting will not be allowed by the Government.
5. The Contractor shall utilize Subcontractors who are duly licensed and qualified to perform the Work consistent with the Contract Documents. The Government may reasonably object to a Contractor's selection of any Subcontractor.
6. The Contractor is responsible for quality control of its own work and the work performed by its subcontractor and their sub-subcontractors.
7. The Contractor shall assume responsibility to the Government for the proper performance of the Work of Subcontractors and all acts and omissions in connection with such performance.
Nothing in the Contract Documents is intended or deemed to create any legal or contractual relationship between the Government and any Subcontractor or Sub-Subcontractor.
8. The Contractor shall coordinate the activities of all Subcontractors. If the Government performs other work on the Project or at the Site with separate contractors under the Government's control, the Contractor agrees to reasonably cooperate and coordinate its activities with those of such separate contractors so that the Project can be completed in an orderly and coordinated manner without unreasonable disruption.

9. The Contractor shall (during normal working hours, throughout the duration of the contract), promptly furnish information and provide reasonable facilities and access for obtaining information regarding; the character of the materials, condition of the work-in-progress, number of workers employed, their pay rate, time worked, inspection reports and tests results from sampling and testing laboratories, and similar information.
C. Construction Submittals
1. Master Submittal List: Submit Master Submittal List identifying all submittals required. Submit list at Program Confirmation Meeting. Identify each submittal by title and appropriate specification section. Sequentially number each submittal.
2. Transmit submittals with the Government furnished Submittal Form R3-124 (or approved equivalent), that will also be used as the document for approving or disapproving submittals.
Obtain written approval before items are ordered. Use a separate form for each broad category of material to avoid confusion, should a re-submittal be necessary.
3. Submit all submittals to the COTR, signed by the Contractor, indicating that they comply with the contract requirements. Submittals without the Contractor's signature will be returned without action.
4. Submittals may be submitted electronically in Microsoft Word, Adobe PDF, or Microsoft Excel formats.
5. General Submittal Content:
a. Submittals shall contain detailed product literature, shop drawings, material samples, and/or finish samples fully describing the items proposed for installation.
b. Conspicuously mark the item submitted to explicitly indicate the specific option, models, mechanical/electrical characteristics, trim styles, colors, sizes, etc. Annotate the submittal to cross reference to the mark numbers/group numbers shown on the drawings and/or specifications.
c. Explicitly and clearly indicate all features that differ from the contract requirements.
6. Material Certifications:
a. Submit manufacturer's certificate indicating material or product conforms or exceeds specified requirements. Submit supporting reference data, affidavits, and certifications as appropriate.
b. Certificates may be recent or previous test results on material or product, but must be acceptable to COTR.
7. Samples:
a. Submit exact product or material to be used.
b. Submit product sample of size specified and of sufficient size to clearly show the characteristics, integral parts, and attachment of the product or system.
c. Submit interior and exterior color and texture samples at one time for coordinated review by the COTR.
8. Submittals will be returned to the Contractor within 14 working days of the date received by the
COTR.
D. Do not enter, cross, infringe upon, or limit access to adjacent property without first obtaining written permission from the property owner.
E. Health and Safety:
1. The Contractor shall have the ultimate responsibility for safety on the project site, from issuance of the Notice to Proceed until final completion and acceptance of the Project by the Contracting officer.

