About this file

This document contains a requirements evaluation matrix and technical specifications for a relocatable tower system between 110 to 120 feet in height. Key requirements for the tower include withstanding winds up to 120 mph when retracted, extending or retracting within 1.5 hours, accommodating up to 2,000 pounds of payload including cameras, antennas, and supporting equipment. The self-contained power system must provide a minimum of 900 watts of continuous power for 24 hours a day for 7 days along with 72 hours of backup power. The related federal contract opportunity is a request for quote from the Federal Aviation Administration for such a relocatable tower unit to be towed by pickup truck and operable on remote terrain. Responses should include a completed RFQ document and price support documentation.

Relocatable Tower Systems (RTs) Requirements Evaluation Matrix for 110 ft. to 120 ft.

1 RTs Site Requirements Meet (Y/N/NA) Notes

1.1.

When retracted, the RT payload equipment will be accessible for maintenance by a 10th to 90th percentile male. The “retracted” position is defined as the position where the tower is fully lowered but the system is still deployed, i.e., it is not configured for transport (compare to “stowed” position).

1.2. The RT will protect mounted equipment against lightning strikes.

1.3. The RT will provide grounding protection, and grounding interface for the mounted equipment.

1.4.

When set-up, the RT site footprint will be no greater than 40 ft. by 40 ft. If larger footprint is required, provide those details.

1.5.

When retracted, the RT payload equipment will be accessible for maintenance without removing antennas (item 2.7) or cameras (item 2.5) that are mounted below the payload.

2 RTs Requirements Meet (Y/N/NA) Notes

2.1.

The RT local controls will have an emergency stop capability at any position between retracted and extended.

2.2.

The RT will accommodate two (2) standard RVSS-U sensor suites, and supporting equipment on top of the RT. Each sensor suite is about 200 lbs. A sensor suite consists of one (1) electro-optical (EO) camera and one (1) infrared (IR) camera. The supporting equipment may include any or all of the following: pan-tilt unit, laser illuminator, spotlight, wide angle camera, and loud hailer. Separation between the two sensor suites is a minimum of six (6) feet.

2.3. The RT will accommodate each sensor suite, which has 8 square ft. of average sail area.

2.4. The RT will not obstruct the sensor suite view.

2.5.

The RT will accommodate two (2) wide angle cameras one ft. below the sensor suites on top of the RT. The wide angle camera is about 12.50 lbs.

2.6. The RT will accommodate the wide-angle camera 0.9 square ft. of sail area.

2.7.

The RT will accommodate three (3) 6 ft. microwave dishes 10 ft. below the top of the tower. Total possible sail area

102.7 square ft. (2 sensors, 3 antennas, and 2 wide-angle cameras). The standard installation kits and feed lines are to be used for microwave dishes installations. Microwave dishes are paraboloid with radome. The RT will accommodate a minimum of 2,000 lbs. of payload mounted on the tower. This payload includes (is not in addition to) the cameras, supporting equipment, and microwave dishes described in 2.2 – 2.7.

2.8.

The RT trailer will be able to accommodate an equipment cabinet measuring a minimum of 50 inch height x 34 inch depth x 25 inch width.

2.9. The RT equipment cabinet will be enclosed in a lockable drip proof enclosure.

2.10.

If guy wires are necessary to support the RT, the guy wires will attach to the RT trailer outrigger infrastructure, without ground penetration.

2.11. The RT will survive sustained wind conditions up to 90 mile per hour (mph).

2.12. When retracted, the RT will survive sustained wind conditions up to 120 mph.

2.13. The RT will retract, upon local command.

2.14. The RT will extend, upon local command.

2.15.

The time to fully extend the RT from the retracted position will be less than one (1) hour (T), and fifteen (15) minutes (O).

2.16.

The time to retract the RT from the fully extended position will be less than one (1) hour (T), and fifteen (15) minutes (O).

2.17. The RT will have a backup manual crank to retract the tower.

2.18. The RT will have a backup manual crank to extend the tower.

2.19.

To retract and stow the RT trailer will take no more than two (2) people of 50 percentile female size. The “stowed” position is defined as the tower being fully retracted and the entire system is configured for transport.

2.20. The RT controls will be on the trailer.

2.21. The RT controls will be inside a lockable compartment.

2.22. The RT trailer will be non-ground penetrating.

2.23. The RT outriggers will be non-ground penetrating.

2.24. The RT trailer will be level when deployed up to a 10 degree slope

2.25. The RT will have a visual indicator that shows if the trailer is level.

3 Trailer(s): Meet (Y/N/NA) Notes

3.1.

The RT trailer(s) will be towable by a pick-up truck using a standard commercially available hitch. All payload equipment will be removed from the RT prior to transport.

3.2.

The stowed RT will be transported per DOT limitations in accordance with applicable State Department of Motor Vehicles, State Size and Weight Limits. Example:

http://txdmv.gov/motor-carriers/oversizeoverweightpermits/texas-size-weight-limits.

3.3. The stowed RT will be transportable on rugged (uneven, sloped, non-graded), and remote roads.

3.4. The stowed RT will survive transportation on rugged (uneven, sloped, non-graded, and remote roads

4 RTs Power Generation: Meet (Y/N/NA) Notes

4.1. The RT power generation will be capable of interfacing with grid power.

4.2. The RT will have self-contained power generation.

4.3.

The RT power will be selectable between grid power, alternative power sources and the self-contained power source.

4.4.

Upon unexpected loss of grid power, the RT will be capable of automatically switching to self-contained power without loss of power to the RT.

4.5.

Upon unexpected loss of self-contained power, the RT will be capable of automatically switching to self-contained backup power without loss of power to the RT.

4.6. The RT power will have power connections on the top of the RT.

4.7. The RT power will have 120 VAC on the top of the RT.

4.8. The RT power will have 120 VAC at ground level (min. three feet AGL) on the trailer..

4.9.

The RT self-contained power generation system will deliver a minimum of 900w and 2000w peak power continuous runtime capacity operating 24-hr/day, and 7-days/week.

4.10.

The RT self-contained backup power generation will produce a minimum of 900w power with 72 hours of continuous runtime capacity.

4.11 Mean time between refueling is greater than 30 days.

5 Environmental Requirements Meet (Y/N/NA) Notes
