General Questions FirstNet Responses to RFI Respondent Questions
RFI: All
| # | Question | Response |
| 1 | Each RFI sets a 100-page limit on vendor responses. However, the Excel files of three RFIs ("Network Service Platforms," "Core EPC," and "Network Partners and Radio Access Equipment"), when printed, are already close to their 100 page limit, even before vendors begin responding to them. A fourth RFI, "NMC-OMC," is at 45 pages prior to the vendor adding their responses. Meeting the 100-page limit on these four RFIs may significantly impair vendors' ability to provide comprehensive responses to the Government's requirements. Because of this, we respectfully request the Government change the 100-page limit to a 200-page limit for these four RFIs? | No increase to the page limit will be granted. However, the compliance matrix responses and reference materials are not counted towards the 100 page limit. |
| 2 | We respectfully request an extension for the response due date to September 20, 2013. | No extensions will be given. |
| 3 | Can distributors and trade associations reply to FirstNet RFIs or is it for vendors only? | Any respondent with goods and services requested by FirstNet are welcome to reply. |
| 4 | The document states “Not responding to this RFI does not preclude participation in a future RFP, if one is issued.” Will parties that responded to the RFI be looked at more favorably than ones that did not? | RFI responses will be used by FirstNet to shape the ultimate RFPs. There is no penalty for not responding to the RFI other than missing an opportunity to ensure that ones services are no precluded by RFP language. |
| 5 | RFI Section 4.4 – “Binders and thumb drives must arrive within 2 days of email submissions…” Does this refer to 2 business days? | That is correct. 2 business days. |
| 6 | Please provide clarification on whether it’s acceptable to provide a partial response if our company is not able to provide a response to all questions in the RFI. | Partial responses will be accepted. |
| 7 | Please confirm that only the pages in the Microsoft Excel template count towards the 100 page limit. | Yes, only pages in the MS-Excel template count toward the 100-page limit. |
| 8 | Section 3 (“Request for Technical Information”) states that “all submissions must be in combinations of Microsoft Word and Excel formats.” Please clarify if the PDF format can be used for the product and service specifications that are requested. | For the formal RFI response, only Word and Excel formats will be accepted due the limitations that the PDF format imposes on combining and analyzing data and text. PDF format will only be accepted for additional reference materials and product specifications. |
| 9 | We understand that the Functional Response Spreadsheet is to be submitted in Excel format. Please clarify what information is to be provided in the Microsoft Word format. | Only in the Network Partnering and RAN Services RFI is there a required response in MS Word. |
| 10 | Section 4.1 (“Format of Responses”) states: “Submissions must not exceed more than one hundred (100) pages, landscape page layout, one-sided, single spaced, 11-point type (Times New Roman, Cambria, Calibri, or Courier fonts only) with half-inch margins.” Using these instructions, it is not possible to print on the same 8 ½ inch page the columns containing the Question Number, the Question, and the associated Response unless the font size is reduced or the width of Column B (Question) is reduced. This problem will be compounded if a Comment column is added. Please clarify if the Government intends for the columns containing the Question Number, the Question, the associated Response, and the associated Comments, when printed, to all appear on the same page. If so, please review the formatting instructions and revise or clarify as necessary. | There should be no problem keeping question numbers, questions, and responses to one page wide when printing in landscape layout. Respondents may adjust column widths as necessary. |
| 11 | Are respondents permitted to use 8-point type for the marking of proprietary information? | Yes, for marking or proprietary information or similar disclaimers, 8-pt. typeface may be used. |
| 12 | Please confirm that the formatting instructions provided in Section 4.1 do not apply to any product and service specifications that are included with a response. | The formatting instructions given in section 4.1 do not apply to product and service specifications included with a response. |
| 13 | Is there a file size limitation for email submissions? Are respondents authorized to submit multiple emails to stay within this file size limitation? | Some email clients restrict the size of attachments. If it is not possibly to submit all attachments on one email, then multiple email submissions will be accepted to ensure that all relevant files are delivered. |
| 14 | Section 4.4 states that binders and thumb drives must arrive within two days of email submissions. Since two days following the due date for email submissions is Sunday, September 1, and since Labor Day is Monday, September 2, please confirm that the deadline for receipt of binders and thumb drives is 5:00 PM PDT on Tuesday, September 3. | Yes, binders and thumb drives must arrive within two (2) business days of submission. This will be Wednesday, September 4 or before. |
| 15 | Is FedEx delivery of the package containing the binders and thumb drives permitted? IF so, please confirm that FedEx delivery to the mailing address provided in Section 4.4 by Noon Pacific Daylight Time on the due date will be considered compliance with the deadline for the receipt of binders and thumb drives by Thomas Dolislager. | Yes, delivery via FEDEX, UPS or other courier service is acceptable. Delivery by noon Pacific Daylight Time on Wednesday, September 4 (two business days after electronic submission) will be considered as having met the compliance test. |
