Salient Characteristics
Commercial Availability Certification:
I have evaluated the commercial marketplace and determined that all of the salient characteristics documented below are available in products/services offered in the commercial marketplace.

Technical Point of Contact (TPOC) or Contracting Officer’s Representative (COR)
The contractor will provide a 24 channel Multi-channel measurement systems (MMS) with the following specifications:
· Each of the 24 Channels shall be used to characterize the performance of a single clock signal with an oscillating frequency between one (1) and 13 mega hertz (MHz) and produces a output of one (1) pulse per second (PPS) signal.
· The MMS shall have a modular design, i.e., measurement channels can be added or removed from the MMS chassis simply by adding or removing a standard module.
· A single standard module shall contain a maximum of four (4) channels.
· The MMS shall be able to characterize three (3) different frequencies simultaneously.
· The MMS shall measure the phase difference between a reference radio frequency (RF) signal and all measurement channels on a single standard module.
· From the phase difference measurements, the contractor shall provide a means of calculating the nominal time differences between the reference RF signal and each of the 24 measured channels.
· Time difference measurements shall have a resolution of less than 100 femtoseconds.
· The MMS shall have an input port that accepts an accurate reference RF signal, e.g., a reference signal taken from a Cesium 5071A atomic clock. The RF reference signal nominally operates at ten (10) MHz and output a one (1) PPS timing signal.
· The MMS shall have the following noise performance specifications:
· Less than 1 x 10^-12 at five (5) MHz (Allan Deviation, 1s)
· Less than 5 x 10^-13 at ten (10) MHz (Allan Deviation, 1s)
· The dimension of the MMS shall not exceed 17 inches by 17 inches by 24 inches, and the MMS shall be capable of being rack mounted into a 19-inch enclosure.
· The MMS shall be capable of storing three (3) years of one-second time deviation data onboard the MMS unit.
· The MMS shall include hardware & software that interfaces with the MMS unit using a personal computer.
· The software shall provide tools to produce Allan Deviation plots, compute phase noise, and evaluate the frequency accuracy of the RF signals under test.
· The software shall be able to capture and compute these measurements at any point in time the RF signals are under test.
