PERFORMANCE WORK STATEMENT (PWS)

RECOVERY/RECYCLING OR DISPOSAL OF

SHIPBOARD AUTOMATIC CHEMICAL AGENT DETECTION ALARM

August 2022

I. DESCRIPTION OF SERVICES

1. Scope: The Shipboard Automatic Chemical Agent Detections Alarm (SACADA); this alarm system has been phased out of the DOD supply system. The SACADA contains a radioactive foil source, Americium 241 (241Am) for the purpose of chemical agent identification. Information concerning this device can be found in the US NRC Registry of Radioactive Sealed Sources and Devices, Number NR-0504-D-816-S. It should be noted none of the SACADA Cell devices are suspected of being exposed to or contaminated with chemical agents. The contractor shall provide all labor, equipment, and materials necessary to Recover/Recycle or Disposal, now referred as disposition, of SACADA CAD Cells. Any non-radioactive materials, i.e. plastic or metal, deemed recyclable by the contractor can be recycled or disposed without regard to government approval.

a. Description of items in this scope of work is described below:

- CAD Cells containing not more than 100 microcuries (µCi) of Americium 241 per cell

- Total Quantity – 921 each

1.1 Program Management

a. Items for Disposition:

1. The USAF will provide 921 each SACADA Cells each containing no more than 100 µCi of 241Am.

2. The Air Force Radioactive Recycle and Disposal Office (AFRRAD) will remove all SACADA Cell Source Holders from their respective Source Housings

3. AFRRAD will provide an inventory of the SACADA Cell Source Housings that includes the serial number, initial radioactivity and date of manufacturing of each SACADA Cell

4. The USAF will provide for transportation to the designated contractor facility.

b. Contractor provided items

1. The contractor shall provide all labor, equipment, and materials necessary for the disposition of 241Am and/or any precious metals obtained from SACADA Cells Source Holders.

2. The contractor, upon receipt of the shipment, will take possession of 921 SACADA Cell Source Holders. Upon receipt of the shipment the Air Force will be relieved of all future responsibility for the radioactive sources.

3. Contractor shall provide to the USAF, subsequent to receipt and inventory of the shipment contents, documentation verifying the quantity of SACADA Cell Source Holders received.

1.2 Regulatory

a. Before award the contractor shall electronically submit a valid United States Nuclear

Regulatory Commission (US NRC) or current Agreement State license and any renewal documentation, if expired, to the AFFRAD office, 88 CEG/CEIEC, Wright- Patterson AFB, OH in order to meet minimum government requirements and be eligible for award.

b. In this Performance Work Statement (PWS) the term disposition applies to non-inherently governmental services to recover/recycle or dispose, at the discretion of the contractor, of SACADA Cell Source Holders. The contractor is responsible for compliance with all current environmental laws and regulations (local, state and federal). Regulations, licenses and permits issued by the US NRC, US EPA, Department of Transportation (US DOT) and the Department of Homeland Security must be used to comply with, if applicable.

1.3 Shipments

a. AFRRAD will coordinate with the contractor at least 15 days prior to shipment to obtain the necessary packaging and shipping containers

b. AFRRAD will coordinate with government agencies to obtain a carrier, at the governments expense, for the transportation of 921 SACADA Cell Source Holders to the contractor’s facility

c. AFRRAD will inform the contractor with an estimated shipment arrival date at the contractor’s facility.

1.4 Recordkeeping –

All contractor provided services shall comply with mandatory US NRC recordkeeping.

II. WORKLOAD PERFORMANCE PERIOD

The performance period ends upon final receipt and invoicing of 921 each SACADA Cells by the contractor.

III. QUALITY ASSURACE AND GOVERNMENT ACCEPTOR INSTRUCTIONS

3.0 Normal Duty Hours:

Normal duty hours are defined as 0730 to 1630, Monday through Friday, except Federal Holidays, for all customer service functions.

3.1 Environmental Laws and Regulations:

The contractor shall be familiar with and have immediate access to sustain compliance with applicable environmental statutes and regulations of the US NRC, Agreement State and more specific state license documents. In the event that applicable regulatory rule changes are made during this contract, the contractor shall comply with the most current “new” rules.

Source Holder END PRODUCT FOR DISPOSITION The white Teflon ring surrounding the gold ring will be removed prior to transfer to the contractor. The Am-241 foil source is attached to the inner portion of the gold ring.