| 16 | Does this office anticipate that this RFI will become a RFP, and is there already funding in place for this effort? Has Commerce determined to release a separate solicitation for each of these services under FIRSTNET RFIs? | The FirstNet RFIs are part of a greater market research effort that will become a set of RFPs in the near future. Subsequent RFPs may have different combinations of products and services than the RFIs. Funding is in place for this effort. |
| 17 | Our company’s IT policy imposes severe restrictions on the use of thumb drives. With respect to all our response to all ten RFIs (Solicitation Numbers SA1301-12-RP-0016-b through SA1301-12-RP-0016-k), will the Government accept delivery on CD-ROM in lieu of thumb drives? | CD-ROM is an acceptable method for delivering softcopy responses. |
| 18 | Has the Contracting Office has established an estimated value or level of funding measure for the Core Segment, RAN Segment, and overall FirstNet initiative and if those figures could be released. | Significant network modeling efforts have been completed, but those results will not be released. |
| 19 | We are not a RAN vendor or a service provider, but would like to respond to some of these RFI sections related to test tools. What is the best way to do so given that the testing related sections are so small in comparison to the RAN and Services sections? Should we respond independently as Keynote Systems or should I look for a partner to respond jointly? Are there any potential partners that you can recommend? | |
| Respondents may respond solely to the questions that relate to the goods and services provided by their company or in conjunction with the partners of their choosing. | ||
| 20 | Is it still correct that the following RFIs will be issued? |
Ø User and Network Data Analytics RFI Ø Workflow and Asset Management Tool RFI Ø Billing RFI Ø Provisioning RFI Ø User Technical Support Services RFI Ø System Integration RFI Ø Program Management RFI
| FirstNet has plans to issue all RFIs that are necessary for the provision of a nationwide LTE network. | ||
| 21 | Can we provide product information about a prospective partner whose products we will be utilizing, if we are not the manufacturer? | Yes |
| 22 | Will the Non-Proprietary portions of our RFI response be posted on the NTIA website at a later date? | No parts of RFI responses will be made public. |
| 23 | Please clarify that the RFI Functional Requirements Spreadsheet contains all tabs required for a complete RFI response. | |
| That is correct. | ||
| 24 | Is the complete Compliance Matrix missing or is it found in the RFI Functional Requirements Spreadsheet, Tab titled “NPSTC, FCC Mandated Req.?” Please clarify. | The Compliance Matrix is a tab in the MS Excel file released with the RFI Instructions document. |
| 25 | Would you be able to provide a description of the selection process for engineering firms for network planning, design and optimization? | That is not part of the RFIs currently released for comment. |
| 26 | Will the final selection be determined by each state, county, or jurisdiction based on the recommendations from the FirstNet board? | The Department of Commerce, with input from FirstNet, will be the awarding authority for any RFPs that follow from the current set of RFIs. |
| 27 | Does FirstNet plan to select a specific engineering tool for network design and optimization, or will FirstNet defer to the responsible vendor responsible to leverage preferred engineering tools? | At this time FirstNet is still evaluating the full set of engineering tools that it will need. |
| 28 | Will FirstNet consider an independent engineering firm for network design, or does FirstNet expect the RAN equipment suppliers to be responsible for market design support? | At this time FirstNet is in market research mode, and is still assessing its options for completing network designs. |
| 29 | For clarification, the Device RFI Q/A document has several entries regarding confidentiality. Specifically, #17 states that summary RFI information may be provided to the PSAC and BTOP recipients subject to confidentiality requirements. We interpret that to mean that all or any portion of the RFI that is submitted as vendor confidential will not be provided to PSAC and to BTOP recipients. Is that correct? | That is correct |
Partnering & RAN FirstNet Responses to RFI Respondent Questions
RFI: Network Partner and RAN Services
| # | Question | Response |
| 1 | Can we bid solely on specific services under the RFI LTE Network Build & Operate and Radio Access Equipment & Deployment services? | This is not a RFP, so no "bids" are requested. Respondents may respond to specific services. Instructions are provided in the RFI document. |
| 2 | With regards to secondary use of the spectrum, do you see all secondary users equal or could some be prioritized for example based on the extent of the partnership? | All network deployment options remain open from standalone build to multiple network build and operate partnerships. Nature of secondary use will depend on the partnership model. In some models partner or partners would be the only users of secondary capacity. In other models a larger number of carriers or others might obtain secondary capacity on a wholesale basis. |
| 3 | In case FirstNet chooses multiple partners to build the network, would FirstNet be willing to act as an aggregator for any inter-carrier agreement required or is FirstNet expected all stakeholders to mutually agree among each other? | All network deployment options remain open from standalone build to multiple network build and operate partnerships. The answer to this question will depend on the nature of the partnership which has not been determined. But FirstNet will put in place whatever agreements are necessary to ensure interoperability and seamless roaming nationwide for first responders, no matter the number of partners or the partnership model. |
