STATEMENT OF WORK
A. Scope of Work
The FL NRCS Plant Materials Center (PMC) operates a solid-set sprinkler irrigation system that is used to irrigate a total of 8 zones ranging in size from 2 to 4 areas. An existing well provides the irrigation water on demand via an inoperable turbine pump/motor.
The Contractor is responsible for designing, furnishing, and installing a new electric motor and turbine pump with a pump control system designed to operate one turbine irrigation pump using a Variable Frequency Drive (VFD) (capable of providing variable flow and variable pressure) and a rain sensor capable of shutting off the system during rain events.
The pump control system must have the capabilities to utilize proven technology in control design for a combination of flow and pressure ranges to provide the desired operating conditions of the pumping system. The pump and control system must be operator and maintenance friendly to ensure ease of system setup and maintenance and to limit down time.
The Contractor will develop and provide a site-specific operation and maintenance (O&M) plan for the irrigation pump/motor and VFD controls to FL NRCS.
The Plant Materials Center (PMC) electric turbine pump and motor design and installation consists of the performance of all operations necessary to:
(1) Size pump and motor with the capabilities to operate ranges for pump output pressures and flow rates shown in Table 1.
Table 1. Proposed output discharge pressures and flow rates for the VFD.
Minimum Pump Discharge Pressure (psi): 50 Maximum Pump Discharge Pressure (psi): 70 Minimum Flow (gpm): 230 Maximum Flow (gpm): 510
(2) Provide programming of the irrigation pump controller to allow PMC staff to operate existing irrigation zones (Table 2) independently of one another.
(3) Remove existing motor and pump which consists of removing pump starter cabinet, the electric motor, head, pump bowl section, discharge column, impellers, etc.
The contractor will be responsible for disconnecting the existing motor and from all electrical connections and all control panels and pulling and removing existing pump.
The existing motor is a 60 hp, 460 volt pws 3-phase 60 Hz 1800 rpm VHS NRR WPI RU motor. Also, work will consist of removing the Class 88 SZ# 2-1-1/2 fumas panel.
The existing pump is a turbine Goulds 10 RJLO - 9 stage turbine pump with one bowl assy., 6'x 16-1/2" discharge head, 120' of 6"x 1-3/16" column, and 416 s.s. shaft, 5' top and bottom section, 6"x 10' suction pipe, 6" female cone strainer.

The factory assembled system must include:
Variable Frequency Drive
VFD protection package
Line and load reactor as required
Lightning arrestors
Pressure transducer and flow meter

The existing pump, motor, electrical components, and appurtenances are located within an existing pumphouse. See Figure 2 for photographs.
All removed pumps, motors, and appurtenances will become property of the Contractor, removed from the property, and disposed of in an environmentally safe manner.
Contractor will furnish all personnel, equipment, labor, materials, transportation, office space, and other incidentals as required to perform the work in accordance with specifications, policies, etc., referenced within this SOW.
4 of 17 February 2021
All electrical work required for the installation will be performed, inspected, and accepted by an electrician licensed in the State of Florida.
For works of improvement involving sub-contractors, the prime contractor must always have a representative on site monitoring the work of the sub-contractor.
B. Description of Project Site
The property is owned and operated by Florida NRCS (Brooksville PMC, 14119 Broad St., Brooksville, FL 34601). The pump house is located in the southern end of the northern most field on the property, Latitude: N28°37’56.31”/ Longitude: W82°20’45.54”. The well is identified by the Southwest Florida Water Management District (SWFWMD) as Well No. 1.
The pump house is a non-air-conditioned building, currently housing an existing electric turbine pump and motor, controller with other appurtenances. See NRCS supplied materials outlined in Section G, Figure 1. Project Location Map.
The existing agricultural irrigation system is a fixed solid set sprinkler irrigation system. The system is designed to operate in eight (8) independent operating zones, six (6) zones in the north and two (2) zones in the south near the office (Table 2).

The enclosure may also include louvers and filter fans as required from heat loss calculations and average ambient temperatures. All louvers and filter fans shall conform to appropriate NEMA 3R or NEMA 4 or UL Type 3 or UL type 4 standards. Direct exposure of the VFD unit to un-filtered, outside air is not acceptable. Sun shielding of the enclosure shall be provided for on-site.

The described equipment shall be housed in a single NEMA 4 free standing, powder-coated steel enclosure of a wall thickness of not less than 0.075 inch. The enclosure shall be sized accordingly to allow easy access to components and provide adequate ventilation for the VFD. The enclosure shall include water/air heat exchangers, glycol/water heat exchangers, or air conditioners as required from VFD heat loss calculations and average ambient temperatures. Additional measures such as painting the enclosure white, installing a sun shield, and adding insulation to the inside of the enclosure shall also be considered as to prevent the temperature inside the enclosure from exceeding the acceptable VFD temperature limits. All components used, or modifications made, to the enclosure to aid in cooling must conform to NEMA 4 and applicable UL standards.
Control Circuit Wiring
Control circuit wiring inside the panel shall be 18 gauge (AWG) minimum, type MTW or THW, rated for 600 volts. All power wiring shall be 12 gauge (AWG) minimum rated for 600 volts. Conductors shall be color-coded using the same colors throughout the entire panel.

A detailed color schematic showing all control and power circuits shall be affixed to the inside of the panel door. In addition, a label displaying pre-programmed factory settings such as pressure set point shall be affixed to the inside of the panel door.
Safety
Control panel construction methods shall consider provisions to ensure operator safety from electrocution. UL508A safety standards shall be observed. In addition, all terminals on power circuits carrying greater than 50V shall be made finger-safe if this provision does not already exist in the original component manufacturer’s design. This provision may be accomplished with the addition of appropriate safety shields over exposed terminals.
