Pre-Bid Meeting

FOR

666-24-120 B1 HVAC Controllers Upgrades

Services are required at the Sheridan VA Medical Center to remove existing heat pump temperature control equipment in Building 1 and integrate them with the existing radiator temperature sensors. This project is located at the Sheridan VA Medical Center Campus at 1898 Fort Road., Sheridan, WY, 82801. All local and federal standards and requirements shall be met.

Upon starting the project, the successful contractor shall confer with the Sheridan VA engineering staff to ensure that all aspects of the project are clearly understood prior to implementation.

Location: Sheridan VA Medical Center

Introductions: Jason Rankin CS and Rodney Lindberg COR Site Visit:

· The pre-bid meeting/site walk is not mandatory.

· Questions during site visit must be written down and submitted to the Contracting Officer to provide answers in an amendment to all interested parties.

Pertinent Dates:

· Questions are due by 10:00 AM MT January 22, 2024. Any questions submitted after this time will not be reviewed or answered. Please submit to Jason.Rankin@va.gov.

· Bids are due on January 29, 2024, no later than 10:00 AM MT. Submit via email to Jason.Rankin@va.gov.

Site Visit Guidelines:

· Prospective bidders are prohibited from attempting to gain information by inquiring with VA employees about project other than through written questions submitted to Contracting Officer.

· Prospective bidders are prohibited from visiting site other than through formal invitation by Contracting Officer.

· Attendees of walk-through are to stay as a group while walking to various locations and are to leave the future project site once the walk-through is concluded.

Solicitation Information:

· Confirmation of construction range: between $25,000 and $100,000.

· Bid Guarantee & Payment/Performance Bonds: are required as outlined in the solicitation.

· Special Standards of Responsibility: Please note solicitation requirements for submittal of OSHA and EMR ratings.

· VAAR clause 852.219-75 Limitation on Subcontracting: please ensure you provide a signed copy of this clause with your bid package. Please provide the complete signed clause, not just the signature page.

· Contractor shall begin performance within 10 days after Notice to Proceed (NTP) and complete within 60 calendar days.

Post Award Compliance:

· Compliance with Davis Bacon Wages and Application wage determination shall be expected of the contractor. The contractor shall submit their weekly certified payrolls with their monthly invoice.