| 4 | What’s FirstNet’s view on need for additional funding, in other words to what extent are partners expected to fund the build-out and ongoing OPEX? | All network deployment options remain open from standalone build to multiple network build and operate partnerships. However, FirstNet's enabling legislation envisions FirstNet obtaining revenue and funding in exchange for secondary use of the network. So this is actively being explored through this RFI and market research. This revenue or funding could come in the form of a partner funding the capex and opex of the network in exchange for secondary use of the network or in other ways depending on the partner(s) preference and FirstNet's requirements. |
| 5 | In vendor financing, would FirstNet or the partner be the instance receiving the financing? | Due to federal procurement regulations and other regulations, it may be complex for FirstNet to utilize traditional equipment vendor financing. FirstNet would welcome suggestions from respondents on how vendor financing might factor into the network build and if partnership structures that would have the network build and operate partner obtain vendor financing might be an effective way to do this. |
| 6 | Coverage requirements – The LTE network build & operate partners RFI word document states 99.6% population coverage as the launch requirement, but the Excel worksheet 99.4%. Which one is it | 99.60% |
| 7 | Launch coverage – Is FirstNet expecting launch coverage to be met before the network is launched, what’s the criteria for initial launch? What’s the criteria for launching separate markets before national coverage criteria is met? | No. Launch criteria TBD |
| 8 | Coverage requirements – The LTE network build & operate partners RFI word document states 85% land mass coverage as the future requirement, but the Excel worksheet 80%. Which one is it? | 85% |
| 9 | Capacity – Are the stated capacity requirements, indoor and outdoor, cell edge or average assuming equal distribution? | Capacity requirements are to be uniform across all environments, except the capacity needed for the vehicles |
| 10 | Coverage and capacity requirements – what’s the expected network load for coverage and capacity requirements | The coverage must be obtained under the load conditions described in the network capacity table |
| 11 | Is the aggregate capacity assumed to be distributed equally among users, or will some users be prioritized over others? | Assume equal distribution of capacity among users. |
| 12 | Compliancy with 3GPP TS23.251 – Are you specifically considering the MOCN architecture or also GWCN architecture? | MOCN, not GWCN, is the expected architecture. |
| 13 | Tower specification – Is the tower specification reference to TIA-222 series specifications? | Yes. |
| 14 | Compliancy against NPSTC user and launch requirements – Are you looking at feedback and compliancy against capabilities covered by current 3GPP standards or all requirements? | FirstNet is looking for compliance with recommended Minimum Technical Requirements To Ensure Nationwide Inter-operability for the Nationwide Public Safety Broadband Network" as prepared by the FCC's Technical Advisory Board for First Responder Interoperability. |
| 15 | Payment for use – Would FirstNet accept any other models for payment of use than listed (Cash on hand, bulk capacity leasing, in-kind payments), such as set fee per subscription | FirstNet is open to a wide variety of ways for a partner to provide funding for the network build and operation. All of the methods suggested in the question have been considered and FirstNet will welcome respondents' view on what is the optimal method. |
| 16 | User revenue – are you referring to revenues from public safety users, commercial users or both | In general, the RFI would suggest there are four potential sources of revenue in potential partnership structures: revenue from first responder end user fees, wholesale revenues paid to FirstNet by partners in exchange for secondary use, and revenue received by a partner in exchange for providing services to FirstNet, and revenue received by a partner from its own end users for secondary use. The exact revenue referred to would vary by context. The first definition is most frequently used in the RFI. |
| 17 | To meet the geographical coverage requirements may require building sites in areas that are not deployed due to leasing and siting considerations. Does FirstNet envision helping solve some of the these challenges? | Yes. FirstNet will have access to government building and site assets that may not have been available to commercial carriers. |
| 18 | With respect to Solicitation Number SA1301-12-RP-0016-b Network Partnering And Radio Access Network (RAN) Provisioning, will the Government accept two separate responses to the Network Partnering And Radio Access Network (RAN) Provisioning RFI, one in the Network Partnering category and one in the Radio Access Network (RAN) Provisioning category? | Yes. Two responses will be accepted |
Deployables FirstNet Responses to RFI Respondent Questions
RFI: Deployables
| # | Question | Response |
| 1 | Generally speaking any small deployable will have a minor configuration change for use as a vehicle mounted system, do you want that class of data in your vehicle mounted systems category or should that data be reserved for permanently mounted systems. | Either would be fine, place a note in your response providing the details on how the unit can be configuration can be modified. |
| 2 | Our "small deployable system" incorporates a network core; so it bridges the line between a pico system and a larger system. We don't mind comparing our selves to the vehicle mounted systems - but we don't want to confuse your data collection efforts. | Please place a note in your response that the deployable core solution is agnostic of the radio equipment size. |
| 3 | Does FirstNet anticipate releasing an RFP specific to Deployables as a small business set aside? | FirstNet has plans to make the future Deployable RFP available to all vendors regardless of business size |