2. Use of explosives is not permitted.
3. The Contractor is responsible for ensuring that all on site activities, equipment, and facilities constructed by the Contractor, subcontractor, or supplier, conform fully to the standards of the Department of Labor, Occupational Safety and Health Administration (OSHA) 29 CFR 1926 and 1910, and all DOI policies.
4. Removal, abatement, handling, and disposal of hazardous materials will comply with 29 CFR 1926 and state and local regulations.
5. Use physical barriers to prevent access to areas that could be hazardous to workers or the public.
COMMISSIONING
A. Comply with all LEED requirements for Commissioning.
B. Commissioning: Placing the project into full and proper operation, including starting and adjusting equipment and systems, functional performance testing, otherwise demonstrating compliance with Contract Documents, correcting defects, and obtaining permits.
1. Follow the recommendations of:
a. ASHRAE Guideline 1 - The HVAC Commissioning Process.
b. PECI Model Commissioning Plan and Model Commissioning Guide Specifications.
2. Prerequisites: Design criteria documentation and recording of all changes to Contract Documents.
3. Unless otherwise indicated, Contractor is responsible for all commissioning activities.
4. Commissioning activities may take place at any time after completion of the element to be commissioned.
5. All commissioning activities must be complete before the end of Closeout, unless specifically excepted.
6. Maintenance Manuals: Ready for use during applicable commissioning activities.
C. Functional Performance Testing: Test all functions of system, all components of system, and interfaces between systems, including all modes of operation, conditional controls, and reactions to emergency conditions.
1. Description in Commissioning Plan: Each function to be tested described separately.
2. Systems Composed of More Than One Item of Equipment: Individual components tested for proper operation and interconnection before beginning system testing (e.g. "point-to-point" testing).
3. See substantiation requirements in other Sections for specific items to be tested and tests required.
4. Testing Agency Qualifications: As specified in this section under Quality Requirements.
5. Government will witness tests and prepare defect reports.
6. Detailed test reports are to be by Contractor, showing test criteria, methods, and results.
D. Commissioning Plan: Prepare complete plan and schedule of all commissioning activities, including those by Government and code authorities; include all field tests and inspections, functional performance tests, demonstrations, and permit inspections and tests.
1. Contents: For each commissioning activity indicate:
a. Entity performing activity.

b. Prerequisites, such as type of design information required, prior testing, etc.; identify in schedule as separate tasks.
c. Functions to be tested or inspected.
d. Methods of test or inspection, conditions required, and other procedures; if methods are not specified, identify methods that will demonstrate compliance with Contract Documents with satisfactory repeatability by others.
e. Equipment required.
f. Results required.
2. Schedule commissioning activities at the optimum time, to avoid unnecessary uncovering of work, retesting due to inadequate preparation, and duplication of effort.
3. If desired, schedule may be incorporated into overall progress schedule or substantiation schedule, provided commissioning tasks can be reported separately from other progress information.
4. Submission: To Government; within 30 days after notice to proceed.
5. Updates: To Government monthly in hard copy.
E. Commissioning Reports: Submit a report for each commissioning activity that involves inspection, observation, or testing of construction, on a standard form that identifies the project.
1. Timing: Submitted within 7 calendar days after completion of the activity; for activities that are prerequisites for other activities to be witnessed by Government, satisfactory report submitted prior to start of witnessed activity.
2. Contents:
a. Identification of activity, including element/system involved, date/time.
b. Entity performing activity; other persons present.
c. Prerequisites required and accomplished.
d. Procedures or methods of testing.
e. Results required and results achieved.
F. Government-Conducted Commissioning Activities:
1. Government will review the commissioning process beginning during Preliminary Design and to perform the following commissioning activities:
a. Review of design criteria documentation for completeness.
b. Review of Contractor's commissioning plan and specifications.
2. Government, Government's staff, or consultants will perform the following commissioning activities:
a. Contract compliance review and construction deficiency assessment just prior to
Substantial Completion, including review of Contractor's quality assurance records.
b. Final compliance review prior to final payment.
CLOSEOUT SUBMITTALS
A. Maintenance Manuals: Assemble system design information, operation and maintenance data, and copies of warranties into manuals, organized by functional system (e.g. plumbing, HVAC, etc.) or material type (e.g. flooring, wall finishes, etc.) as appropriate using specification numbers where applicable.
1. Binders: 3-ring, D-ring, with hard cover, project title on spine, Table of Contents in each volume, and stiff dividers with labeled tabs; contents divided into logical binders not more than 3 inches thick.
2. Directory: Names, addresses, telephone numbers, of all design and construction entities, including subcontractors and suppliers, with names of products supplied.

