Question: 1 – Division 23 and the general requirements of the specifications reference commissioning of the mechanical system, but there is no 01 91 00 specification for this project. Please provide proper specifications.
Answer: 1 – See attached commissioning Specification Section 23 08 00 Commissioning of HVAC Systems.
Question: 2 – Will the CX agent be hired by the contractor or by the VA?
Answer: 2 – As mentioned in the specifications, the CX agent will be hired by the contractor.
Question: 3 – Under specification 01 45 00 it states the General Contractor shall have a designated QC manager. Does the VA require the QC position to be filled by a single person with no other collateral duties?
Answer: 3 – Can have other duties.
Question: 4 – In Section 3.4 “Communication” subpart A, reference is made to adhering to ANSI/ASHRAE Standard 135 – 2008 BACnet. In several places throughout the specification reference is made to all devices being BACnet IP. Does this apply to the existing and new BACnet floor level application specific controllers which currently communicate via BACnet MSTP (which is included in Standard 135)?
Answer: 4 – VA wants to standardize on BACnet IP. MSTP can be used if it can fully integrate with BACnet IP. BACnet IP should be used between the Server and the “Field Level Controllers” (for CMI this is the PXC or PXM controller). BACnet MSTP can be used between the “Field Level Controllers” and the “Device Level Controllers” (i.e. VAV controllers, fan control units, VFDs, etc.).
Question: 5 – What work or installation is required for the 500 room thermostats?
Answer: 5 – There are approximately 500 existing old digital thermostats. Remove and replace with state-of-the-art digital thermostats. The intent of the 500 thermostats is to replace existing thermostats that are not 100% compatible with BACnet communications. The existing conduit and wire may be re-used or replaced if necessary, but the physical thermostat needs to be replaced and reprogrammed. The intent is to have one manufacturer system for the entire facility.
Question: 6 – Is the intent to have one manufacturers system for the entire facility or can you integrate to the existing Siemens and Trane BACnet devices and provide a third system for the new work?
Answer: 6 – It is the intent to have one manufacturer for entire facility. No integrators allowed.
Question: 7 – “Bid Item 0002 Deduct 500 Digital Thermostats” also name “Alternate No. 1:” does not have a description on the plans or in the specs. In the pre-bid meeting on 8/14, it was stated that this is for 500 pneumatic boxes to be upgraded to DDC. Please confirm that the scope of work for these 500 boxes is to do the following:
0. Run 120V power for controls to boxes
0. Run BACnet MS/TP Network Buss to each of the boxes
0. Replace pneumatic control valve with an electronic proportional control valve.
0. Replace pneumatic controller on VAV box with a BACnet DDC controller.
0. Replace pneumatic thermostat with thermostat with digital display.
Answer: 7 – Answered above in question 5.
Question: 8 – Under 1.2 Existing Systems A. lists over 250 proprietary controllers.
0. If the manufacturer of these controllers is awarded the contract, is it the intent of this project to replace these proprietary controls?
0. Is the communication for VAV boxes that are non- proprietary BACnet MS/TP?
0. Would any BACnet Devices need to be replaced?
Answer: 8 – f. Yes
g. Needs to be fully compatible with BACnet IP.
h. Needs to be fully compatible with BACnet IP.
Question: 9 – In the meeting it was asked if under Specification 1.1 A. 3. one of the control bidders other than Trane or Siemens were awarded the project, is that contractor allowed to integrate to the existing controllers. It was stated in the meeting that it was the intent of the VA to have all the same controls. So if (1.1.A.1.) Trane was to win the project they would need to replace all of Siemens controllers, if (1.1.A.2.) Siemens was awarded the project they would need to replace all of Trane’s controllers, and if a (1.1.A.3.) 3rd party was to be awarded the project they would need to replace all of the Siemens and Trane controllers and integration was not the intent of 1.1 A.3. Is this correct?
Answer: 9 – No Integrators allowed; one system must use all their controllers.
Question: 10 – Reference block 17 of the SF 1442 which addresses 5 bid items (base bid and 4 alternates; and Specifications Section 01 00 00 General Requirements paragraph 1.3 Statement of Bid Items that lists 6 bid items (Item I and II with 4 alternates). Please advise on correct breakdown of bid items.
Answer: 10 – Disregard Item I and II description but consider the base bid and the following three alternates:
B. ALTERNATE NO.1: Deduct replacement of 500 new digital T stats.
C. ALTERNATE NO. 2: Delete 5 workstations.
E. Alternate No. 4: Delete Upgrade of lighting system.
Note: Disregard D. Alternate No. 3: Upgrade to fiber optic system.