| 4 | Is there a desired limit to how far we can extend out support footers from the COW chassis? | No specific limit, please provide explanations on constrains and guidance on best practices for stabilization |
| 5 | Can you state what compliance certifications are required? | Only required compliance certifications are those for vehicle operations, however please provide all certifications received |
| 6 | Is there a coverage area requirement? Also, is there an expected radio RF power | No set requirement. Looking for what the typical expected coverage performance with proposed solution |
| 7 | Is there a specific radio manufacturer(s) preferred by FirstNet? | No preferred radio manufacturer. RAN Deployable equipment must be interposable with any RAN chosen for the fixed sites |
| 8 | Is an extendable, pneumatic mounting pole acceptable to increase antenna height and system performance? | Yes, please ensure to provide specifications and expected gain by utilizing the pneumatic pole. |
| 9 | Is there an expectation from First Net for max radio output power? | No expectation set, please provide what options are available from proposed radio solution. |
| 10 | Spreadsheet Tab Systems-on-Wheels, Questions 3 and 5: These RFI sections address specific deployable subsystem elements, such as Base Station and EPC equipment. If a solution considers variants based on capacity, coverage area and such ( for example Macro cell Vs Small Cell RAN) what is the instruction for detailing the variants within the individual question tabs? | If addition space is needed please provide details in separate PDF documents with a reference to these questions. |
Microwave FirstNet Responses to RFI Respondent Questions
RFI: Microwave
| # | Question | Response |
| 1 | RFI Instructions section 4.1, is there a limit to the number of binders submitted for additional reference material? | Responses should be kept a single binder. There is no limit to the number of binders provided to FirstNet with additional reference and product material. |
| 2 | RFI Instructions section 4.1, can the specification and reference materials be submitted in pdf format? | Responses to RFI questions and the compliance matrices should be in Word and Excel format as directed. For reference materials and additional product specifications, PDF format is fine |
| 3 | Does FirstNet plan to select a specific engineering tool for microwave network design, or will FirstNet defer to the responsible vendor responsible to leverage preferred engineering tools? | It is yet to be determined, and will be informed based on RFI inputs. Either option may be considered. |
| 4 | Will FirstNet consider an independent engineering firm for microwave network design, or does FirstNet expect the microwave equipment suppliers to be responsible for the market design? | It is yet to be determined, and will be informed based on RFI inputs. Either option may be under consideration. The independent engineering firm may be contracted by the microwave equipment supplier to provide that service. |
| 5 | Sheet 3 of 5, “Product & Solutions”, question 1.04 numbering is repeated twice. How should we refer to 1.04? | That is a typo error, please answer both questions. Please refer to them as 1.04a and 1.04b |
Antenna FirstNet Responses to RFI Respondent Questions
RFI: Antenna
| # | Question | Response |
| 1 | On the Antenna RFI, on the excel file where we fill in the antenna specs, we were planning on additional tabs per part number in that section. Is this an acceptable methodology? We would just rename each tab instead of “Antenna Technical” with the part number? | That would be fine, or a separate PDF file with the information for each model would also be acceptable. |
| 2 | In the “FirstNet_Antenna_systems_RFI_Final_8July2013” excel file, filters are covered. On the Antenna tab, sections 4, 5, 6, and 7 all say the same thing: “For relevant product models referenced in Section 2 and 3 of the General tab” for filter products needed. We do not see a “General Tab” in this file. Please advise | That is a typo, the question is related to the "Product & Solutions" tab, not the "General" tab. |
| 3 | Question “If this antenna product has any active components (e.g. RET actuator, remote radio head, etc.), please answer the following questions” - Please define “active”, does this mean any component inside the antenna where DC (or AC) power is applied (e.g. RET motor), or only if the component generates RF (e.g. LNA)? | Yes, "active" would indicate that either AC or DC power is required for the product to exhibit operational functionality. |
| 4 | Could we make additional columns to describe each antenna specs information per antenna model? For example: in Column D, each spec info for 700MHz 2 port Single Band Antenna. In column E, each spec info for Dual Band Antenna, In column F, each spec info for 700MHz Quad Port Antenna, etc. | That would be fine, or a separate PDF file with the information for each model would also be acceptable. |
| 5 | Since our offering is vast, can we include PDF attachments of our product offer vs. listing every item, which will likely get in the hundreds? I assume the answer is yes based on this statement in the instructions – “In addition to the requested responses, submissions should also include additional product and service specifications for FirstNet to reference as needed. These additional specifications and brochures do not count against the 100 page limit.” | That approach is acceptable as is providing product catalogues. |
| 6 | Can items be left blank or “N/A” if they do not apply to a distributor, as this is written more so for a vendor / manufacturer? | Yes |
| 7 | For the “Antenna Technical” tab, do you want separate spec sheets, patterns, and dimension drawings for each item when we are talking about over a hundred items or may we provide an executive summary showing antenna types, ranges, manufacturer, etc? | For distributors, we suggest that they provide a link to their catalog for the applicable antenna products. |
| 8 | Does FirstNet have any interest in In-Building hosting solutions in this phase of the RFIs? | There are no direct questions related to in-building hosting solutions in this phase of the RFI process, although respondents may respond with technical information related to their in-building distribution antenna system via question 1.09 regarding "distributed antennas" on the "Products and Solutions" tab of the Antenna System RFI. This is a topic of interest to FirstNet. |
| Can you provide any insight as to why location services for first responders was not included in the RFIs? | Location was included in the Services RFI. It was not included in the RAN RFI. True Position should consequently respond to the Services RFI |
RAN
FirstNet Responses to RFI Respondent Questions
RFI: RAN
| # | Question | Response |
| 1 | eNodeB Tab #1.07 - Please provide examples of what types of information FirstNet would consider to be "impacting to operation" of the equipment. | Essentially, the question allows the responder to provide further information on the key operational components of each RAN platform that may have not been called out in the previous Section 1 question. As noted, question 1.07 excludes power systems. |
| 2 | eNodeB Tab #9 - Please provide a document with the requirements for site hardening that FirstNet has defined (or is considering). | FirstNet is still forming site resiliency and hardening guidelines through the state and local outreach, with inputs from advisory entities such as PSAC, NPSTC, and APCO, and through this RFI process. FirstNet intends to design and implement to existing standards where applicable with incremental requirements where prudent. In general, industry-adopted standards such as TIA/EIA-222, Motorola R56, UL752, IEC61000, and various IBCs will likely apply or be adapted accordingly. Additionally, operational resiliency and disaster and incident recovery guidelines will also be developed as part of the overall hardening definition. Standards such as NFPA 1561, 1620 and others will likely be adapted accordingly. |
| 3 | eNodeB # 9.05 #9.09 - Please provide a document where requirements for Level 3 and Level 4 bulletproofing are defined. | UL752 defines requirements for ballistic resistance specifications |
| 4 | eNodeB tab #9.12 - Please provide a document where the HEMP and SREMP hardening requirements are defined. | FirstNet is still forming HEMP and SREMP hardening guidelines. Generally, the IEC 61000-2-13, IEC 61000-4-25,36 and 61000-6-6 specifications are applicable to EMP protection. FirstNet anticipates that as part of the RFP process, more defined specifications and guidelines will be included. |
| 5 | RFI Guidelines - Does the 100 page limit applies only on RAN excel response or does it include response to Section V word document as well? | There are separate 100 page limits for the Word document and the RAN Excel responses. |
| 6 | Does FirstNet plan to select a specific engineering tool for network design and optimization, or will FirstNet defer to the responsible vendor responsible to leverage preferred engineering tools? | Both options are being considered. FirstNet will notify its intent in the RFPs to be issued. |
| 7 | Will FirstNet consider an independent engineering firm for network design, or does FirstNet expect the RAN equipment suppliers to be responsible for market design support? | It is yet to be determined, and will be influenced by RFI inputs. Either option may be under consideration. The independent engineering firm may be contracted by the RAN equipment supplier to provide that service. |
| 8 | Coverage requirements – The LTE network build & operate partners RFI word document states 99.6% population coverage as the launch requirement, but the Excel worksheet 99.4%. Which one is it | 99.60% |
| 9 | Coverage requirements – The LTE network build & operate partners RFI word document states 85% land mass coverage as the future requirement, but the Excel worksheet 80%. Which one is it? | 85% |
| 10 | Capacity – Are the stated capacity requirements, indoor and outdoor, cell edge or average assuming equal distribution? | Capacity requirements are to be uniform across all environments, except the capacity needed for the vehicles |
| 11 | Coverage and capacity requirements – what’s the expected network load for coverage and capacity requirements | The coverage must be obtained under the load conditions described in the network capacity table |
| 12 | Is the aggregate capacity assumed to be distributed equally among users, or will some users be prioritized over others? | Assume equal distribution of capacity among users. |
| 13 | Compliancy with 3GPP TS23.251 – Are you specifically considering the MOCN architecture or also GWCN architecture? | MOCN, not GWCN, is the expected architecture. |
| 14 | Tower specification – Is the tower specification reference to TIA-222 series specifications? | Yes. |
| 15 | Launch coverage – Is FirstNet expecting launch coverage to be met before the network is launched, what’s the criteria for initial launch? What’s the criteria for launching separate markets before national coverage criteria is met? | No. Launch criteria TBD |
| 16 | To meet the geographical coverage requirements may require building sites in areas that are not deployed due to leasing and siting considerations. Does FirstNet envision helping solve some of the these challenges? | Yes. FirstNet will have access to government building and site assets that may not have been available to commercial carriers. |
| 17 | What specifications or other requirements will FirstNet have for outdoor enclosures? | At this time, FirstNet is still forming site resiliency and hardening guidelines. However, FirstNet intends to design and implement to existing standards where applicable. FirstNet welcomes industry input on how to develop outdoor enclosures that can provide protection and resiliency from natural extremes, (wind, water, temperature, seismic, electric) ballistics, EMP, and other protections that exceed the levels supported by traditional shelter designs. |
Satellite FirstNet Responses to RFI Respondent Questions
RFI: Satellite Services
| # | Question | Response |
| 1 | Please clarify your request regarding our constellation architecture including the orbit and number of satellites. Is this intended for satellites that satisfy FirstNet requirements or our global fleet? | FirstNet would like to understand the global fleet, but the deployment focus is on satellites which service the US and its territories. Accordingly, it would be best if the US-focused assets were placed into a subgroup where their capabilities and characteristics are highlighted. |
| 2 | Please clarify the following question: Please describe the spectrum allocation (amount and band) for the uplink and downlink from the earth station to the satellites; spectrum allocation (amount and band) for the uplink and downlink to the end user terminals; spectrum allocation (amount and band) for inter satellite communication, if applicable. please state the ITU service designation for each band (such as MSS, FSS). Does FirstNet mean spectrum for satellites that support FirstNet over the United States and territories or for our global fleet? | As with the question above, for planning purposes, FirstNet would like to understand the entire constellation, its frequencies and bands, and its capabilities. However, the current deployment focus is on satellites which cover the US and its territories. Accordingly, a sub-section dedicated to US-focused satellites is encouraged. |
| 3 | Please verify that the following highlighted submittal information is correct for this RFI: RFI-Deployables@firstnet.gov, FirstNet Network Service Platforms RFI, Attn: Thomas Dolislager, 3130 Crow Canyon Place, Suite 210, San Ramon, CA 94583 USA | The correct mailing address for the Satellite Services RFI responses is: FirstNet Satellite Services RFI |
Attn: Thomas Dolislager 3130 Crow Canyon Place, Suite 210 San Ramon, CA 94583 USA RFI-Satellite@firstnet.gov
| 4 | Does FirstNet anticipate releasing an RFP specific to Satellite Services as a small business set aside? | FirstNet seeks to build the best network possible for the First responder community. We are open to responses and proposals from any size enterprise provided that it can support the first responder community to the standard required. |
| 5 | Does FirstNet have a desired operational band for SATCOM services? | FirstNet is agnostic with respect to which satellite band it will use in its deployment. A variety of factors including antennae size, serviceability in extreme northern latitudes, susceptibility to atmospheric conditions, and other factors will be evaluated before a final decision is made. Recommendations based on sound technical and operational principles are welcome. |
| 6 | Section 3.1 (“Functional Responses Spreadsheet”) states: “This spreadsheet contains a list of questions in one column and an additional column for vendor responses. This does not mean that anticipated changes/improvements/upgrades should not be described. Please include them in the comments column.” The eight Functional Response tabs are missing a "Comment" column. Does the government prefer that we insert a new column for comments (next to the response column in column D), or should we insert a yellow comment box within the appropriate response row? | Please insert the missing column and include your remarks about changes/improvements/upgrades. |
| 7 | Question 1.07: Please define the term “component category” in the context of this RFI. | Under the "General" tab, "component category" refers to the relevant hardware component (if applicable) or service offering (if applicable). For example, if you sell satellite antennae for specific applications, please provide information on market share for that antennae-type. Please also provide your estimated market share in the satellite service niche you support. |
| 8 | Question 2.01: Please provide the text that is missing from the end of this question. | Please give the location of the earth stations and describe the services platform architecture at each (see reference architecture diagram). Also, state the capacity of the feed on the space segment at each teleport. |
EPC
FirstNet Responses to RFI Respondent Questions
RFI: EPC RFI
| # | Question | Response |
| 1 | EPC Section 5.05: Can FirstNet please clarify if this is "Gx" or "Gxx"? | For this question, the "Gxx" interface is intended. i.e. Gxa/Gxb/Gxc |
| 2 | EPC Equipment List (Columns J-O): What is the expectation for the use of individual EPC Configurations (1-6). What purpose should this serve? | These columns are provided for optional information on various EPC equipment configurations depending on manufacturer. For example, Configuration 1 may have separate Gateway elements while Configuration 2 may have a consolidated Gateway structure. Configuration 3 may have a a VMWare configuration. Configuration 4 may be a hybrid etc. |
| 3 | EPC Equipment List (Line 12-22): Are the "sizing guidelines" to be understood as maximum and minimum capacity limits of individual configurations (max configuration/minimal configuration) per network element? | Yes |
| 4 | Company Background (5.01): Understands this requirement to provide SLA/KPI's for EPC along with the Performance Management metrics/counters. Please confirm if this understanding is correct. | Correct |
| 5 | ePDG General: Have you considered ePDG for non-3GPP access? Would you consider HSGW as well for the inter-RAT access to eHRPD networks? | FirstNet is evaluating capabilities and is considering numerous approaches. However, only the elements and their capabilities listed in the RFIs are being evaluated currently. |
| 6 | DRA Section 1.46: What do you mean by "dynamic routing"? Please define. | Static Routing - Route based on a discreet value. |
Dynamic Routing - Route based on range of values or a wildcard.

