Controls Upgrade Project Sequencing (Proposed)
July 2019/OM
Scope of Work:
A. Fuel Oil Pump Relocations (2):
1. Installation and Commissioning
2. Monitoring Operations in the DDC
B. Emergency Generator System Controls:
1. Installation and Commissioning (Stand Alone System)
2. Monitoring Operations in the DDC
C. Lighting Control System Up-grade:
1. Replacement and integration of 3 old Honeywell panels.(Stand Alone System)
2. Monitoring Operations in the DDC
D. VAV Upgrade to Digital Controls:
1. Equipment and Controls Installation and Commissioning
E. New DDC System:
1. Field Investigation and Retro Commissioning
2. New DDC Configuration
3. New DDC Installation
4. New DDC Commissioning and Start Up
5. New DDC Documentation
6. New DDC Training for Operations and Maintenance
7. New DDC Local Support by successful I&C Contractor
Project Sequencing Rationale:
Present Project Bid Documents open the potential for VA to select a New Technology for the proposed New DDC system or to stay with the present technology. Also, the bid documents allow the selected General Contractor (GC) to execute the scopes of work (A,B,C and D) above separately from the proposed New DDC system upgrade effort. To avoid potential duplications of cost and effort to Commission and Start Up the control systems twice (A2, B2,C2 and C above), it is therefore recommended that ALL control related work be implemented after the New DDC system is operational.
General Contractor may decide to implement the scopes (A1,B1, C1 above) as Self Standing efforts thru Commissioning but without their controls interface. During the New DDC system Configuration ALL Control interfaces, including (D) above, will be integrated and commissioned as such one time only (A2, B2, C2, D and E) above.