Question: 11 – Reference the Price/Cost Schedule provided on page 6 of the solicitation which asks for pricing of one-unit item and grand total for this project. If there is a base bid and alternates required as referenced in question #10 above, can a revised form for the price/cost schedule be provided to reflect these items?
Answer: 11 – Provide a bid for the project and bid deduct amount for each individual alternate (B, C, and E described in question 10 above)
Question: 12 – Page 11 of Solicitation PDF paragraph F.2 – Delivery Schedule asks for a delivery date. Please clarify what the government is asking for here?
Answer: 12 – There is no information required for section F2, as this is a service and not an product.
Question: 13 – Reference Drawing E001 – what coordination drawings is the government looking for on this project?
Answer: 13 – Availability of space to run new equipment. How the contractor plan to install equipment, run conduit/cable, pipe, wall penetration, ceiling, column, interference, conflict etc. contactor shall submit coordination drawing for approval before installation.
Question: 14 – Are there any current projects involving Ameresco lighting that need to be accounted for in the project with respect to the encelium changes being required on this project? If so, please provide the scope of work and all necessary information to add this effort to the project scope.
Answer: 14 – No. Ameresco is replacing fixtures with LEDs throughout the hospital but is not making any changes to the existing lighting controls (Encelium, DDC, or otherwise).
Question: 15 – Sheet MS-602 through MS-604 General Note 2: Provide smoke detectors per NFPA 90A. Are the existing smoke detectors to be replaced or are non-existing duct smoke detectors to be added to the fire alarm system? In locations that currently have no duct smoke detectors, will an addressable relay for HVAC shutdown be installed by the fire alarm contractor at the existing or new HVAC control panel location?
Answer: 15 – Test all existing duct smoke detectors; assume 10 will need to be replaced.
Question: 16 – Sheet MS-602 through MS-604 On the control schematics of the different air handling units, are the devices shown just a typical representation? Are shown devices to be added if they are not existing? If other devices are existing that are not shown, are they to be removed? Also are the sequences of operations to be as shown in lieu of what may be current in operation?
Answer: 16 – They are typical representation. Actual sequences are to be determined and documented during the “Retro Commissioning” process as outlined in the specifications section 23-09-23. However, the VA desires to standardize on the sequences as much as possible. Any deviations from the standard shall be included in the “Proposed Configuration for the New DDC System” that is developed and submitted during the Retro Commissioning process.
Question: 17 – Spec Section 23 09 23 – 4 d. The implementation of local Controls and Monitoring and Alarming functionality for the new and relocated Fuel Oil pumps. Controls to be integrated with the existing Boiler Control System and in accordance with this project’s documentation; And Drawing ME401 New Work Note 2: Are these new controls to be wired into the existing Cleaver Brooks CB Master Panel by Cleaver Brooks and then integrated into the BAS via the existing BACnet connection or can an option be to wire this directly to the BAS?
Answer: 17 – Wiring directly to BAS is acceptable as long as existing boiler controls are not adversely affected.
Question: 18 – SOLICITATION, OFFER, AND AWARD (Construction, Alteration, or Repair) Item 17 Amounts Bid Item 0004 Combine all FO Network into 1 LAN. What exactly does this entail? Are there other fiber networks beyond the existing BAS fiber optic network that are to be incorporated? If so, what are those systems and where are they located?
Answer: 18 – Yes. The DDC LAN network shown on drawing MC405, the Encelium LAN network shown on Drawing E701 detail 2, and the new ASCO Electrical monitoring system shown on Drawings E602 & E803, shall be combined into a “Building Control Systems” network as described in notes 5 & 6 on drawing MC405.
Question: 19 – SOLICITATION, OFFER, AND AWARD (Construction, Alteration, or Repair) Item 17 Amounts Bid Items 0002-0005 Are these bid items deductive from the base bid or are they actual values for the description? IE: Item 0002 is that the actual price for the 500 digital thermostats or is this the new base bid minus the 500 digital thermostats?
Answer: 19 – Provide a bid for the project and then bid deduct amount for each individual bid (B, C, and E described in question 10 above)
Question: 20 – Cooling tower valves: Are the cooling tower valves to be replaced with new?
Answer: 20 – Existing devices that are fully functional and compatible with the new system architecture may remain. Missing, failed, and/or incompatible devices are to be determined and documented during the “Retro Commissioning” process as outlined in the specifications section 23-09-23 and then installed or replaced accordingly
Question: 21 – AHU Valves: Are the AHU Valves (hot and cold water) to be replaced with new?
Answer: 21 – Existing devices that are fully functional and compatible with the new system architecture may remain. Missing, failed, and/or incompatible devices are to be determined and documented during the “Retro Commissioning” process as outlined in the specifications section 23-09-23 and then installed or replaced accordingly
Question: 22 – AHU actuators: Are the AHU actuators to be replaced with new?
Answer: 22 – Existing devices that are fully functional and compatible with the new system architecture may remain. Missing, failed, and/or incompatible devices are to be determined and documented during the “Retro Commissioning” process as outlined in the specifications section 23-09-23 and then installed or replaced accordingly
Question: 23 – On plan sheet MC504, the existing lot of BACnet/IP (Trane and Siemens) controllers are noted for existing equipment such as AHUs. Is it the expectation of the VA that all of this hardware is replaced as part of this project? If no, under what conditions can the existing equipment remain and be integrated, using BACNet IP to a modern, up to date, front end.
Answer: 23 – Existing BACNet IP controllers that meet the BACNet specifications may be re-used if they are fully compatible with the new front end. No integraters allowed; if existing control equipment does not communicate directly with new control technology, replace.
Question: 24 – Are ALL of the AHU sensors & devices indicated on the flow diagrams existing to remain or are they intended to be replaced by this project?
Answer: 24 – Existing sensors and devices only to be replaced if found to be defective. Existing devices that are fully functional and compatible with the new system architecture may remain. Missing, failed, and/or incompatible devices are to be determined and documented during the “Retro Commissioning” process as outlined in the specifications section 23-09-23 and then installed or replaced accordingly.
Question: 25 – There are approximately 55 new VAV boxes on this project that are very clearly be replaced and will get all new DDC controls as part of this project. On the general plan note is states that 500 new thermostats shall be installed. Starting on plan page MS610, the remaining equipment such as VAV boxes and DD boxes are listed out, but it is not clear what controls work is to be completed on these boxes.
A) What is the expected scope for these additional 445 devices?
B) What if any work is to be done on these boxes, other than installing a new thermostat?
C) If replaced, what type of dampers are present on these VAV boxes (exposed shaft or other).
D) If integration is expected, what type of existing controller is in place?
Answer: 25 – A) The 55 thermostats associated with the new VAVs are not included in the 500; they are separate. There are approximately 500 existing old digital thermostats. Remove and replace with state-of-the-art digital thermostats. The intent of the 500 thermostats is to replace existing thermostats that are not 100% compatible with BACnet communications. The existing conduit and wire may be re-used or replaced if necessary, but the physical thermostat needs to be replaced and reprogrammed. The intent is to have one manufacturer system for the entire facility.
B) Existing VAVs that are fully functional and compatible with the DDC system do not need to be replaced. Just need to integrate them into the new DDC system, include on the graphics screens, commission to ensure calibration and operations, etc.
C) To be determined during the retro commissioning phase.
D) To be determined during the retro commissioning phase.
Question: 26 – It is requested to replace the controls on the condenser water system (towers and pumps), however the chillers still appear to be on the Trane Tracer MS/TP System. Is any work in this project intended to touch this system, if so what? (Integration, re-placement, or Other) Answer: 26 – It is our intent that the controls built into the chillers themselves shall be integrated into the DDC system via BACnet. Chillers are Trane and have internals. Chillers to be controlled by BAS controls by BACnet and connect to Trane interface.
Question: 27 – The existing Tridium JACE running an AX system is obsolete. Does the scope include upgrading it, and if so, does the VA have any specifications for JACE type they have standardized on? If upgraded, how should it be tied into the broader controls project? If NOT upgraded, what should be done with the JACE as part of this project?
Answer: 27 – Not included in this project. Is this referring to Drawing MC405 item #128 (TLS Continuous Commissioning Server)? If so, that server is no longer in use. There is no need to interface to it or upgrade it.
Question: 28 – Commissioning: There are extensive references to commissioning, but spec section is not included. Are we to base the commissioning requirements only on what is included in the individual spec sections; 01 00 00 (project sequencing), 23 09 23, 23 10 00, 26 09 23?
Answer: 28 – Commissioning spec issued. See attached commissioning Specification Section 23 08 00 Commissioning of HVAC Systems.
Question: 29 – Commissioning: As there is no commissioning schedule included in the specifications: Can we use 01 00 00 project sequencing table to be a complete listing of required commissioning activities?
Answer: 29 – Addressed
Question: 30 – QC plan: As is typical for most VA projects can the QC plan be implemented by the onsite superintendent and administrated by the PM without additional staff (other than commissioning agent) as call for in 01 45 00.?
Answer: 30 – Yes
Question: 31 – CQC manager: Can the CQC manager be duel hatted as the PM for the project?
Answer: 31 – Yes
Question: 32 – QCM certification: Because of the current restrictions from COVID-19 the QCM certification classes are not currently be offered. Will the VA void this requirement or postpone the requirement until the classes become available again?
Answer: 32 – The VA has not voided this requirement to date due to some classes being offered on line.