(Vendor will respond to the following tabs: General Company Info, DRA, EMS, Business Continuity and EPC Equipment List and applicable requirements in NPSTC & FCC Mandated Req Info Tab.) | Correct: General Company Info, DRA, EMS, Business Continuity and EPC Equipment List and applicable requirements in NPSTC & FCC Mandated Req Info Tab. Along with any clarifying information in a Word document. |
| 8 | DRA Section: Does the RFI require vendors to submit pricing? If pricing is required, please provide the traffic parameters for DRA/DEA configurations. | No pricing information is requested. |
| 9 | DRA Section: Typically GUTI (1.38) and GUMMEI (1.39) are not seen EPC Diameter messaging, so please provide details on these. | These may be disregarded. |
| 10 | DRA Section: For Security equipment. Is FIPS a requirement? | FirstNet is not specifying requirements in this RFI. However, please specify if FIPS is supported in the solution. |
| 11 | General: No mention is made of a Traffic Detection Function. Can information be provided in Word Format? | Yes |
| 12 | General: Is it expected that individual product capabilities beyond the specific items requested in the excel sheet be provided in Word format? | Yes. Reference materials can also be provided in PDF format. |
| 13 | General: Are cross references between questions on different tabs allowed, or is it preferred to repeat responses on each tab? | Cross references are acceptable. |
| 14 | EPC: please advise your preferences for responding to "common" question groupings (example, section 11, Failover) that will have to be answered separately for each node (MME, S/PGW, PCRF) in the solution. | Please provide response for each element in the 'Response' column for each question. |
| 15 | EPC Question 1.04: Please revise the wording to clarify what are the parameters of interest to compare products from various vendors. The criteria should be separated by those which are specific, and measureable, and those that are qualitative. | In the RFI stage, FirstNet is interested in learning from each vendor what they believe is their inherent strength and competitive advantage whether that be quantitative or qualitative and why. The parameters listed are examples and are not intended to be used as a preferred list for FirstNet to do an evaluation. |
| 16 | SeGW 1.08: Please clarify what actions are requested if the SeGW detects abnormal conditions. If signaling to another node or mangement system is needed, what protocol(s) are requested? | No specific actions are being requested; however FirstNet is interested in understanding the capabilities of the SeGW to alert and which protocols are supported (i.e. SNMP etc). |
Network Services FirstNet Responses to RFI Respondent Questions
RFI: Network Service Platforms
| # | Question | Response |
| 1 | Please provide details of the feature of MCV, “Emergency Alerting”, in use by Public Safety users today and how it is envisioned as supplied by FirstNet either to primary or secondary users? | Emergency Alerting is a NPSTC-defined key element of MCV and perhaps implemented as an orange button on a handset (as in LMR handsets today). This indicates that a user has encountered a life‐threatening |
condition and requires access to the system immediately and is, therefore, given the highest level or priority. FirstNet's plan is to realize this same MCV key element over its NPSBN.
| 2 | Please define centralized, federated/virtualized or converged, as related to SDM models and Scenarios for FirstNet. | FirstNet sees an efficient, scalable and redundant control plane architecture as a key aspect of its mission critical network design. We would like to understand which SDM components can be virtualized and/or pooled and therefore which SDM deployment scenarios this creates for FirstNet. | |
| 3 | Is this compliance matrix tab the same than tab NG-911? Or it is the NPSTC, FCC Mandated Req Tab? | It is the same as the “NPSTC, FCC Mandated Req." tab. | |
| 4 | Is this compliance matrix tab the same than tab NG-911? Or it is the NPSTC, FCC Mandated Req Tab? | It is the same as the “NPSTC, FCC Mandated Req." tab. | |
| 5 | Is this compliance matrix tab the same than tab NG-911? Or it is the NPSTC, FCC Mandated Req Tab? | It is the same as the “NPSTC, FCC Mandated Req." tab. | |
| 6 | Please define MDM in your requirements below: | ||
| "What APIs do you expose for your SDM solution? Describe your API suite (e.g., for identity brokering and carrier services). Please detail your API roadmap specifically for the commercialization of SDM APIs and convergence with MDM." | It stands for Mobile Device Management. | ||
| 7 | We are aware that NPSTC has created requirements for push-to-talk (PTT) voice and mission critical voice (MCV), direct mode operations. PTT requirements are not part of the “NPSTC, FCC Mandated Req.” compliance matrix on sheet 16 of the Microsoft Excel response sheet for this RFI. However sheets 12 and 13 of the Microsoft Excel response sheet for this RFI, titled “PTT” and “MCV, Direct” respectively, request responses for many questions for these core services/applications. Can FirstNet comment on the reason for not including these requirements in the compliance matrix? | The requirements were not available at the time the RFI was published and so were not included in the compliance matrix. |
As there requirements are relevant to PTT and MCV as stated, all vendors with relevant solutions should include in their response whether they comply or not to these new NPSTC requirements. Reference: http://www.npstc.org/download.jsp?tableId=37&column=217&id=2813&file=PTT_Over_LTE_Master_130719.pdf&page=Articles Archive
| 8 | Please describe the use cases intended by FirstNet for the eMBMS solution. | Some use cases may include area broadcast of CMAS messages, group communication applications, or the downlink option for PTT. |
| 9 | Please define “client” as it used in this requirement. Is it related to application requirements for the device, or the device’s capability to ingest broadcast content? | Device's capability to ingest broadcast content. |
| 10 | Please define “service scenario” as it is used in this requirement. Can this be defined as an “available and tested use case?” | Yes, perhaps in the use cases mentioned above or any others you may have tested the service. |
| 11 | Please define "validate" as it is used in this requirement. | Validate in terms of the applications that are on the device are those that are meant to be there and have the valid certificate. |
| 12 | Can you provide any insight as to why location services for first responders was not included in the RFIs? From my experience in discussions with the first responder community, locating first responders, particularly during an incident, is a high priority. | Location services are included in the "Network Service Platforms" RFI. |
| Does FirstNet anticipate releasing an RFP specific to Network Service Platforms as a small business set aside? | No |
Data Center FirstNet Responses to RFI Respondent Questions
RFI: Data Center
| # | Question | Response |
| 1 | Page 3, Paragraph 3 states "The assessment of capability |
statements will be based on the criteria as submitted via the Functional Responses Spreadsheet, Compliance Matrix Spreadsheet and the site list." Further, Paragraph 3.2 states that the appendix of this RFI contains a matrix extracted from the original source of the requirements. After a review of the documents posted on FBO, we do not see the referenced appendix which should include the Compliance
| Matrix Spreadsheet and site list. Can you please provide that appendix? | The two tabs in question got renamed: The Compliance Matrix Spreadsheet is now the NPSTC & FCC Mandated Req Info tab (3rd from last tab) and the Site List is called Data Center Site list (last tab). | ||
| 2 | Please provide an estimated timeframe to begin operation of the | ||
| data center. | Data Center timeframes will depend on what is available, where it is located, how it matches near term needs and how much needs to be done to bring them to FirstNet spec. These could be as soon as 2014 to become operational. | ||
| 3 | Is it an open RFI or was an invitation to bid sent and required to submit a response? | It is an open RFI | |
| 4 | Would it be acceptable to expand the “Data Centers Site List” tab to answer any questions that are site-specific within this “Site List” tab? If so, should we use the full question as a column header or just the question number to save the space? |
As an alternate suggestion, it is almost certain there are more site-specific questions than there are Data Center sites so it makes much more sense to have site numbers as column headers and leave the questions down the first column (e.g., as they are in the power tab)—in effect adding one column per site to each spreadsheet response. The below examples are presented to show the challenge with the current format and the benefit of the alternate suggested format.