3. Software-Operated Systems and Equipment: Detailed program documentation, a general review of the programming approach, description of use on this project, and description of possible user-modifications.
4. Drawings: Bound into manuals, folded to size of binder.
5. Product Listing: Manufacturer's brand name for each major product actually installed, in alphabetical order by generic product name, cross-referenced to specification numbers and Table of Contents of manuals.
6. Warranties: Photocopies of originals.
7. See Section X01 for additional requirements for contents of operation and maintenance data.
B. Project Record Documents: During construction maintain on site one set of all documents forming the contract, including drawings, recording all changes made by addenda, by formal modifications, and in performing the work, for Government's future reference.
1. Storage: Separately from documents used for construction, in location where they can be kept clean and safe from fire and damage.
2. Changes to be Recorded Include:
a. Actual measured locations (horizontal and vertical) of foundations and concealed utilities and appurtenances, referenced to visible permanent appurtenances.
b. Field changes of dimension and detail and details not on original documents.
c. Actual products used, in specification, with brand name or model number.
3. Submittal Copy of Drawings: All marks copied to a clean set of prints.
C. Spare Parts and Extra Materials: As specified for specific products; delivered to location on project site designated by Government; with receipt from Government.

A. Training: Perform training of Government's personnel in operation and maintenance of equipment, consisting of:
1. Training is required for all software-operated systems, HVAC systems and equipment, plumbing equipment, electrical systems and equipment, conveying systems, and other electrically-operated equipment.
a. Provide supplemental training within 6 months for operations that are seasonal in nature.
2. Instruction in operation, control, adjustment, shut-down, servicing, troubleshooting, and maintenance, for each equipment item for which training is specified.
3. Instruction in care, cleaning, maintenance, and repair of materials, for:
a. Each item for which training is specified.
b. Roofing, waterproofing, other weather-exposed or moisture protection products.
c. Finishes, including flooring.
d. Fixtures and fittings.
e. Items as specified in other Sections.
4. Major Software-Operated Systems: Training by software manufacturer at their facility for minimum of one Government staff members, with take-home training materials.
5. Training Location: If not otherwise specified, conduct training in a classroom on site.
6. Minimum Qualifications of Trainers: Knowledgeable about the project and the equipment and trained by the manufacturers.
7. Maintenance Manuals: Ready for use in training.

OPERATION AND MAINTENANCE
A. Operation and Maintenance: Contractor is responsible for the following:
1. Preparation of maintenance plan for Government's use, including description of maintenance activities, tools, and supplies required.
2. Periodic maintenance service as specified, for one year from the date of Substantial Completion, for the following:
a. Roofing.
b. Elevators.
c. Doors, windows, and related hardware.
d. HVAC equipment.
3. Services will be included under Contractor's contract with Government.
4. Maintenance Services: Examination at frequency consistent with reliable operation; cleaning, adjusting, and lubricating; replacement of parts whenever required, using parts produced by the original manufacturer.

SECTION 1
PROGRAM SUMMARY
BASIC FUNCTION
A. Project: This project is for development of a 75 acre tract of land that consists of overall site development to include headquarters/visitor operations, maintenance operations, sidewalk/trail from parking areas to visitor center, visitor parking, staff parking, with ancillary roads, sidewalks, and trails. It shall also include wells, wastewater treatment, and stormwater management.
SPACES
A. Interior Spaces: The project includes spaces of the following types:
1. "Customer" Contact (SP1 Spaces): Spaces where the occupants meet the public or their customers, including reception desks, display areas, exhibit spaces, point-of-sale workstations, and customer service desks.
2. Occupant Work (SP2 Spaces): Spaces intended primarily for one worker, including offices and open-office cubicles.
3. Equipment Utilization (SP3 Spaces): Spaces where more than one person may use common equipment, including copier rooms, work rooms, computer rooms, and mail rooms.
4. Assembly (SP5 Spaces): Spaces without fixed seating, including library reading rooms and multipurpose rooms.
5. Meeting and Instruction (SP6 Spaces): Spaces for conference rooms and classrooms.
6. Occupant Services (SR Spaces): Spaces for toilets, showers, changing and dressing, and eating.

3. Outdoor Storage (SS Spaces): Open-air spaces for storage, including material storage yards and equipment lots.
4. Outdoor Building Services (SU1 Spaces): Spaces for trash collection, trash removal, maintenance equipment storage, and delivery and loading.
5. Outdoor Utility Equipment (SU2 Spaces): Dedicated spaces for outdoor elements of water and drainage, heating and cooling, electrical power, and telecommunications services.

PROJECT PROGRAM
THE PROJECT PROGRAM CONSISTS OF THE FOLLOWING:
A. Background Information
B. Program Narrative.
1. General: Proposed funds for construction of Headquarters/Visitor Center and associated are X.
Funds will cover the Headquarters/Visitor Center Building. It also includes construction including site work, access routes, visitor parking and staff parking. Design should include all portions of the project.
2. Design goals relating to image and character:
a. Headquarters/Visitor building shall be single-story or two-story with daylighted basement and full-height windows.
b. Natural looking stone accents should be incorporated into the foundation and into other elements of the building and site. The stone selected shall be the type that is indigenous to this area. The building should have a standing seam metal roof. It may be slab on grade or have an accessible basement.
c. The interior of the visitor portion shall be a mixture of high vaulted ceilings and nine foot high ceilings.
d. The headquarters shall have primarily nine or ten foot high ceilings with operable windows.
e. There is no basement required as part of this project.
f. There is no elevator or other conveyance system required as part of this project.

3. Function:
a. Green Architecture: Minimum requirements for the Headquarters/Visitor Center are for
LEED Silver certification. Utilize items such as sustainable materials, geothermal HVAC system, energy efficient light fixtures, high performance low-E windows, rainwater harvesting systems for flushing toilets, and recycled and recyclable materials.
b. Accessibility: Headquarters/Visitor Center and maintenance operations with ancillary roads, parking, sidewalks, and trails will be in full compliance with the Architectural Barriers Act
(ABA).
c. Fire Code: The facility shall comply with NFPA 101.
d. Lighting: Construct the building(s) with nine or ten foot ceilings so indirect cove or suspended lighting and accent lighting can be used as much as possible. In the headquarters portion, indirect lighting would provide the greatest benefit to the staff.
4. Performance:
a. LEED "silver certified": third-party verification that a building or community was designed and built using strategies aimed at improving performance across all the metrics that matter most: energy savings, water efficiency, CO2 emissions reduction, improved indoor environmental quality, and stewardship of resources and sensitivity to their impacts.
b. Materials and construction methods selected for low maintenance, operation, and life-cycle costs.
5. Project Completion:
a. All construction shall be completed and finalized for "turn key" operation by TBD.
C. Mission Statement.
1. Mission Statement has been deleted.
2. The offeror shall understand that the overall site is adequate for the proposed facilities with a maximum topographic difference of 10-feet uniform across the entire site. There are no unusual site issues that would preclude a relatively flat site for sheet flow runoff only.
3. Site Elements:
a. Parking Spaces:
1) 40 - 50: Visitor automobiles (paved)
2) 12: Staff automobiles (paved), near Visitor/Admin Building.
3) 2: Tour/School buses (paved)
4) 3: RV/automobiles with trailers (paved)
5) 50: Overflow parking (native grass)
6) Staff parking at Maintenance / Equipment Storage Buildings.
b. Develop historic, native habitats focusing on sand prairie in the vicinity of the Visitor

Center/Headquarters Building.
c. Provide geothermal heat-pump system as primary heating/cooling for all major buildings where conditioned air is required.
d. Provide 4-foot wide strip of landscaping river rock on separation fabric around the building perimeter
e. All buildings should have consistent visual elements and complement the site and each other.
f. Gathering area with four (4) benches near the front of the Visitor Center/Headquarters
Building.
g. Patio/deck with four (4) benches at rear of Visitor Center for wildlife viewing and as trail access.
h. Plan Visitor Center/Headquarters Building to optimize views . Plan public spaces for optimum wildlife viewing opportunities.
i. Plan site so wildlife observation areas and walking trails highlight both river views and east side bluff views.
j. Restrooms(s) for day and after hours use.
k. Furnish and install an exterior kiosk that is within close proximity to the buildling's entry gathering area.
l. Provide four (4) bike racks.
m. On-site septic treatment.
n. Parking lot and sidewalk entry lighting (low level) to prevent light pollution (dark skies).
o. Possible gray water re-use system or rainwater collection for flushing toilets and urinals.
p. Provide area for Environmental Education Building with water and electricity (Building design already exists).
q. Existing high capacity well shall also be used as a source of water supply for the community in providing fire protection for other structures XXX
r. One exterior hi-lo drinking fountain, fountain may be detached from the building if better addresses visitor use issues.
s. Snow/ice guards protecting all perimeter areas from falling ice and snow.
3. Headquarters & Visitor Center - Interior
a. Electrical Room

