SECTION 01 00 00
GENERAL REQUIREMENTS
1.1 GENERAL INTENTION
A. Contractor shall completely prepare site for building operations, including demolition and removal of existing structures, and furnish labor and materials and perform work for the Sheridan VA Medical Center
– Building 1 Temperature Sensor Integration project as required by drawings and specifications.
B. Visits to the site by Bidders may be made only by appointment with the
Contracting Officer’s Representative (COR).
C. Project COR will render certain technical services during construction.
Such services shall be considered as advisory to the Government and shall not be construed as expressing or implying a contractual act of the Government without affirmations by the Contracting Officer.
E. All employees of general contractor and subcontractors shall comply with
VA security management program and obtain permission of the VA police, be identified by project and employer, and restricted from unauthorized access. Work shall be coordinated 2 weeks in advance that will not be performed within the normal working hours.
F. Prior to commencing work, general contractor shall provide proof that a
OSHA certified “competent person” (CP) (29 CFR 1926.20(b)(2) will maintain a presence at the work site whenever the general or subcontractors are present.
G. Training:
1. All employees of general contractor or subcontractors shall have the
10-hour OSHA certified Construction Safety course and /or other relevant competency training, as determined by VA CP with input from the ICRA team.
2. Submit training records of all such employees for approval before the start of work.

H. Hours of Operation: Hours of operation shall be Monday through Friday from 7:30am to 4:00pm. The following Government holidays and shutdowns must also be observed:

1.2 STATEMENT OF BID ITEM(S)
A. Refer to the contract drawings for specific items to be included.
Mainly, this includes all Demolition, Electrical, and control work in
Building 1. Base bid shall be the price for all the work indicated in the plans and specifications.
1.3 SPECIFICATIONS AND DRAWINGS FOR CONTRACTOR
A. Drawings posted in the solicitation for bid, in PDF format may be reproduced by the Contractor, at Contractor's expense.
Note: Provide, as used in these documents, means furnish and install for a complete working system per industry standards.
1.4 CONSTRUCTION SECURITY REQUIREMENTS

1. The security plan defines both physical and administrative security procedures that will remain effective for the entire duration of the project.
2. The General Contractor is responsible for assuring that all sub-contractors working on the project and their employees also comply with these regulations.
B. Security Procedures:
1. General Contractor’s employees shall not enter the project site without appropriate badge. They may also be subject to inspection of their personal effects when entering or leaving the project site.
a. Prior to commencement of work, all Contractor employees and subcontractors shall be issued appropriate 30 day or PIV Flash badges. Contractor shall coordinate with COR for badge issuance.
All Contractors employees and subcontractor personnel must always wear appropriate badges.
b. PIV Flash Badges are the property of the U.S. Government and must be returned at the close of the project, or upon changes in onsite personnel. Final contract payment amounts of $250.00 minimum per
PIV badge shall be held back until Government issued badges are returned.
2. For working outside the “regular hours” as defined in the contract, The General Contractor shall give 3-days-notice to the COR so that security arrangements can be provided for the employees. This notice is separate from any notices required for utility shutdown described later in this section.
3. No photography of VA premises is allowed without written permission of the COR.
4. VA reserves the right to close or shut down the project site and order General Contractor’s employees off the premises in the event of a national emergency. The General Contractor may return to the site only with the written approval of the COR.

C. Document Control:
1. Before starting any work, the General Contractor/Sub Contractors shall submit an electronic security memorandum describing the approach to following goals and maintaining confidentiality of
“sensitive information”.
2. The General Contractor is responsible for safekeeping of all drawings, project manual and other project information. This information shall be shared only with those with a specific need to accomplish the project.
4. Certain documents, sketches, videos or photographs and drawings may be marked “Law Enforcement Sensitive” or “Sensitive Unclassified”.
Secure such information in separate containers and limit the access to only those who will need it for the project. Return the information to the COR upon request.
5. These security documents shall not be removed or transmitted from the project site without the written approval of the COR.
6. All paper waste or electronic media such as CD’s and diskettes shall be shredded and destroyed in a manner acceptable to the VA.
7. Notify COR and Site Security Officer immediately when there is a loss or compromise of “sensitive information”.
8. All electronic information shall be stored in specified location following VA standards and procedures using an Engineering Document
Management Software (EDMS).
a. Security, access and maintenance of all project drawings, both scanned and electronic shall be performed and tracked through the
EDMS system.
b. “Sensitive information” including drawings and other documents may be attached to e-mail provided all VA encryption procedures are followed.
D. Motor Vehicle Restrictions
1. Parking along curbs shall be for loading and unloading only.

2. General Contractor, its employees, and sub-contractors shall park in designated areas only.
E. Upon receipt of award of contract General Contractor and subcontractors shall start the identification badge process. Contractors who will be on site 90 days or longer will be required to have a flash badge.
Contractors on site for less than 90 days will be required to have a temporary badge issued in 30-day increments.

B. Fire Safety Plan: Establish and maintain a fire protection program in accordance with 29 CFR 1926. Prior to start of work, prepare a plan detailing project-specific fire safety measures, including periodic status reports, and submit to the COR and Facility Safety Officer for review for compliance with contract requirements in accordance with
Section 01 33 23, SHOP DRAWINGS, PRODUCT DATA AND SAMPLES Prior to any
VA Project #666-17-110 01 00 00 -8 666-24-120 B1 Temperature Sensor Integration General Requirements worker for the contractor or subcontractors beginning work, they shall undergo a safety briefing provided by the general contractor’s competent person per OSHA requirements. This briefing shall include information on the construction limits, VAMC safety guidelines, means of egress, break areas, work hours, locations of restrooms, use of VAMC equipment, etc.
Documentation shall be provided to the COR that individuals have undergone contractor’s safety briefing.
C. Site and Building Access: Maintain free and unobstructed access to facility emergency services and for fire, police and other emergency response forces in accordance with NFPA 241.
D. Separate temporary facilities, such as trailers, storage sheds, and dumpsters, from existing buildings and new construction by distances in accordance with NFPA 241. For small facilities with less than 6 m (20 feet) exposing overall length, separate by 3m (10 feet).
G. Means of Egress: Do not block exiting for occupied buildings, including paths from exits to roads. Minimize disruptions and coordinate with COR and facility Safety Manager Officer.
I. Fire Extinguishers: Provide and maintain extinguishers in construction areas and temporary storage areas in accordance with 29 CFR 1926, NFPA
241 and NFPA 10.
J. Flammable and Combustible Liquids: Store, dispense and use liquids in accordance with 29 CFR 1926, NFPA 241 and NFPA 30.
M. Existing Fire Protection: Do not impair automatic sprinklers, smoke and heat detection, and fire alarm systems, except for portions immediately under construction, and temporarily for connections. Provide fire watch for impairments more than 4 hours in a 24-hour period. Request interruptions in accordance with Article, OPERATIONS AND STORAGE AREAS, and coordinate with Resident Engineer and facility Safety Officer. A
N. Smoke Detectors: Prevent accidental operation. Remove temporary covers at end of work operations each day. Coordinate with Resident Engineer and facility Safety Officer.

O. Hot Work: Perform and safeguard hot work operations in accordance with
NFPA 241 and NFPA 51B. Coordinate with Resident Engineer. Obtain permits from facility Safety Officer at least 24 hours in advance.
P. Fire Hazard Prevention and Safety Inspections: Inspect entire construction areas weekly. Coordinate with, and report findings and corrective actions weekly to Resident Engineer and facility Safety
Officer.
Q. Smoking: Smoking is prohibited in and adjacent to construction areas inside existing buildings and additions under construction. In separate and detached buildings under construction, smoking is prohibited except in designated smoking rest areas.
R. Dispose of waste and debris in accordance with NFPA 241. Remove from buildings daily. Large dumpsters shall have a lockable top, or have a fence, with lock, on all sides and top.
S. Perform other construction, alteration and demolition operations in accordance with 29 CFR 1926.
T. If required, submit documentation to the COR that personnel have been trained in the fire safety aspects of working in areas with impaired structural or compartmentalization features.
1.6 OPERATIONS AND STORAGE AREAS
A. The Contractor shall confine all operations (including storage of materials) on Government premises to areas authorized or approved by the
COR. The Contractor shall hold and save the Government, its officers and agents, free and harmless from liability of any nature occasioned by the
Contractor's performance.
B. Temporary buildings (e.g., storage sheds, shops, offices) and utilities may be erected by the Contractor only with the approval of the COR and shall be built with labor and materials furnished by the Contractor without expense to the Government. The temporary buildings and utilities shall remain the property of the Contractor and shall be removed by the
Contractor at its expense upon completion of the work. With the written consent of the COR, the buildings and utilities may be abandoned and need not be removed.

