Statement of Work 110 ft. To 120 ft. Relocatable Towers (RTs)
AML-4000 / CBP
10/21/2019
1.0 Introduction
This document defines the qualification requirements (QR) to support qualified vendors for a Firm Fixed Price (FFP) contract to produce a RT that will be utilized for Remote Video Surveillance System (RVSS- RT). The requirements are defined for the RT that will be utilized in various climates, terrains. The RT, RT site, trailer(s), RT power generation, environmental, and selective criteria are defined in the qualification requirements section and the performance should meet or exceed that listed.
2.0 Qualification Requirements
2.1 RT Site Requirements
1. When retracted, the RT payload equipment will be accessible for maintenance by a 10th to
90th percentile male. The “retracted” position is defined as the position where the tower is fully lowered but the system is still deployed, i.e., it is not configured for transport (compare to “stowed” position).
2. The RT will protect mounted equipment against lightning strikes.
3. The RT will provide grounding protection, and grounding interface for the mounted equipment.
4. When set-up, the RT site footprint will be no greater than 40 ft. by 40 ft. If larger footprint is required, the Federal Aviation Administration (FAA) will provide those details.
5. When retracted, the RT payload equipment will be accessible for maintenance without removing antennas (item 2.2.7) or cameras (item 2.2.5) that are mounted below the payload.
2.2 RT Requirements
1. The RT local controls will have an emergency stop capability at any position between retracted and extended.
2. The RT will accommodate two (2) standard RVSS-U sensor suites, and supporting equipment on top of the RT. Each sensor suite is about 200 lbs. A sensor suite consists of one (1) electro-optical (EO) camera and one (1) infrared (IR) camera. The supporting equipment may include any or all of the following: pan-tilt unit, laser illuminator, spotlight, wide angle camera, and loud hailer. Separation between the two sensor suites is a minimum of six (6) feet.
3. The RT will accommodate each sensor suite, which has 8 square ft. of average sail area.
4. The RT will not obstruct the sensor suite view.
5. The RT will accommodate two (2) wide angle cameras one ft. below the sensor suites on top of the RT. The wide angle camera is about 12.50 lbs.
6. The RT will accommodate the wide-angle camera 0.9 square ft. of sail area.
7. The RT will accommodate three (3) 6 ft. microwave dishes 10 ft. below the top of the tower.
Total possible sail area 102.7 square ft. (2 sensors, 3 antennas, and 2 wide-angle cameras).
The standard installation kits and feed lines are to be used for microwave dishes installations.
Microwave dishes are paraboloid with radome. The RT will accommodate a minimum of 2,000 lbs. of payload mounted on the tower. This payload includes (is not in addition to) the cameras, supporting equipment, and microwave dishes described in 2.2.2 – 2.2.7.
8. The RT trailer will be able to accommodate an equipment cabinet measuring a minimum of 50 inch height x 34 inch depth x 25 inch width.
9. The RT equipment cabinet will be enclosed in a lockable drip proof enclosure.
10. If guy wires are necessary to support the RT, the guy wires will attach to the RT trailer outrigger infrastructure, without ground penetration.
11. When extended, the RT will survive sustained wind conditions up to 90 mile per hour (mph).
12. When retracted, the RT will survive sustained wind conditions up to 120 mph.
13. The RT will retract, upon local command.
14. The RT will extend, upon local command.
15. The time to fully extend the RT from the retracted position will be less than one (1) hour (T), and fifteen (15) minutes (O).
16. The time to retract the RT from the fully extended position will be less than one (1) hour (T), and fifteen (15) minutes (O).
17. The RT will have a backup manual crank to retract the tower.
18. The RT will have a backup manual crank to extend the tower.
19. To retract and stow the RT trailer will take no more than two (2) people of 50 percentile female size. The “stowed” position is defined as the tower being fully retracted and the entire system is configured for transport.
20. The RT controls will be on the trailer.
21. The RT controls will be inside a lockable compartment.
22. The RT trailer will be non-ground penetrating.
23. The RT outriggers will be non-ground penetrating.
24. The RT trailer will be level when deployed up to a 10 degree slope
25. The RT will have a visual indicator that shows if the trailer is level.
2.3 Trailer(s) Requirements
1. The RT trailer(s) will be towable by a pick-up truck using a standard commercially available hitch. All payload equipment will be removed from the RT prior to transport.
2. The stowed RT will be transported per DOT limitations in accordance with applicable State
Department of Motor Vehicles, State Size and Weight Limits. Example:
http://txdmv.gov/motor-carriers/oversizeoverweightpermits/texas-size-weight-limits.
3. The stowed RT will be transportable on rugged (uneven, sloped, non-graded), and remote roads.

3.0 RT Testing Method
The initial testing conditions performed by the Federal Aviation Administration Logistics Center (FAALC) in Oklahoma City, OK will consist of a paper evaluation based on vendor(s) submitted documents. The maximum time required for the FAALC to perform a paper evaluation is 7 consecutive days for each vendor(s).
After vendor/RT selection is made, a First Article Test (FAT) will be conducted based on the RT requirements. The selected vendor will perform a FAT at the vendor’s location with FAALC/CBP representative(s) present.

If selected, the vendor must provide RT repair documentation. The vendor must provide information for the replacement of the RT power generation or any electronics built-in and necessary for the RT’s performance. The documentation must include the procedure to repair or replace damaged or out of warranty components as provided by the manufacturer. Training for repair is a requirement either at the manufacturer site or as defined by FAALC. A bill of material must be provided with repair documentation.
Note: RT repair documentation is not required during the testing of the QR, but must be readily available if selected.
5.0 RT Operation and Maintenance (O&M) Documentation
If selected, the vendor must provide a RT operation and maintenance manual. The vendor must provide information for the O&M of the RT including power generation or any electronics built-in and necessary for the RT’s performance. The documentation must include the procedure to operate the RT including setting up, raising, lowering, and preparing the RT for transport. Training for O&M is a requirement either at the manufacturer site or as defined by FAALC. A bill of material must be provided with repair documentation.
Note: RT O&M documentation is not required during the testing of the QR, but must be readily available if selected.
