Amendment 2; Attachment 1

Multiple-Award Task Order Contracts (MATOC)/Indefinite-Delivery, Indefinite-Quantity (IDIQ) contracts for Design-Build Construction Services for the continental US and Hawaii in any state or US territory for the Department of Interior (DOI)

Questions and Answers Amendment 2

1. Amendment SF1442 shows the checked box for not extending the bid due date. Later in the amendment it states a revised due date of 6/30/21. Can you confirm the proposal due date?

Response: Proposal due date has now been extended to July 9, 2021 at 5:00 PM ET.

2. Reps and certs do not show to be required in Phase 1, but they are included in Section K of the solicitation. Can you confirm if reps and certs should be submitted in Phase 1 of the proposal.

Response: If reps and certs are not completed in your SAM registration then yes, they must be included with the Phase 1 proposal. If reps and certs are completed in your SAM registration, then they do not need to be included in the Phase 1 proposal.

3. Evaluation Factor 2 requires at least one project in which the general contractor and the designer of record both worked. Does the proposed Designer(s)-of-Record have to be architects? We have civil projects where the DOR was a civil engineer and maintenance and repair D/Bs which only required MEP design. Can we propose MEP, Civil, and Structural Engineers as DORs along with architects for this RFP?

Response: Yes. Offerors can propose MEP, Civil, and Structural Engineers as DORs along with architects for this RFP?

4. Will a JV agreement be needed if an offeror is proposing as a JV? I do not see anything in the RFI’s or in the documentation to indicate as such.

Response: Submit with Phase 1 submission. Sections L & M have been revised to include this as a submission item in Phase 1. For any teaming, partnerships, or joint ventures, offerors shall comply with any SBA requirements and/or FAR Subpart 9.6.

5. For Evaluation Factor 2 it is stated “At a minimum 1 of the examples provided shall be a project on which the general contractor and the designer-of-record both worked, regardless if they were design-build projects.” Q: My company has completed D/B projects which we were both the General Contractor AND the DOR for the Federal Government. Does this meet the criteria which both the GC and DOR worked?

Response: Yes.

6. For Phase I submission, do we need to fill in any info on Line 17 of SF1442 (Amounts) or on page 3 of 59 price schedule?

Response: No. Do not submit pricing with Phase I.

7. For Phase I submission, do we need to include the location factor spreadsheet? Or is this included in Phase II?

Response: No. Do not submit pricing with Phase I.

8. Q&A question 14/39 asks if offerors may include more than one designer as part of the team and the answer was yes. Is this required or is one designer sufficient?

Response: This is not required. One designer is sufficient.

9. Q&A question 34 asks if proof of bondability statement letter acceptable to submit.

Please confirm this is in Phase II submission and not Phase I.

Response: Correct. Statement of Bondability is only required for Phase 2.

10. Q&A question 43 asks if teaming agreements will be accepted to propose on the project.

Is this required in Phase I?

Response: Submit with Phase 1 submission. Sections L & M have been revised to include this as a submission item in Phase 1. For any teaming, partnerships, or joint ventures, offerors shall comply with any SBA requirements and/or FAR Subpart 9.6.

11. Revised Sections L & M indicate similar work is defined as “Similar work is defined as follows: • Vertical Construction – Administrative buildings, educational buildings, housing/bunkhouses, visitor centers, etc. • Horizontal Construction – Roads, sewer lines/waterlines, power and communication, etc.” Please confirm that training facilities (such as range facilities) that included multiple buildings and extensive sitework will be considered relevant, as they demonstrate similar construction methods and features (trails, landscaping, multi-purpose facilities for education/training), even if the facilities are utilized for different purposes.

Response: Yes, these projects would be considered relevant.

12. One concern I have is our capacity to handle any of the projects in the $20M range.

Would a contractor be considered for an award even though they have not had projects of that magnitude?

Response: Typical Task Order Range will be from $500K to $2M with few up to $20M respectively. Projects submitted within this range would be acceptable.

13. Does DOI require all companies to have a bonding capability up to the sample project?

Or is there any understanding that a company is expected to bid on only those projects for which they can secure bonding?

Response: Bonding capability has been amended. Offerors shall have a minimum single project bonding capability of $1M.

14. On Past performance, most of our Federal Clients will not provide references, can we add our CPAR ratings to the Past Performance Questionnaires.

Response: Please see revised Sections L & M posted with Amendment 1.

15. Reference Section H, paragraph H.1: The clause requires a fulltime Project Manager to be present “On-Site” until the project is accepted. Is the intent of this clause to have a fulltime Prime Contractor supervisor/superintendent on site or a Project Manager?

Response: The intent is to have Project Manager or Site Superintendent on site fulltime. For the purpose of this requirement the terms Project Manager and Site Superintendent is used interchangeably.

16. Can the proposal be provided in zip form, or do you want individual files to be submitted?

Response: Zip form is acceptable.

17. There is a new file, Design_Build_Location_Factor_Spreadsheet_0001.xlsx. Is this part of the Phase 1 submission, or is it part of the Phase 2 submission?

Response: This is part of Phase 2 submissions. Do not submit with Phase 1.

18. For Phase 1: Can you confirm that the only Sample Project-related part of our submission is for our (Factor 1) Technical Approach?

Response: Correct. Amendment 1 expanded Phase 1 – Evaluation Factors 2 & 3 to cover horizontal and vertical construction and not specifically projects related to the sample project.

19. Can the Government please confirm that a Table of Contents can be included with the proposal volume, and if so, confirm that this TOC is outside of the allotted page count for the entire volume?

Response: See Section L. Table of Contents has no page limitation.

20. For Recent, Relevant Experience L.3.1.11 and M.2.3, can the Government please confirm that the recency requirement of “completed within the last 5 years” means calendar years (2016 completion date)?

Response: Correct. Use of calendar years are acceptable.

21. Please confirm that subcontractor and/or designer experience can be included in the Recent, Relevant Experience factors?

Response: Correct.

22. Please confirm that the Completed Geographical Location Selection Form is to be submitted as a separate Excel file and not included in the proposal volume?

Response: Either is acceptable.

23. Our firm holds PE licenses in many states. As a result, we can select a large number of geographical locations. Many of these PE licenses enable us to have “reciprocal” status or minimal testing/administrative requirements to acquire additional licenses in other states. Does our Phase 1 or Phase 2 proposal submissions require proof of a registered engineer in our selected geographical locations (states)? Or is this intended to be a requirement to be awarded an individual Task Order award, but not necessarily the MATOC itself?

Response: This shall be provided in Phase 2 – Evaluation Factor 3.
