Statement of Work:
S2PRINT Common Lab Design & Install
1. Background: The Soldier & Squad Performance Research Institute (S2PRINT) is an 80,600 sqft state-of-the-art laboratory for understanding, predicting and optimizing human performance effects of technological, material, nutritional and behavioral system innovations on the individual warfighter and squad. S2PRINT has common use laboratories that allow for operational scenario-driven exercises. These provide the ability to follow a mission cycle from baselining and readiness to mission planning then movement/action on objective and on to recovery while allowing for rigorous laboratory-level collection of cognitive and physical performance data.
2. Requirements: The Contractor shall design and install integrated systems and equipment for common laboratories in the S2PRINT facility. The common labs include the Combat Maneuver Lab (CML) and Control Room (CR). The CML is an 18,000 sqft space within S2PRINT for conducting Soldier and Squad human performance research. The CR serves as the control center for CML functions to the degree desired. Additional common spaces within S2PRINT included in this scope of work are:
· Training Room
· Conference Room
a. General Requirements. The contractor's focus shall be two-fold. The first is the design portion. The second is acquisition, installation, integration and training.
(1) The design portion of the contract shall focus on taking the required capabilities for the labs and spaces defined by the government and identifying hardware and software solutions that will fulfill the capability requirements of those facilities. The contractor will then provide a report containing the technology systems that will meet the needs of the labs and spaces.
(2) The second portion of the contract will be in the form of an option to have the contractor purchase, install and integrate the proposed systems and equipment. The contractor will also train government personnel on operation and general maintenance of the technologies.
b. Specific Requirements: Combat Maneuver Lab, Control Room, Training Room and Conference Room.
CML:
· The Combat Maneuver Lab (CML) is 180ft long and 100ft wide
· The CML also has a dedicated Control Room (CR) on a mezzanine located on the south side of the laboratory.
· The majority of studies done in the CML will be related to human aspects of Soldier and Squad Performance.
· Presentations are also expected to be done in the CML space.
· The CML can be broken up into as many as six separate zones of different sizes; researchers do not anticipate using more than three major zones for three different research studies at one time.
· All functions of the CML are to be controllable via the CR at a minimum.
· Some functions must be able to be controlled also from within the CML space: timing gates; motion capture for localized use; in-floor treadmill (dual control); body worn sensors.
· We need the ability to synchronize and integrate controls for all CML capabilities/functions; data capture and environmental controls - audio, video, augmented reality and virtual reality (AR/VR), motion capture, lighting, etc.
· Broken out into and controlled for each zone – individually and collectively.
· The CML must be a highly configurable space for Warfighter and squad research, development and integration; it requires flexibility and configurability in the physical spaces.
· The entire CML or each CML zone should be clear of any non-permanent equipment on floor, trusses, walls, etc. to allow for groups to configure space to their specifications and needs.
· Ensure the data collected during a trial in the CML suite can be ported into the mission planning room to support an After Action Review (AAR).
· Controllable lighting systems – diurnal and full spectrum
· Require flexibility and configurability in lighting set up to enable maximum options – for example, require lighting set up so that zones in the CML could be dark or dimly lit while others are more brightly lit.
· Continual diurnal lighting system to replicate Soldier environments (e.g., dawn, dusk, mid-day, etc.) including different night conditions - full moon/new moon.
· Controllable Sound
· Provide sound for all applications in the facility.
· High quality sound system.
· Speakers for different zones.
· Ability to adjust direction of sound within a local space.
· High quality microphone system as part of sound system – body worn for research and hand held and lavalier (lapel) for presentations.
· Have the ability to provide different battlefield sounds.
· Immersive Environment
· Have the ability to create an immersive experience within each zone of the CML and within the entire space.
· High quality sound along with tailorable Augmented Reality and Virtual Reality (AR/VR) capability for Soldier specific contexts.
· The AR and VR capabilities should be reconfigurable and not fixed in the space to allow simulating a variety of Soldier tasks.
· Details of the AR and VR capabilities for a space this large are TBD based on the current state of the art. We require assistance in determining what capabilities may be available based on current technology.
· AR and VR should be synchronized and integrated with other capabilities within the CML to ensure time synchronization/event marking.
· We require the ability to do tactical simulations, e.g., Conflict Kinetics, Virtra, etc.
· Systems to measure and track Soldier and squad performance.
· Have the ability to capture audio and video as well as research grade motion tracking within the larger CML space and within zones of the reconfigurable space.
· Include Video Teleconferencing system for non-science activities.
Training Rooms / Conference Room
· State-of-the-art Video Teleconferencing.
· Projection capabilities.
· High quality Audio/Video systems.
· Computer connectivity to display briefings, video, etc., from the computer onto the screen.
· Network connectivity.
· High quality desk microphone systems.
· Training Room (single large room or two smaller classrooms)
· Individual and sharable AV capability - e.g., students see their individual display in one room or open the two rooms up making a single training room where all students can see the same display.
Technology Considerations
· All technology systems for S2PRINT common labs must be able to operate on existing Natick Soldier System Center / S2PRINT networks.
· Software Operating Systems outside of those acceptable for use by the Department of the Army will not be considered.
· Adequate management of signal interference and other considerations is needed to ensure that wireless/radio connections, etc. are possible within the CML space.
· We anticipate that the CML will be a signal dense environment on multiple frequencies, particularly if multiple studies are running.
· Signal interference needs to be managed so there will be no restrictions if multiple studies are happening at the same time.
3. Period of Performance: The estimated period of performance for the design phase is 6 months. The estimated period of performance for the option phase is 6 months.
4. Travel: The contractor is expected to travel to the S2PRINT facility. Twice during the base period encompassing the design portion of the contract and twice during installation and training, if the option is exercised.
5. Security: A security clearance is not required for this work.
6. Personnel Qualifications: Demonstrable experience in design of immersive environments – minimum 5 years. Such as stadiums, set design and construction, stage design and construction, etc.
a. General Experience. The contractor shall have expertise in developing integrated technology solutions for data collection within immersive environments.
b. Specialized Experience: The Contractor must have an understanding of the state of the art in audio, visual, and human performance data collection technologies and systems.
7. Government Furnished Equipment/Information/Computer Utilization: The government shall provide documentation concerning the facility in which the integrated system(s) and technologies shall reside.
8. Other Direct Costs (ODCs): The Government does not anticipate ODC’s.
9. Deliverables: The contractor shall provide a report identifying the technologies and systems proposed to meet the capability requirements of the common laboratories in accordance with the Contract Data Requirements List (CDRL) DD Form 1423. It shall include, but not be limited to, a listing of proposed technologies (including acquisition and sustainment costs and training) and detailed drawings of the proposed technologies and integrated system(s).
10. Place of Performance: The primary place of performance will be the Contractor’s facility for the design phase. It will be the S2PRINT facility for the installation and training option.

The Contractor's management responsibilities shall include all activities necessary to ensure the accomplishment of timely and effective services performed in accordance with the requirements contained in the statement of work.
Provide monthly Contract Management/Activity Report.
12. Invoicing: The Contractor shall bill three times. First, at the end of the design phase. Next, at the beginning of the Option phase (acquisition, installation and training), if exercised. Finally, at the end of the contract. Invoices must include, at a minimum, the following information:
