Subject: SPECIAL NOTICE 36C24922Q0306

Description: NOTICE OF INTENT TO AWARD A SOLE SOURCE

The Department of Veterans Affairs (VA), Network Contracting Office (NCO) 9, intends to issue a Firm Fixed Priced contract under the authority of Federal Acquisition Regulation (FAR) 13.106-1(b)(1)(i), Soliciting from a single source. On or about May 27th, 2022, an award is anticipated to occur to Just Medical, Inc. The period of performance will be for ninety calendar days after the issuance of the notice to proceed.

This requirement includes the purchase of six Specialist Seating Recliners that meet the needs of patients with painful physical conditions seen at the James H. Quillen VAMC. The Specialist Seating Recliners have specific properties to fit or adjust to the different needs of patients with physical conditions that make sitting in regular recliners or wheelchairs painful or difficult. These Specialist Seating Recliners are designed for long-term care facilities, a hospices environment, and one-on-one observation. In addition, the Specialist Seating Recliners are for care of those at risk of developing an unconventional body shape, postural related problems, require support and positioning assistance, seated for lengthy supports, semi and non-ambulant users, multi-positioning integral head support, and pressure-relieving seat options for prevention of pressure injuries. These Specialist Seating Recliners will provide much-needed additional seating systems within the James H. Quillen VAMC that will aid in the pain relief that patients experience without such Specialist Seating Recliners available that impact the long-term health of veteran patients that reside within and close to the James H.

Quillen VAMC. The contractor will be responsible for the delivery of the recliners to the James H. Quillen VAMC in a timely manner.

NCO 9 intends to non-competitively Award this requirement to Just Medical, Inc since the brand of recliner is the current Specialist Seating Recliners utilized at local VA facilities. In addition, the Specialist Seating Recliners previously obtained from Just Medical, Inc have provided the facility with the capacity to provide pain-free movement in routine and emergency circumstances. As a result, any contractor other than Just Medical, Inc that would provide the Specialist Seating Recliners to the facility would unintentionally cause a delay in pain-free patient care. Unnecessary delays cannot be endured.

The North American Industry Classification System (NAICS) code for this requirement is 339113 with the size standard of

750. The applicable Product Service Code is 6530. This notice of intent is not a request for proposals or quotes.

However, all responsible service-disabled veteran-owned small businesses and veteran-owned small businesses may submit an offer and technical capabilities/narrative that proves by clear and convincing evidence that a similar digital scanning device is available that will provide comparable scanning abilities for the facility. If said OFFER and technical capabilities/narrative is received within three calendar days of publication of this notice, the narrative will be considered by NCO 9. All responses must be submitted to the Government point of contact at the email address shown below. A determination by the Government not to open the requirement to competition based upon the responses to this notice is solely within the discretion of the Government. Information received will generally be considered solely for the purpose of determining whether to conduct a competitive procurement.
