About this file
This is a Sole-Source Determination Memo issued by the Oregon Department of Human Services (ODHS) Office of Contracts & Procurement for the Child Welfare Programs division, dated March 17, 2026. The document justifies a sole-source procurement for an evidence-based Kinship Navigator Program from Foster Kinship, approved by the federal Title IV-E Prevention Services Clearinghouse in accordance with the Family First Prevention Services Act (FFPSA). The program will be replicated in Oregon to serve relative caregivers. The initial contract value is estimated at approximately $50,000, with potential for additional purchases as implementation matures, including training, consultation, and other services recommended by the Title IV-E Prevention Services Clearinghouse. No specific contract start date, end date, or renewal options are detailed in this determination memo.
The procurement is justified as a sole-source acquisition under Oregon Administrative Rules (OAR 125-247-0275 and OAR 125-246-0170(2)) and DAS Delegation 649-11, as amended. After examining seven programs approved by the Title IV-E Prevention Services Clearinghouse and surveying community members, relative resource parents, and Tribal community members, Foster Kinship was determined to be the only vendor offering the proprietary Foster Kinship Navigation Model that met Oregon's specific criteria. The vendor, Foster Kinship, is located at 8691 W. Sahara Avenue, Las Vegas, Nevada 89117, with contact Leah Dods, Deputy Director. Protests to this sole-source determination must be submitted within seven calendar days after posting on OregonBuys to the ODHS Office of Contracts and Procurement.

After surveying community members, relative resource parents, Tribal community members, and participants in the current Oregon Kinship Navigator program, as well as interviewing and examining the seven programs available for replication in the Title IV-E Prevention Services Clearinghouse, it was determined that the Foster Kinship Navigator Model, a proprietary model created by Foster Kinship, best met the needs of Oregon’s relative caregivers.