c. IT Room (Telecom Room)
1) Contractor shall provide and install all boxes jacks and cables and terminated in IT room. Again one or two large empty conduits in addition to the conduits requried for the phones, elevator, alarm system and HVAC systems shall be installed by the contractor from the IT room to the exterior of the building.
2) Refuge will supply and install phone system.
3) Refuge will supply and install computer server.
d. Circulation Space
e. Window Treatments:
1) Contractor shall provide window treatments throughout the building.
2) Wood blinds shall be provided if architecturally correct.
3) Room darkening shades shall be provided in the conference and class rooms if primary shades are unable to achieve total darkness.

f. Trash receptacles:
1) Contractor shall supply and install semi-recessed trash receptacles in all restrooms.
2) Staff restrooms shall have a combination trash and towel dispenser.
3) All restrooms shall have efficient hand dryers.
g. Office Furniture: Refuge shall provide all individual office furniture, files, and area rugs.
h. Office Casework: Contractor shall provide and install office reception desk, mail room, copy room, work room, file room closet, locker room, etc.
i. Do not provide a central electric clock system.
4. Visitor Space - Interior:
a. Reception desk and sales transaction area:
1) Fixed storage for brochures, files, reference books, field guides, and office supplies.
2) Computer work station.
3) Ability to operate AV program from behind reception desk.
4) Distinct counter area for bookstore cash register/sales area, but configured so one person can staff both the reception and sales areas.
5) Shall also function as reception desk for Headquarters administration/office..
6) Contractor shall provide the desk and all casework including a dimming system for the video theater and exhibit lighting.
b. Entry, gathering, and seating area:
1) Floor shall be quarry tile, stained concrete or other low maintenance, durable material.
2) Audio system for nature sounds.
3) Contractor may provided a fireplace or similar enhancement to meet LEED certification or aesthetic requirements.
c. Public address system for exhibit room, lobby, restrooms and exterior gathering areas.
d. Direct visual connection between front door and rear of building using doors and/or windows. Should entice visitors to explore surrounding area.
e. Video Alcove/Theater viewing area suitable for 10 people seated on benches with additional space for wheelchair access.
1) Contractor shall provide finishes for walls, floor, and ceiling.
2) Contractor shall provide communication wiring rough-ins between the Video Alcove and reception desk including large junction boxes and appropriate cover plates (in the ceiling, on the opposite wall, and floor of the Video Alcove area), and large conduit with appropriate pull-junction boxes for future runs of communication wiring. Junction box and conduit termination at the reception desk shall be determinedd after contract award.
3) Wall sconces and a few recessed ceiling lights should be connected to a dimming system that is operable from both the Video Alcove and the reception desk.
4) The exhibit contractor will provide the projection camera or flat screen TV and benches for this room.
f. Operable windows throughout, except for exhibit area.
g. Provide easy access to trails from inside building.
h. Bookstore/Gift Shop area that can be secured after hours.
1) Bookstore/Gift Shop with electric gate(s) to secure the bookstore when the Visitor Center is open and the Bookstore is closed.
2) Friend's Office and Bookstore Storage Room should be adjacent.
3) Contractor to provide lighting, receptacles, wall, floor, and ceiling finishes and electric gate(s).
4) Exhibit Contractor/Bookstore Designer provides theme casework/shelves and glass-front free-standing refrigerator (cooler) for beverage sales.
5) Refuge/Friends group provides the cash register, credit card machine and computer.
i. Public restrooms for 1-100 visitors a day with a typical peak use 75 - 95 persons.
Plumbing code for 1 - 100 visitors:
1) Men: 1 toilet, 1 urinal, 1 sink (recommended, 2 urinals and 2 sinks), baby changing