C. The Contractor shall, under regulations prescribed by the COR, use only established roadways, or use temporary roadways constructed by the
Contractor when and as authorized by the COR. When materials are transported in prosecuting the work, vehicles shall not be loaded beyond the loading capacity recommended by the manufacturer of the vehicle or prescribed by any Federal, State, or local law or regulation. When it is necessary to cross curbs or sidewalks, the Contractor shall protect them from damage. The Contractor shall repair or pay for the repair of any damaged curbs, sidewalks, or roads.

D. Working space and space available for storing materials shall be as determined by the COR.
E. Workmen are subject to rules of Medical Center applicable to their conduct.
F. Execute work so as to interfere as little as possible with normal functioning of the Medical Center as a whole, including operations of utility services, fire protection systems and any existing equipment, and with work being done by others. Use of equipment and tools that transmit vibrations and noises through the building structure, are not permitted in buildings that are occupied, during construction, jointly by patients or medical personnel, and Contractor's personnel, except as permitted by COR where required by limited working space.
1. Do not store materials and equipment in other than assigned areas.
2. Schedule delivery of materials and equipment to immediate construction working areas within buildings in use by Department of
Veterans Affairs in quantities sufficient for not more than two work days. Provide unobstructed access to Medical Center areas required to remain in operation.
G. Phasing: To insure such executions, Contractor shall furnish the COR with a schedule of approximate phasing dates on which the Contractor intends to accomplish work in each specific area of site, building or portion thereof. In addition, Contractor shall notify the COR two weeks in advance of the proposed date of starting work in each specific area of site, building or portion thereof. Arrange such phasing dates to
VA Project #666-17-110 01 00 00 -11 666-24-120 B1 Temperature Sensor Integration General Requirements insure accomplishment of this work in successive phases mutually agreeable to the Medical Center Director, COR and Contractor. Additional phasing requirements are described on drawing Cover Sheet.
L. Abandoned Lines: All service lines such as wires, cables, conduits, ducts, pipes and the like, and their hangers or supports, which are to be abandoned but are not required to be entirely removed, shall be sealed, capped or plugged. The lines shall not be capped in finished areas, but shall be removed and sealed, capped or plugged in ceilings, within furred spaces, in unfinished areas, or within walls or partitions; so that they are completely behind the finished surfaces.
M. To minimize interference of construction activities with flow of Medical
Center traffic, comply with the following:
1. Keep roads, walks and entrances to grounds, to parking and to occupied areas of buildings clear of construction materials, debris and standing construction equipment and vehicles. Wherever excavation for new utility lines cross existing roads, at least one lane must be open to traffic at all times.
2. Method and scheduling of required cutting, altering and removal of existing roads; walks and entrances must be approved by the COR.
N. Coordinate the work for this contract with other construction operations as directed by COR. This includes the scheduling of traffic and the use of roadways, as specified in Article, USE OF ROADWAYS.
1.7 INFECTION/DUST PREVENTION MEASURES
A. Implement the requirements of VAMC’s Infection Control Risk Assessment
(ICRA) team. ICRA Group may monitor dust in the vicinity of the construction work and require the Contractor to take corrective action immediately if the safe levels are exceeded. MCM-140-02.
B. Establish and maintain a dust control program as part of the
Contractor’s infection preventive measures in accordance with the guidelines as specified here. Prior to start of work, prepare a plan detailing project specific dust protection measures, including periodic status reports and submit to COR for review for compliance with contract requirements in accordance with Section 01 33 23 SHOP DRAWINGS, PRODUCT
DATA ND SAMPLES.