Question: 33 – Prequalify of subcontractors: I.E. Spec 23 09 23 part 1 1.1 “The successful General Contractor (GC) for this project shall prequalify, select and present to VA officials a subcontractor to administer this section of the technical specifications”(also referenced in other places):As this is a sealed bid offer are we to include subcontractor qualifications in the bid submission?
Answer: 33 – Yes
Question: 34 – Prequalify of subcontractors (see previous question): Can the VA please provide a list of qualifications?
Answer: 34 – Comply with Specification 23 09 23 – para. 1.3C.
Question: 35 – specification section 23-9-23 1.3 C: Would it be permissible for the Approved I&C Contractor to work with in partnership, the local (to Charleston) certified distributor/contractor of the qualified automation hardware to meet the 50 miles from facility requirement and provide the required service?
Answer: 35 – Yes
Question: 36 – In the specification section 23-9-23 2.1 A comprehensive investigation and retro commissioning is outlined. Once completed and if mechanical deficiencies are found the spec states that the I&C shall repair or replace all deficient equipment. How will these repairs or replacements be handled contractually as it is impossible to estimate this cost?
Answer: 36 – Assume 80% are operational, 20% replaced.
Question: 37 – 23-9-23 2.2 Outlines a process to identify proprietary equipment for replacement. If more proprietary equipment is found and needs replaced than what is listed on the plans. How will this additional equipment be handled contractually?
Answer: 37 – Any proprietary equipment other than listed on plan shall be submitted and will be handle by the Contracting Officer.
SECTION 23 08 00
COMMISSIONING OF HVAC SYSTEMS
PART 1 - GENERAL
1.1 DESCRIPTION
A. The requirements of this Section apply to all sections of Division 23.

1.4 DEFINITIONS – N/A
1.5 COMMISSIONED SYSTEMS
| A. | Commissioning of a system or systems specified in this Division is part of the construction process. Documentation and testing of these systems, as well as training of the VA’s Operation and Maintenance personnel, is required in cooperation with the VA and the Commissioning Agent. |

1.6 SUBMITTALS
| A. | The commissioning process requires review of selected Submittals. The Commissioning Agent will provide a list of submittals that will be reviewed by the Commissioning Agent. This list will be reviewed and approved by the VA prior to forwarding to the Contractor. Refer to Section 01 33 23 SHOP DRAWINGS, PRODUCT DATA, and SAMPLES for further details. |
| B. | The commissioning process requires Submittal review simultaneously with engineering review. |
PART 2 - PRODUCTS (Not Used)
PART 3 - EXECUTION
3.1 PRE-FUNCTIONAL CHECKLISTS
A. The Contractor shall complete Pre-Functional Checklists to verify systems, subsystems, and equipment installation is complete and systems are ready for Systems Functional Performance Testing. The Commissioning Agent will prepare Pre-Functional Checklists to be used to document equipment installation. The Contractor shall complete the checklists. Completed checklists shall be submitted to the VA and to the Commissioning Agent for review. The Commissioning Agent may spot check a sample of completed checklists. If the Commissioning Agent determines that the information provided on the checklist is not accurate, the Commissioning Agent will return the marked-up checklist to the Contractor for correction and resubmission. If the Commissioning Agent determines that a significant number of completed checklists for similar equipment are not accurate, the Commissioning Agent will select a broader sample of checklists for review. If the Commissioning Agent determines that a significant number of the broader sample of checklists is also inaccurate, all the checklists for the type of equipment will be returned to the Contractor for correction and resubmission.
3.2 CONTRACTORS TESTS
A. Contractor tests as required by other sections of Division 23 shall be scheduled and documented. The Commissioning Agent will witness selected Contractor tests. Contractor tests shall be completed prior to scheduling Systems Functional Performance Testing.
3.3 SYSTEMS FUNCTIONAL PERFORMANCE TESTING:
| A. | The Commissioning Process includes Systems Functional Performance Testing that is intended to test systems functional performance under steady state conditions, to test system reaction to changes in operating conditions, and system performance under emergency conditions. The Commissioning Agent will prepare detailed Systems Functional Performance Test procedures for review and approval by the COR. The Contractor shall review and comment on the tests prior to approval. The Contractor shall provide the required labor, materials, and test equipment identified in the test procedure to perform the tests. The Commissioning Agent will witness and document the testing. | 3.4 | TRAINING OF VA PERSONNEL |
| A. | Training of the VA’s operation and maintenance personnel is required in cooperation with the COR and Commissioning Agent. Provide competent, factory authorized personnel to provide instruction to operation and maintenance personnel concerning the location, operation, and troubleshooting of the installed systems. The instruction shall be scheduled in coordination with the COR after submission and approval of formal training plans. |