2) Women: 3 toilets, 1 sink (recommended, 2 sinks), baby changing area.
3) Drinking fountain: ADA highand low (one required by plumbing code.
j. Janitors closet with mop sink.
k. Exhibit area with adequate wall space for exhibits.
1) Non-operable windows can be included, but should be more than 12 feet above the floor.
2) Include adequate space for traffic flow.
3) Flooring: tile/terrazzo/decorative concrete/linoleum and/or carpet.
4) Abundant electrical outlets to provide flexibility for exhibit layout options.
5) Contractor needs to build out and finish empty spaces for exhibit construction by others.
6) Contractor shall provide lighting, (both for cleaning and exhibits); lighting system shall be connected to reception desk dimming system; contractor shall provide wall, floor, and ceiling receptacles; contractor shall provide wall, floor, and ceiling finishes.
7) Exhibit contractor shall design and install exhibits and any necessary furniture for lobby seating.
l. Multi-purpose room for visitor orientation, videos, classes and lectures for 75 adults or children seated in chairs:
1) Room shall have a folding partition to divide the room into two spaces. Adequate area shall be developed for a podium.
2) Chair/table storage closets.
3) Counters along one wall with a sink, microwave, dishwasher, large side by side refrigerator/freezer (25 cu ft minimum), and numerous storage cabinets.
4) Eco-friendly, durable floor covering.
5) Audio/visual equipment closet.
6) Storage for educational materials.
7) Wiring for ceiling mounted audio/visual equipment, speakers, and screens.
8) Operable windows.
9) Doors providing direct access to outdoors.
10) Contractor shall provide the white boards and or electric projection screens. In addition, provide two ceiling mounted projection cameras, computer connections for "Power Point" presentations, two cd players, etc., per the provided reference building, XXXX Visitor Center & Headquarters plans and specifications. From the AV room back to the IT room, the contractor shall install two large empty conduits (for future satellite television or new technologies that are developed over the life of the structure).
11) Contractor shall provide two (2) ceiling mounted projection cameras, computer connections for "Power Point" presentations, two cd players, etc., per the provided reference building, XXXXX Visitor Center & Headquarters plans and specifications.
12) From the AV room back to the IT room, the contractor shall install two (2) large empty conduits (for future satellite

d. Twelve offices for staff, sized according to the Tables below. Each individual office will include:

2) Lockable doors only in Refuge Manager's and Law Enforcement Officers' offices.
3) Operable windows.
4) Full-glass door and glass side panels.
5) Electrical, phone and data outlets.
e. Volunteer office/workroom with four (4) small lockable lockers for four (4) workers.
f. Toilet Room Area:
1) One Men's single user restroom.
2) One Women's single user restroom.
3) Drinking fountain, ADA high and low (one required by plumbing code).
g. Conference Room for 16 persons.

2) Pre-wired for satellite video, DVD, computer presentations using a ceiling-mounted projector with controls located at the front of the room.

4) Contractor shall provide casework, cabinets, white board and or electric screen overhead camera with remote controls, computer connections, and DVD player. Two large empty conduits shall be run from the IT room to the conference room for future use.

h. Break Room/Lunch Room for staff:
1) Sink and counter space for food preparation and kitchen appliances.
2) Microwave, dishwasher, and side by side refrigerator/freezer
3) Built-in containers for trash and recycling.
4) Countertops and cabinets for storage.
5) Located on main staff/visitor level.
i. Secured storage closet with access only through Law Enforcement Offices (evidence, safe,etc.).
j. Locker and shower room (separate men's and women's)

l. Workroom to include:
1) Map storage/case flat files.
2) GIS mapping/plotting area.
m. Areas for:
1) Reference books/bookcases.

D. Area Requirements.
1. Headquarters/Visitor Center Unified Design and Cost Model:
a. A space and cost estimating tool was used to provide specific information about building requirements for the Headquarters/Visitor Center Building.
b. Size: Total proposed building 11,801 square feet (SF). This includes approximately 7,000
SF for the visitor center and associated public spaces and 4,795 SF for the headquarters/ office space.
c. Configurations for the File Area, Fax/Printer/Mailroom and Workroom areas are flexible, as long as square foot requirements are met.