Yes it is acceptable. You may add as an answer in the question section that the data is in the Data Centers Site List. Use question number and tab designation in the column header.
If you wish to add site columns to the right of the response column to indicate differences as well as filling out the Data Centers Site List that is also acceptable
Transmission FirstNet Responses to RFI Respondent Questions
RFI: Transmission
| # | Question | Response |
| 1 | Lambda Tab: Q1.09 |
Is there a regional network management center(s) (NMC) in place to support the lambda service (yes/no)? List the USA based locations of these NMCs in App A(3), "Lambda Meet Points"?
| Question: Are these just Optical Add/Drops? Regional NOCs? Physical access points? | This question is in regards to the ability to manage a Lambda network. Please specify if you have a Network Management Center(NMC, NOC,etc), what type of Network Management Center you have, their locations and the services they support. Please fill that information into the spreadsheet marked Appendix A(3) | |
| 2 | 2. Fiber Tab: Unnumbered Question |
Is there a regional network management center(s) (NMC) in place to support the lambda service (yes/no)? List the USA based locations of these NMCs in App A(3), "Dark Fiber meet points"?
| Question: Do you mean “dark fiber” instead of “lambda” in this question. Further, are these just Optical Add/Drops? Regional NOCs? Physical access points? | This should read Dark Fiber not Lambda. See answer to Question 1. | |
| 3 | 3. Appendix B, Customer Portal Tab ““Appendix B, Customer Portal, Appendix B, Customer Portal (1), “Appendix B, Customer Portal (2), “Appendix B, Customer Portal (3), Appendix B, Customer Portal (3) | |
| Question: These tabs appear to be duplicates of one another. Are all four to be filled out? | Each Portal Tab corresponds to a specific Customer Portal Service you support. If you support more than one then fill in one tab for each. | |
| 4 | 4. Request for Technical Information – General Instructions | |
| Question: Is the 100-page limit inclusive of the response to the functional categories and MS Excel templates? | Yes, the only aspects that do not count toward the 100 page limit are the Compliance spreadsheets and any additional specifications and brochures | |
| 5 | Question: The tab entitled “PSInet” in the Transport RFI sets forth a series of questions pertaining to connectivity to PSAPs. |
“PSInet," however, is a term that is not clearly defined in either the Recommended Minimum Technical Requirements to Ensure Nationwide Interoperability for the Nationwide Public Safety Broadband Network (May 22, 2013) or in the Public Safety Broadband High-Level Launch Requirements: Statement of Requirements for FirstNet Consideration ( Dec. 7, 2012) and for which FN seeks assurance of compliance.
| Please provide FN’s definition of this term and how it differs from either a PSEN or an ESInet. | PSInet stand for the Public Safety IP network. This is a naming designation for the network that FirstNet needs to piece together that may utilize, connect and interface for an overall delivery of services to all First Responders from Radio sites, core, applications, data source, PSAPs, PSENs, NLETs and ESInets. | ||
| 6 | Is this RFI is specifically looking for one provider for its national network, or will small regional/rural carrier proposals be accepted? | Since Transmission is required Nationally, Regionally and Locally we are interested in all networks. The FirstNet network is required to provide local transmission for connectivity to cell sites, so all regional and rural networks will evaluated. | |
| 7 | Are there plans to have the High Level Design (HLD) and Low Level Design (LLD) be done for the regional transmission by the transport provider, or would FirstNet consider an independent engineering firm to provide design support? | ||
| We are looking at all possibilities, if you provide HLD and LLD design services, please include those service capabilities. We will evaluate all services provided by the carrier or 3rd party design houses. | |||
| 8 | What is the justification for having a Public Safety IP network (PSInet)? | "The NPSTC SoR requires FirstNet connect to PSEs. PSInet is the network solution to meet that requirement. Through this RFI and other market research FirstNet is seeking industry's input for the best solution(s) to interact, interconnect, interface with the multitude of services, data and networks to provide the service required by the First Responders."
