Salient Characteristics

Commercial Availability Certification:

I have evaluated the commercial marketplace and determined that all of the salient characteristics documented below are available in products/services offered in the commercial marketplace.

Signature (typed name): Kevin C. Cox Technical Point of Contact (TPOC)

The Army Research Laboratory (ARL) requires one (1) Phase Noise Test Analyzer Device with the following salient characteristics.

1) Must have a carrier Input Range: 1 MegaHerz (MHz) to 40 GigaHerz (GHz)

2) Must have an offset range: 0.01 Herz (Hz) to 100 MHz

3) Must reach phase noise sensitivity within 5 decibels (dB) of best low-noise (LN) performance indicated in attached plot “sensitivityReq.pdf”, while using cross-correlation with an internal frequency reference (attachment plot “sensitivityReq.pdf”). Nominally -180 decibels relative to carrier per Herz (dBc/Hz) for 10 MHz carrier (1 MHz offset) and -140 dBc/Hz for 40GHz (1 MHz offset)

4) Must deliver, with device, measured phase noise consistent with above requirements, and data plot of measured SSB phase noise versus offset frequency for a 10 MHz carrier and 40 GHz carrier

5) Must have input impedance of 50 Ohms

6) Must be capable of plotting Allen Deviation, single-sideband (SSB) Phase Noise, and Amplitude Noise

7) Must have cross-correlation phase noise mode, internal and external reference capability

8) Must have a stand-alone module (may connect to external windows/mac personal computer and monitor for monitor/interface purposes)

9) Must provide a full Specification Sheet included with device Contracting Officer:
