DELC is seeking one contract award to support the implementation of Phase 1 recommendations from a prior reorganization and merger of the Child Care Assistance Policy (CCAP) Office and the Program Design and Administration (PDAO) Office. The scope of work includes four primary tasks: supporting the implementation of Phase 1 recommendations through progress review sessions, analyzing growth opportunities and measuring progress against Phase 1 findings, updating recommendations and developing a continued implementation roadmap for 2027-2028, and facilitating research-based leadership training for PDAO leaders using curricula such as Brené Brown's Dare to Lead. The RFQ was issued on August 4, 2026, with an offer due date of Tuesday, August 11, 2026, at 2:00 PM PT. Questions must be submitted by August 6, 2026, at 12:00 PM PT. The initial contract term is negotiable, with the State anticipating one year, with options to renew.
Offerors must submit a price offer detailing all costs associated with six deliverables: analysis and documentation of Phase 1 recommendations implemented, documentation of roles and responsibilities, assessment of job descriptions, outline recommendations and continued implementation plan, leadership training facilitation for the PDAO leadership team, and facilities team coaching and development. Offerors must have a minimum of three years of experience in this field and provide three references from governmental or educational entities. The State will evaluate submissions based on the "Best Value" standard for the State. No specific pricing terms, set-asides, incumbent information, or funding sources are detailed in the RFQ document.
