The Army Research Directorate (ARD) at the Army Research Laboratory (ARL) requires one (1) Phase Noise Analyzer to support research in Radio Frequency (RF) photonics.
Specifically this Phase Noise Analyzer will be used to measure the phase noise and Allan deviation (ADEV). The contractor shall provide one (1) Phase Noise Analyzer that includes the following minimum specifications of the Government:
1. Measures the phase and amplitude noise spectra, as well as the Allan Deviation (ADEV) and Modified Allan Deviation (MDEV) of an input RF signal with respect to a user-provided reference signal.
2. Accepts an input RF signal from a frequency range including one (1) Megahertz (MHz) – 200 MHz, regardless of the frequency of the user-provided reference signal.
3. Accepts a user-provided reference signal from a frequency range including one
(1) MHz – 200 MHz, regardless of the frequency of the input RF signal.
4. Accepts input RF and user-provided reference signals from an amplitude range including zero (0) decibel-milliwatts (dBm) to positive (+) 15 dBm.
5. Measures the phase and amplitude noise spectra of the input RF signal for Fourier frequencies including the range one (1) Hertz (Hz) – one (1) MHz.
6. Measures the ADEV and MDEV of the input RF signal for averaging times including the range one (1) second – 10,000 seconds.
7. Accepts two (2) user-provided reference signals concurrently, so that their phase noise contribution can be reduced by cross-correlation.
8. Has a residual phase noise spectral floor equal to or below the following levels: - 120 decibels relative to the carrier (dBc)/Hz at (@) one (1) Hz, -130 dBc/Hz @ ten (10) Hz, -140 dBc/Hz @ 100 Hz, -160 dBc/Hz @ one (1) Kiloherz (kHz), -170 dBc/Hz @ ten (10) kHz, -170 dBc/Hz @ 100 kHz, -170 dBc/Hz @ one (1) MHz.
9. Has a relative ADEV measurement floor of less than 10^-13 at one (1) second and 5x10^-16 at 1000 seconds.