C. In general, following preventive measures shall be adopted during construction to keep down dust.
1. Dampen debris to keep down dust and provide temporary construction partitions in existing structures where directed by COR. Blank-off ducts and diffusers to prevent circulation of dust into occupied areas during construction.
a. Analyze each site during design to determine the effects of blocking HVAC ducts and their impact on existing air handling systems that must remain operational before initiating a dust control program.
2. Construct anteroom to maintain negative airflow from clean area through anteroom and into work area where required.
D. Do not perform dust producing tasks within occupied areas without the approval of the COR. For construction in any areas that will remain jointly occupied by the Medical Center and Contractor’s workers, the
Contractor shall:
1. Provide dust proof temporary drywall construction barriers to completely separate construction from the operational areas of the hospital in order to contain dirt, debris and dust. Barriers shall be sealed and made presentable on hospital occupied side. Install a self-closing rated door in a metal frame, commensurate with the partition, to allow worker access.
a. Maintain negative air at all times. A fire retardant polystyrene, 6-mil thick or greater plastic barrier meeting local fire codes may be used where dust control is the only hazard, and an agreement is reached with the COR.
b. HEPA filtration is required where the exhaust dust may reenter the breathing zone. Contractor shall verify that construction exhaust to exterior is not reintroduced to the medical center through intake vents, or building openings. Install HEPA (High Efficiency
Particulate Accumulator) filter vacuum system rated at 95% capture of 0.3 microns including pollen, mold spores and dust particles.
Insure continuous negative air pressures occurring within the work area. HEPA filters should have ASHRAE 85 or other pre-filter to
VA Project #666-17-110 01 00 00 -13 666-24-120 B1 Temperature Sensor Integration General Requirements extend the useful life of the HEPA. Provide both primary and secondary filtrations units. Exhaust hoses shall be heavy duty, flexible steel reinforced and exhausted so that dust is not reintroduced to the medical center.
c. Adhesive Walk-off/Carpet Walk-off Mats, minimum 600mm x 900mm (24” x 36”), shall be used at all interior transitions from the construction area to occupied medical center area. These mats shall be changed as often as required to maintain clean work areas directly outside construction area at all times.
d. Vacuum and wet mop all transition areas from construction to the occupied medical center at the end of each workday. Vacuum shall utilize HEPA filtration. Maintain surrounding area frequently.
Remove debris as they are created. Transport these outside the construction area in containers with tightly fitting lids.
e. The contractor shall not haul debris through patient-care areas without prior approval of the COR and the Medical Center. When, approved, debris shall be hauled in enclosed dust proof containers or wrapped in plastic and sealed with duct tape. No sharp objects should be allowed to cut through the plastic. Wipe down the exterior of the containers with a damp rag to remove dust. All equipment, tools, material, etc. transported through occupied areas shall be made free from dust and moisture by vacuuming and wipe down.
f. Using a HEPA vacuum, clean inside the barrier and vacuum ceiling tile prior to replacement. Any ceiling access panels opened for investigation beyond sealed areas shall be sealed immediately when unattended.
g. There shall be no standing water during construction. This includes water in equipment drip pans and open containers within the construction areas. All accidental spills must be cleaned up and dried within 12 hours. Remove and dispose of porous materials that remain damp for more than 72 hours.

h. At completion, remove construction barriers and ceiling protection carefully, outside of normal work hours. Vacuum and clean all surfaces free of dust after the removal.
E. Final Cleanup:
1. Upon completion of project, or as work progresses, remove all construction debris from above ceiling, vertical shafts and utility chases that have been part of the construction.
2. Perform HEPA vacuum cleaning of all surfaces in the construction area. This includes walls, ceilings, cabinets, furniture (built-in or free standing), partitions, flooring, etc.
1.8 DISPOSAL AND RETENTION
A. Materials and equipment accruing from work removed and from demolition of buildings or structures, or parts thereof, shall be disposed of as follows:
1. Reserved items which are to remain property of the Government are noted on drawings or in specifications as items to be stored. Items that remain property of the Government shall be removed or dislodged from present locations in such a manner as to prevent damage which would be detrimental to re-installation and reuse. Store such items where directed by COR.
2. Items not reserved shall become property of the Contractor and be removed by Contractor from the Medical Center.
3. Items of portable equipment and furnishings located in rooms and spaces in which work is to be done under this contract shall remain the property of the Government. When rooms and spaces are vacated by the Department of Veterans Affairs during the alteration period, such items which are NOT required by drawings and specifications to be either relocated or reused will be removed by the Government in advance of work to avoid interfering with Contractor's operation.
1.9 PROTECTION OF EXISTING VEGETATION, STRUCTURES, EQUIPMENT, UTILITIES, AND
IMPROVEMENTS
A. The Contractor shall preserve and protect all structures, equipment, and vegetation (such as trees, shrubs, and grass) on or adjacent to the work
VA Project #666-17-110 01 00 00 -15 666-24-120 B1 Temperature Sensor Integration General Requirements site, which are not to be removed, and which do not unreasonably interfere with the work required under this contract. The Contractor shall only remove trees when specifically authorized to do so, and shall avoid damaging vegetation that will remain in place. If any limbs or branches of trees are broken during contract performance, or by the careless operation of equipment, or by workmen, the Contractor shall trim those limbs or branches with a clean cut and paint the cut with a tree-pruning compound as directed by the COR.
B. The Contractor shall protect from damage all existing improvements and utilities at or near the work site and on adjacent property of a third party, the locations of which are made known to or should be known by the Contractor. The Contractor shall repair any damage to those facilities, including those that are the property of a third party, resulting from failure to comply with the requirements of this contract or failure to exercise reasonable care in performing the work. If the
Contractor fails or refuses to repair the damage promptly, the COR may have the necessary work performed and charge the cost to the Contractor.

