Overall Project Objectives
The overall objective of this Project is to deliver a plan to improve Wilton Area roadways, making them safer, more reliable, and resilient to future climate risks for all users.
The Project will result in a detailed analysis and review of alternatives to improve the resiliency of the transportation network in the Project area. The analysis will review floodplain, hydrology, and stormwater data as well as historic evacuations to understand the short-term and long-term implications on the Project area’s roads. Natural hazards and risks will be identified in the Project area and a priority ranking system for improvements will be developed. The Project aims to implement proven, nature-based, and cost-effective solutions that address localized flooding, including construction of bioswales, increasing drainage ditch depths, and/or armoring slopes.
Solutions will be considered and evaluated for eliminating flooding of the transportation network, keeping evacuation routes open, and/or shoring roadways in a manner that minimizes flood damage, returning them to service immediately once flood waters have receded. The goal for the Project is to better protect the public from the dangers of flooded roadways and maintain the integrity of the area's evacuation network for all emergencies, including wildfires, which are common in the region.
Active transportation facilities will also be considered and evaluated to increase mobility and transportation options in the area where none currently exist. This will enhance safety for bicyclists and pedestrians utilizing the roadways and encourage mode shift for this under-resourced community.

RE: Support Letter for the Wilton Area Roadway Resiliency Project Grant Application
I am writing to express my support for the Sacramento County Department of Transportation
Wilton Area Roadway Resiliency Project (Project) application to the California Department of
Transportation’s (CalTrans) FY 2025-26 Sustainable Transportation Planning Grant Program.
The Project involves developing a Resilience Improvement Plan to address significant challenges posed by seasonal flooding and wildfires in Wilton and the surrounding area of this rural community that I represent in the Sixth District in the California State Senate. This Project will include analysis of environmental issues related to flooding and wildfires and conceptual designs for roadway and bridge improvements, ensuring that the local evacuation network can withstand severe weather events and preserving emergency evacuation routes.
Severe weather in 2022 and 2023 caused devastating flooding in the Wilton area, resulting in submerged roadways, disrupted evacuation routes, and tragic loss of life. This Project will incorporate critical improvements, including enhanced drainage systems and nature-based solutions, to prevent such outcomes in the future. Sacramento County is taking proactive steps to protect its residents by preserving infrastructure and making improvements that will bolster the effectiveness of local streets and evacuation routes.
I strongly support the $4 million funding request for the Wilton Area Roadway Resiliency Project through the California Department of Transportation Sustainable Transportation Planning Grant
Program. Thank you for your consideration and your continued commitment to supporting projects with provide critical infrastructure improvements that contribute to the quality of life and potentially lifesaving needs of this rural community in Sacramento County. If you need further information, please contact my Roseville District Office at (916) 772-0571.
Sincerely, ROGER NIELLO
Senator, Sixth District

The Honorable Tony Tavares
Director
California Department of Transportation

Dear Director Tavares, I am writing to express my support for the Sacramento County Department of Transportation’s application to the California Department of Transportation’s FY 2025-26 Sustainable Transportation
Planning Grant Program for the Wilton Area Roadway Resiliency Project. This is a vital project for my constituents that will enhance the safety, resiliency, and accessibility of Wilton, California, and the surrounding region.
The Wilton Area Roadway Resiliency Project will develop a Resilience Improvement Plan to address the significant challenges posed by seasonal flooding and wildfires in this rural unincorporated community.
This Plan will include climate impact analysis, environmental screening, and conceptual design for roadway and bridge improvements, ensuring that the local evacuation network can withstand severe weather events and preserve emergency evacuation routes.
Severe weather patterns in 2022 and 2023 caused devastating flooding in the Wilton area, resulting in submerged roadways, disrupted evacuation routes, and tragic loss of life. This Project will incorporate critical improvements, including enhanced drainage systems and nature-based solutions, to prevent such outcomes in the future. Sacramento County is taking proactive steps to protect its residents, preserve infrastructure, and enhance climate adaptation strategies by bolstering the resiliency of local streets and evacuation routes.
The Project also supports sustainability and transportation equity, incorporating bicycle lanes that will reduce greenhouse gas emissions while providing transportation options for community members without access to personal vehicles. These enhancements align with state and regional climate goals and ensure equitable access to safe and reliable transportation for all residents while also reducing vehicle miles traveled.
I support Sacramento County’s Wilton Area Roadway Resiliency Project, and I urge you to give this project your full and fair consideration, consistent with applicable law, rules, and regulations. The Wilton
Area Roadway Resiliency Project is a model for forward-thinking infrastructure planning, addressing immediate needs while preparing for long-term climate resilience.

The Honorable Tony Taveres Director, California Department of Transportation (CalTrans) 1120 N Street Sacramento, CA 95814
Dear Director Taveres:
I would like to express my support for the Sacramento County Department of Transportation’s (DOT) Wilton Area Roadway Resiliency Project application to the California Department of Transportation’s FY 2025-26 Sustainable Transportation Planning Grant Program. This project represents a critical step in enhancing the safety and accessibility for the City of Wilton’s roadways.
Severe weather patterns in 2022 and 2023 caused devastating flooding in the Wilton area, resulting in submerged roads, disrupted evacuation routes, and tragic loss of life. This project would develop a “Resilience Improvement Plan” to address the significant challenges posed by climate change and includes climate impact analysis, environmental screening, and conceptual design for roadway and bridge improvements. In doing so, the local evacuation network could be ensured to withstand future severe weather events and preserve emergency evacuation routes.
Furthermore, this project prioritizes sustainability efforts and transportation equity. It seeks to incorporate bicycle lanes to reduce greenhouse gas emissions while providing transportation options for community members without access to personal automobiles. These enhancements align with state and regional climate goals and ensure equitable access to safe and reliable transportation for all residents and lowering vehicle miles traveled.
As Senator for California, this project would offer great progress in protecting my constituents from on-going climate incidents not only in the City of Wilton, but the county-at-large. I urge that you give the Sacramento Department of Transportation’s application full and fair consideration.
