About this file
This document is a Questions and Answers (Q&A) document for Solicitation 36C25626Q0278, addressing multiple clarifications for a VA medical center procurement. The Q&A resolves three key issues: (1) confirming that consumables referenced are specifically line items 7 and 8 (disposable swabs), (2) modifying customer service requirements to include a company representative visiting Overton Brooks VAMC every two months and providing 24/7/365 phone technical support with potential on-site service within 24 hours, and (3) updating federal acquisition regulation (FAR) clauses, specifically removing FAR 52.225-1 and retaining FAR 52.225-5 (Trade Agreements) due to the estimated contract value of approximately $369,000. The solicitation appears to be for medical reagents and consumables, with specific emphasis on clear service and support expectations.

Questions and Answers for Solicitation 36C25626Q0278
- In Section 5. A. (4), page 18 regarding the reference to “consumables listed below are compatible and are necessary to be able to perform the above-mentioned test”, may I confirm that the consumables in question are specifically referring to line 7 and 8 (the disposable swabs), and don’t refer to any consumables that are not listed in the schedule?
Confirmed, these are in reference to line items 7 & 8.
- In Section 16 A (P. 21), regarding the availability of the vendor to keep the instruments operational for patient testing, and the ability of the vendor’s availability for technical support, may we ask that these be removed from this solicitation? These performance monitoring criteria is related to our service/preventative maintenance plans, which are not line items for this solicitation (as this solicitation is only for the direct purchase of reagents and consumables )

6. Customer Service:
A. A company representative shall visit the Overton Brooks VAMC no less than once every two months to review account, provide product information, answer questions, provide customer service, and handle any defective merchandise. and take care of any other issues that might arise.
B. There shall be 24 hours / 7 days per week / 365 days per year phone support available for technical support. If resolution cannot be obtained by phone support, then a service technician shall be dispatched to the facility no more than 24 hours later to correct the issue.
- P. 46 incorporates FAR 52.225-1, Buy American—Supplies (OCT 2022), and p. 47 incorporates FAR 52.225–5, Trade Agreements (NOV 2023). Legal has noted that this contract can incorporate one or the other (depending on the contract value), but not both.
In this case, it looks like the estimated quantities will come out to be around $369,000 so I believe TAA should apply. May I trouble you to update this?
FAR 52.225-1, Buy American—Supplies (OCT 2022) has been removed.