1.10 RESTORATION
A. Remove, cut, alter, replace, patch and repair existing work as necessary to install new work. Except as otherwise shown or specified, do not cut, alter or remove any structural work, and do not disturb any ducts, plumbing, steam, gas, or electric work without approval of the COR.
Existing work to be altered or extended and that is found to be defective in any way, shall be reported to the COR before it is disturbed. Materials and workmanship used in restoring work shall conform in type and quality to that of original existing construction, except as otherwise shown or specified.
B. Upon completion of contract, deliver work complete and undamaged.
Existing work (walls, ceilings, partitions, floors, mechanical and electrical work, lawns, paving, roads, walks, etc.) disturbed or removed as a result of performing required new work, shall be patched, repaired, reinstalled, or replaced with new work, and refinished and left in as good condition as existed before commencing work.

C. At Contractor's own expense, Contractor shall immediately restore to service and repair any damage caused by Contractor's workmen to existing piping and conduits, wires, cables, etc., of utility services or of fire protection systems and communications systems (including telephone).
1.11 LAYOUT OF WORK
A. The Contractor shall lay out the work from Government established base lines and bench marks, indicated on the drawings, and shall be responsible for all measurements in connection with the layout. The
Contractor shall furnish, at Contractor's own expense, all stakes, templates, platforms, equipment, tools, materials, and labor required to lay out any part of the work. The Contractor shall be responsible for executing the work to the lines and grades that may be established or indicated by the COR. The Contractor shall also be responsible for maintaining and preserving all stakes and other marks established by the
COR until authorized to remove them. If such marks are destroyed by the
Contractor or through Contractor's negligence before their removal is authorized, the COR may replace them and deduct the expense of the replacement from any amounts due or to become due to the Contractor.
1.12 AS-BUILT DRAWINGS
A. The contractor shall maintain two full size sets of as-built drawings which will be kept current during construction of the project, to include all contract changes, modifications and clarifications.
B. All variations shall be shown in the same general detail as used in the contract drawings. To insure compliance, as-built drawings shall be made available for the COR's review, as often as requested.
C. Contractor shall deliver two approved completed sets of as-built drawings to the COR within 15 calendar days after each completed phase and after the acceptance of the project by the COR.
D. Paragraphs A, B, & C shall also apply to all shop drawings.
1.13 USE OF ROADWAYS
A. For hauling, use only established public roads and roads on Medical
Center property.

1.14 AVAILABILITY AND USE OF UTILITY SERVICES
A. The Government shall make all reasonably required amounts of utilities available to the Contractor from existing outlets and supplies, as specified in the contract. The Contractor shall carefully conserve any utilities furnished without charge.
1.15 TESTS
A. Pre-test mechanical and electrical equipment and systems and make corrections required for proper operation of such systems before requesting final tests. Final test will not be conducted unless pre-tested.
B. Conduct final tests required in various sections of specifications in presence of an authorized representative of the COR. Contractor shall furnish all labor, materials, equipment, instruments, and forms, to conduct and record such tests.
C. Mechanical and electrical systems shall be balanced, controlled and coordinated. A system is defined as the entire complex which must be coordinated to work together during normal operation to produce results for which the system is designed.
D. All related components as defined above shall be functioning when any system component is tested. Tests shall be completed within a reasonably short period of time during which operating and environmental conditions remain reasonably constant.
E. Individual test result of any component, where required, will only be accepted when submitted with the test results of related components and of the entire system.
1.16 INSTRUCTIONS
A. Contractor shall furnish Maintenance and Operating manuals and verbal instructions when required by the various sections of the specifications and as hereinafter specified.
B. Manuals: Maintenance and operating manuals (four copies each) for each separate piece of equipment shall be delivered to the COR coincidental with the delivery of the equipment to the job site. Manuals shall be complete, detailed guides for the maintenance and operation of

They shall include complete information necessary for starting, adjusting, maintaining in continuous operation for long periods of time and dismantling and reassembling of the complete units and sub-assembly components. Manuals shall include an index covering all component parts clearly cross-referenced to diagrams and illustrations.
Illustrations shall include "exploded" views showing and identifying each separate item. Emphasis shall be placed on the use of special tools and instruments. The function of each piece of equipment, component, accessory and control shall be clearly and thoroughly explained. All necessary precautions for the operation of the equipment and the reason for each precaution shall be clearly set forth. Manuals must reference the exact model, style and size of the piece of equipment and system being furnished. Manuals referencing equipment similar to but of a different model, style, and size than that furnished will not be accepted.
C. Instructions: Contractor shall provide qualified, factory-trained manufacturers' representatives to give detailed instructions to assigned
Department of Veterans Affairs personnel in the operation and complete maintenance for each piece of equipment. All such training will be at the job site. These requirements are more specifically detailed in the various technical sections. Instructions for different items of equipment that are component parts of a complete system shall be given in an integrated, progressive manner. All instructors for every piece of component equipment in a system shall be available until instructions for all items included in the system have been completed. This is to assure proper instruction in the operation of inter-related systems. All instruction periods shall be at such times as scheduled by the COR and shall be considered concluded only when the COR is satisfied in regard to complete and thorough coverage. The Department of Veterans Affairs reserves the right to request the removal of, and substitution for, any instructor who, in the opinion of the COR, does not demonstrate sufficient qualifications in accordance with requirements for instructors above.
1.17 HISTORIC PRESERVATION
Where the Contractor or any of the Contractor's employees, prior to, or during the construction work, are advised of or discover any possible archeological, historical and/or cultural resources, the Contractor

1.18 CONSTRUCTION PROGRESS MEETING
The attached Construction Progress Meeting Agenda form shall be utilized for the weekly construction meetings.
1.19 CONSTRUCTION WASTE
Recycle all locally recyclable materials. At start of project provide a written demolition debris management plan to COR. Contractor shall provide storage receptacles on site, or store offsite. At minimum recycle Metal Ductwork, Soil, Inerts (e.g. Concrete, masonry and asphalt), clean dimensional wood and palette wood, Green waste
(biodegradable landscaping materials), Engineered wood products
(plywood, particle board and I-joists, etc.), Metal products (e.g.
steel, wire, beverage containers, etc.), Cardboard, paper and packaging, Bitumen roofing materials, Plastics (e.g. ABS, PVC), Carpet and/or pad, Gypsum board, Insulation, and Paint. Provide manifest of where materials went. Submit copy of manifest to COR. With each application for progress payment, submit a summary of construction and demolition debris diversion and disposal including beginning and ending dates of period covered.
1.20 SHOP DRAWINGS
Provide manufacturers cut sheet/submittals for all equipment and material provided and used in this contract. Submittals shall be in PDF format.

SECTION 23 09 23
DIRECT-DIGITAL CONTROL SYSTEM FOR HVAC
PART 1 - GENERAL
1.1 DESCRIPTION
A. Provide modifications to the existing direct-digital control system(s) as indicated on the project documents, drawings and as described in these specifications. Include additions to the DDC system to provide a complete and working direct-digital control system. Include all engineering, programming, controls and installation materials, installation labor, commissioning and start-up, training, final project documentation and warranty.
1. The direct-digital control system(s) shall consist of hardware compatible with the existing Trane Ensemble control system. Graphics and programming shall be added to the front-end controller located in
Room 209 in Building 5, on the computer in building 37, and on new computer in room 224 in building 5. Contractor shall provide VA compatible computer, software, and hardware wiring required for new system in room 224 in building 5.
2. The system may also be a new BacNet compatible system with complete graphic based software at a new front-end computer located in room
209 in building 5, on the computer in building 37, and on new computer in room 224 in building 5.
3. The work administered by this Section of the technical specifications shall include all labor, materials, special tools, equipment, enclosures, power supplies, software, software licenses, Project specific software configurations and database entries, interfaces, wiring, tubing, installation, labeling, engineering, calibration, documentation, submittals, testing, verification, training services, permits and licenses, transportation, shipping, handling, administration, supervision, management, insurance, Warranty, specified services and items required for the system additions to form a complete and fully functional Controls Systems.
4. The control systems shall be designed such that each mechanical system shall operate under stand-alone mode. The contractor, administered by this Section of the technical specifications, shall provide controllers for each mechanical system. In the event of a network communication failure, or the loss of any other controller, VA Medical Center, Sheridan, Wyoming 23 09 23 - 2 666-24-120 B1 Temperature Sensor Integration Direct Digital Control System the control system shall continue to operate independently. Failure of the ECC shall have no effect on the field controllers, including those involved with global strategies.
5. Once the system is calibrated and adjusted at the front end the stand alone controllers shall be programmed with the settings adjusted at the front end to prevent the operation at factory presets upon power failure.
B. Some products are furnished but not installed by the contractor administered by this Section of the technical specifications. The contractor administered by this Section of the technical specifications shall formally coordinate in writing and receive from other contractors formal acknowledgements in writing prior to submission the installation of the products. These products include the following:
1. Steam to Heating Water Heat Exchanger.
2. Variable Frequency Drive and Disconnect.
3. Static Pressure Sensors.
4. Temperature sensors.
C. Provide a Responsibility Table showing who is to furnish, who is to install, who is to provide low voltage wiring, and who is to provide line power.
D. Coordination with this facility’s existing direct-digital control system can be made with the Trane Corporation in Great Falls, Montana.
E. This campus has standardized on an existing standard Trane Ensemble
Control System supported by a preselected controls service company.
This entity is referred to as the “Control System Integrator” in this
Section of the technical specifications. The Control system integrator is responsible for ECC system graphics and expansion. It also prescribes control system-specific commissioning/ verification procedures to the contractor administered by this Section of the technical specification. It lastly provides limited assistance to the contractor administered by this Section of the technical specification in its commissioning/verification work.
1. The General Contractor of this project shall directly hire the
Control System Integrator in a contract separate from the contract procuring the controls contractor administered by this Section of the technical specifications.

2. The contractor administered by this Section of the technical specifications shall coordinate all work with the Control System
Integrator.
F The direct-digital control system shall start and stop the exhaust fan, monitor the ductwork static pressure sensor and alarm at the front end upon low static pressure. The system shall monitor the temperature of the exhausted air, and monitor the exhaust fan amps.
1.2 RELATED WORK
A. Section 260521, Electrical Wire.
1.2 Definitions
A. Direct Digital Control (DDC): Microprocessor based control including
Analog/Digital conversion and program logic. A control loop or subsystem in which digital and analog information is received and processed by a microprocessor, and digital control signals are generated based on control algorithms and transmitted to field devices in order to achieve a set of predefined conditions.
B. Graphic Program (GP): Program used to produce images of air handler systems, fans, chillers, pumps, injection monitoring, and building spaces. These images can be animated and/or color-coded to indicate operation of the equipment.
C. Sensors: devices measuring state points or flows, which are then transmitted back to the DDC system.
1.4 QUALITY ASSURANCE
A. Criteria:
1. Single Source Responsibility of subcontractor: The Contractor shall obtain hardware and software supplied under this Section and delegate the responsibility to a single source controls installation subcontractor. The controls subcontractor shall be responsible for the complete design, installation, and commissioning of the system.
The controls subcontractor shall be in the business of design, installation, and service of such building automation control systems similar in size and complexity.
2. Equipment and Materials: Equipment and materials shall be cataloged products of manufacturers regularly engaged in production and installation of HVAC control systems. Products shall be manufacturer’s latest standard design compatible with the existing control system and have been tested and proven in actual use.

3. The controls subcontractor shall provide a list of no less than five similar projects which have building control systems as specified in this Section. These projects must be on-line and functional such that the Department of Veterans Affairs (VA) representative would observe the control systems in full operation.
4. The controls subcontractor shall have in-place facility within 150 miles with technical staff, spare parts inventory for the next five
(5) years, and necessary test and diagnostic equipment to support the control systems.
5. The controls subcontractor shall have minimum of three years experience in design and installation of building automation systems similar in performance to those specified in this Section. Provide evidence of experience by submitting resumes of the project manager, the local branch manager, project engineer, the application engineering staff, and the electronic technicians who would be involved with the supervision, the engineering, and the installation of the control systems. Training and experience of these personnel shall not be less than three years. Failure to disclose this information will be a ground for disqualification of the supplier.
6. Provide a competent and experienced Project Manager employed by the
Controls Contractor. The Project Manager shall be supported as necessary by other Contractor employees in order to provide professional engineering, technical and management service for the work. The Project Manager shall attend scheduled Project Meetings as required and shall be empowered to make technical, scheduling and related decisions on behalf of the Controls Contractor.
B. Codes and Standards:
1. All work shall conform to the applicable Codes and Standards.
2. Electronic equipment shall conform to the requirements of FCC
Regulation, Part 15, Governing Radio Frequency Electromagnetic
Interference, and be so labeled.
1.5 PERFORMANCE
A. The system shall conform to the following:
1. Graphic Display: The system shall display up to four (4) graphics on a single screen with a minimum of twenty (20) dynamic points per graphic. All current data shall be displayed within ten (10) seconds of the request.

2. Graphic Refresh: The system shall update all dynamic points with current data within eight (8) seconds. Data refresh shall be automatic, without operator intervention.
3. Object Command: The maximum time between the command of a binary object by the operator and the reaction by the device shall be two(2) seconds. Analog objects shall start to adjust within two (2) seconds.
4. Object Scan: All changes of state and change of analog values shall be transmitted over the high-speed network such that any data used or displayed at a controller or work-station will be current, within the prior six (6) seconds.
5. Alarm Response Time: The maximum time from when an object goes into alarm to when it is annunciated at the workstation shall not exceed
(10) seconds.
6. Program Execution Frequency: Custom and standard applications shall be capable of running as often as once every (5) seconds. The
Contractor shall be responsible for selecting execution times consistent with the mechanical process under control.
7. Multiple Alarm Annunciations: All workstations on the network shall receive alarms within five (5) seconds of each other.
8. Performance: Programmable Controllers shall be able to execute DDC
PID control loops at a selectable frequency from at least once every one (1) second. The controller shall scan and update the process value and output generated by this calculation at this same frequency.
9. Reporting Accuracy: Listed below are minimum acceptable reporting end-to-end accuracies for all values reported by the specified system:

1.6 WARRANTY
A. Labor and materials for control systems shall be warranted for a period as specified under Warranty in FAR clause 52.246-21.

B. Control system failures during the warranty period shall be adjusted, repaired, or replaced at no cost or reduction in service to the owner.
The system includes all computer equipment, transmission equipment, and all sensors and control devices.
D. Controls and Instrumentation subcontractor shall be responsible for temporary operations and maintenance of the control systems during the construction period until final commissioning, training of facility operators and acceptance of the project by VA.
1.7 SUBMITTALS
A. Submit shop drawings in accordance with Section 01 00 00, GENERAL
REQUIREMENTS.
B. Manufacturer’s literature and data for all components including the following:
1. A wiring diagram for each type of input device and output device including DDC controllers, sensors, amp and volt meters, etc.
Diagram shall show how the device is wired and powered, showing typical connections at the digital controllers and each power supply, as well as the device itself. Show for all field connected devices, including but not limited to, control relays, motor starters, electric or electronic actuators, and temperature pressure, flow and humidity sensors and transmitters.
2. Sequence of operations for each HVAC system and the associated control diagrams. Equipment and control labels shall correspond to those shown on the drawings.
3. Color prints of proposed graphics with a list of points for display.
4. Schematic wiring diagrams for all control, communication and power wiring. Provide a schematic drawing of the central system installation. Label all cables and ports with computer manufacturers’ model numbers and functions. Show all interface wiring to the control system.
5. Construction details for all installed conduit, cabling, raceway, cabinets, and similar. Construction details of all penetrations and their protection.
6. Quantities of submitted items may be reviewed but are the responsibility of the contractor administered by this Section of the technical specifications.
C. Product Certificates: Compliance with Article, QUALITY ASSURANCE.
D. As Built Control Drawings:

1. Furnish one (1) copy of the as-built drawings for each control system. The documents shall be submitted for approval prior to final completion.
2. Furnish one (1) stick set of applicable control system prints for each mechanical system for wall mounting. The documents shall be submitted for approval prior to final completion.
3. Furnish one (1) CD-ROM in CAD DWG and/or .DXF format for the drawings noted in subparagraphs above.
F. Operation and Maintenance (O/M) Manuals):
1. Submit in accordance with Article, INSTRUCTIONS, in Specification
Section 01 00 00, GENERAL REQUIREMENTS.
2. Include the following documentation:
a. General description and specifications for all components, including logging on/off, alarm handling, producing trend reports, overriding computer control, and changing set points and other variables.
b. Detailed illustrations of all the control systems specified for ease of maintenance and repair/replacement procedures, and complete calibration procedures.
c. One copy of the final version of all software provided including graphics software.
d. Complete troubleshooting procedures and guidelines for all systems.
e. Complete operating instructions for all systems.
f. Recommended preventive maintenance procedures for all system components including a schedule of tasks for inspection, cleaning and calibration. Provide a list of recommended spare parts needed to minimize downtime.
